Flood, founder and President of the Combined Counties Police Association, a police union, has been appointed by Governor Daniel Walker to serve on the Illinois Law Enforcement Commission; and, WHEREAS, John J. Flood, in his capacity as a member of the Illinois Law Enforcement Commission, will be in a position to adversely affect grant applications in counties and municipalities in which his union is neither recognized or welcome; and, WHEREAS, John J. Flood and the Combined Counties Police Association operate as a police union and have been consistently militant and adversely aggressive in organizing and bargaining for police officers in several of the municipalities and counties in the northeast area of the State of Illinois; and, WHEREAS, John J. Flood and the Combined Counties Police Association have encouraged and sanctioned work stoppages and illegal takeovers of municipal buildings, and have disrupted public meetings of municipal officials; and WHEREAS, John J. Flood, in his capacity as President of the Combined Counties Police Association, has publically berated public officials, NOW, THEREFORE, BE IT RESOLVED THAT: the City of McHenry objects to the appointment of John J. Flood to the Illinois Law Enforcement Commission;. and, . • BE IT FURTHER RESOLVED, that the City of McHenry, by adoption and transmittal of this resolution, request to those people seeking to succeed Governor Daniel Walker, that John J. Flood not be reappointed to the Illinois Law Enforcement Commission or to any other position of trust on the State Level.
