APRIL 30, 2007
The Annual Meeting of the McHenry City Council was called to order by Mayor Low
at 7:30 P.M. on Monday, April 30, 2007 in the Council Chambers of the Municipal Center.
At roll call the following Aldermen were present: Santi, Glab, Schaefer, Murgatroyd,
Wimmer and Peterson. Absent: Condon. City Staff in attendance were: City Administrator
Maxeiner, City Attorney McArdle, City Clerk Jones, Deputy City Administrator Martin,
Assistant City Administrator Hobson, Chief of Police O'Meara, Director of Community
Development Napolitano, Director of Parks and Recreation Merkel, Director of Finance
Black. Absent: None.
PRESENTATION: NEW EMPLOYEE INTRODUCTIONS
City Administrator Maxeiner introduced the following new employees:
Doug Mace, Public Works Water Division
Vickie Zinanni, Human Resources Manager.
Mayor Low and the City Council welcomed the new employees.

April 16, 2007 regularly scheduled meeting.

Motion carried.
FISCAL YEAR 2007/2008 ANNUAL BUDGET
Director of Finance Black stated Staff began working on the budget approximately
four months ago. The results were submitted to the Finance and Personnel Committee who
reviewed the proposed budget at meetings scheduled during the month of April.
Director Black noted the spending plan drafted by Staff and recommended by the
Finance and Personnel Committee totals $43,148,872 for all funds and $16,912,373 for
the General Fund compared to $40,967,345 and $15,756,463, respectively, for the prior
year. Director Black stated, after discounting interfund transfers, the net budget totals
$38,028,978 for all funds and $16,291,869 for the General Fund. The proposed budget
maintains existing services with a decrease in the property tax rate.
Director Black noted budgeted revenues in the General Fund are $16,929,084,
which represents an increase of 8.4% over the prior year. Total General Fund
expenditures are in the amount of $16,912,373, which represents an increase of 7.3%. -
Director Black noted the Equalized Assessed Valuation (EAV) is over 11% and personnel
costs have risen. He highlighted major changes in each of the funds.

Director Black expressed his appreciation to Staff and to the Finance and Personnel
Committee for their efforts in creating the proposed budget. In conclusion, he stated it is
the recommendation of the Finance and Personnel Committee to approve the Fiscal Year
2007/2008 Budget as presented.
Finance and Personnel Committee Chairman Alderman Murgatroyd stated Staff has
done a good job in creating a balanced budget, and commended Director Black on his
presentation of it.
Alderman Peterson concurred with Alderman Murgatroyd. He noted he would like to
see the City's reserves a little higher. Alderman Schaefer concurred.
Mayor Low thanked City Administrator Maxeiner, Director Black and the members of
the Finance and Personnel Committee for their efforts.
Motion by Murgatroyd, seconded by Santi, to accept the unanimous
recommendation of the Finance and Personnel Committee to approve the Fiscal Year
2007/2008 Budget as presented.
Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson.
Voting Nay: None.
Absent: Condon.

AGREEMENT WITH EDER. CASELLA AND COMPANY FOR MUNICIPAL AUDITING
SERVICES
Director Black noted the State of Illinois requires the City to have an annual audit of
all funds conducted and to file a report with the State of the results within six months after
the close of the fiscal year. Director Black stated Eder, Casella and Company have been
retained for the past nine years to provide this service. It is Staffs recommendation to
approve a three-year agreement with Eder, Casella and Company for annual auditing
services with the following estimate of cost for these services:

YEAR 2007/2008 ANNUAL LIQUOR LICENSE RENEWALS
Mayor Low stated Council was provided with a list of recommended Liquor License
Renewals for the 2007/2008 Fiscal Year. As Liquor Commissioner, Mayor Low stated she
recommends all license renewals be approved.
Alderman Glab inquired about the "void" spaces within the list of licenses. City
Administrator Maxeiner explained the number of available licenses has been reduced
when a business closes. For continuity purposes, the license number of each holder
remains the same from year to year. Those marked void" were not renewed.
Motion by Murgatroyd, seconded by Santi, to accept the Mayor's recommendation to
approve the following Annual Liquor License Renewals for the 2007/2008 Fiscal Year,
subject to satisfactory fingerprint results:

Mayor Low stated it has been a good year. The City is fortunate to have a very
professional Staff. Mayor Low expressed her gratitude to Attorney McArdle and SEC, Inc.
She also expressed her deep appreciation to all members of the various City boards,
committees and commissions.
Parks and Recreation Committee Chairman Alderman Peterson announced a
changed in the upcoming committee meeting. Due to a scheduling conflict, the meeting
has been rescheduled from Wednesday, May 9, 2007 to Thursday, May 10, 2007 at 7 p.m.
in the Aldermen's Conference Room. He requested any committee member having a
problem with the rescheduling to let him know.
