RESOLUTION
WHEREAS, the DuKane Valley Council , representing the Counties of
DuPage and Kane, adopted a Resolution to the Governor of the State of Illinois,
requesting the prompt construction of the Fox Valley Freeway (Tollway) ; the
Richmond-Waukegan Freeway (Federal-aid Route 201 ) ; Federal-aid Route 61 , South
of Army Trail Road, and related highway improvement systems in the State of
Illinois; and
WHEREAS, the Mayor and City Council of the City of McHenry believe
that the construction of said freeways and related highway improvements are
necessary and beneficial to the residents of the City of McHenry, Illinois.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the
City of McHenry go on record in support of the Resolution adopted by the DuKane
Valley Council at Aurora, Illinois, on February 17, 1972, requesting the prompt
construction of various freeways and related highway improvement systems in the
State of Illinois.
BE IT FURTHER RESOLVED that a copy of this Resolution be sent to
Richard B. Ogilvie, Governor of the State of Illinois , and to the DuKane Valley
Council , and spread upon the records and minutes of the City of McHenry as kept
by the City Clerk.

THE DUKANE VALLEY COUNCIL
RESOLUTION
TO THE GOVERNOR OF THE STATE OF ILLINOIS -
REQUESTING THE PROMPT CONSTRUCTION OF THE
FOX VALLEY FREEWAY; THE RICHMOND-WAUKEGAN
FREEWAY (FEDERAL-AID ROUTE 201); FEDERAL-AID
ROUTE 61. SOUTH OF ARMY TRAIL ROAD AND OTHER
ELEMENTS OF THE SUPPLEMENTAL FREEWAY AND
RELATED HIGHWAY IMPROVEMENT SYSTEMS IN THE
STATE OF ILLINOIS
WHEREAS, the DuKane Valley Council, representing the Counties
of Du Page and Kane, fifteen communities and several public utility interests
deems it necessary to have promptly constructed a series of supplemental
freeway and related highway improvements in the Northeast Section of the
State of Illinois; and
WHEREAS, the DuKane Valley Council has worked closely with
concerned communities and other local agencies in adjacent areas of Northern
Illinois to achieve a concensus of opinion regarding these needed highway im-
provements; and
WHEREAS, the counties and communities represented herein are
now under extreme pressure from the outward growth in the Chicago Metro- •
•
• politan Region and must provide for the safe, efficient and economical move-
ment of people and goods to and through this Region; and
• WHEREAS, the demonstrated need for such improvements in-
creases each year in terms of mileage and in terms of delay and congestion
on existing streets and highways; and
WHEREAS, the State of Illinois has from time to time caused to
be made a series of plans and location studies for a system of supplemental
freeways and related highwajr improvements to serve these rapidly growing
areas of the State of Illinois and such plans and location studies have met
with the acceptance of the DuKane Valley Council, the Counties, Communities
and other interested agencies; and
WHEREAS, further delays in construction will adversely affect
each of the counties and communities and will greatly increase costs of land
acquisition and construction of these improvements, as well as severely
impair the effectiveness of already planned locations for these improvements
and for new development throughout the Region.
NOW, THEREFORE, BE IT RESOLVED BY THE DUKANE VALLEY
COUNCIL AND THEIR ASSOCIATED COMMUNITIES AND AGENCIES that this
urgent request be transmitted to the Governor of the State of Illinois to immedi-
ately proceed with the programming of the Fox Valley Freeway; the Richmond-
Waukegan Freeway (Federal-Aid Route 201); Federal-Aid Route 61 south of
Army Trail Road and other elements of the supplemental freeway and related
highway improvement systems in the State of Illinois. If funding limitations
preclude the prompt programming of these projects we urge the Governor
of the State of Illinois to immediately undertake a thorough investigation of
alternative funding sources including the applicability of user financing for
such improvements and that the cost of initial studies of user financing for
these improvements, to be undertaken by the Illinois State Toll Highway
. Authority, be promptly funded. We further request the Governor of the
State of Illinois, assistance of the Illinois Division of Highways, the Illinois
State Toll Highway Authority, and all other interested agencies to implement
and complete this much needed system of highway improvements with all
possible speed.
Adopted by the DuKane Valley Council at Aurora, Illinois this 17th day of
February, 1.972.

SUBJECT:Illinois State Toll Highway Authority
Preliminary Meeting with Local Officials and the Illinois
State Toll Highway Authority
On Wednesday evening, January 26, a group of community officials, at
•
the invitation of H. W. Lochner, Inc. , met with representatives of the
Illinois State Toll Highway Authority at the Holiday Inn in Elgin. The
purpose of the meeting was to discuss the current status of the supple-
mental freeway system in northeast Illinois and particularly the status
of the proposed Fox Valley Expressway, which is of common interest
to those communities in attendance. Among those at the meeting were
Chairman Elliot W. Frank and General Manager Bob Van Metre of the
Illinois State Toll Highway Authority, Harry and Hal Lochner and Dick
Beebe of H. W. Lochner, Inc. and the following community officials:
Mayor Al McCoy of Aurora; Mayor Jack Downs of West Chicago; Comp- •
troller W. L. Henninger of Geneva; Mayor C. V. Amenoff of St. Charles;
Mayor William Raushenberger, City Manager Bob Brunton, and City
Planner Jim Spoor of Elgin; City Manager Al Roth of Crystal Lake and
Mayor Anthony Wujcik of Crystal Lake.
During dinner the group was given a brief introduction into the subject
of roadway improvement programs in northeast Illinois and the urgent
need for prompt completion of the so-called supplemental freeway system
in the region.,. In explaining the present supplemental system it was
pointed out that the Division of Highways has available to it from the $900
million bond issue some $160 million for use in the northeast region while
the total estimated cost of all freeway projects amounts to approximately
$2 billion. This fact, coupled with the urgent need for improvement in
the existing surface arterial system, creates a major problem for the
Division in financing any kind of a comprehensive improvement program.
It was also pointed out that the need for immediate decisions in relation
to projects such as Fox Valley was magnified by the very rapid increase
in the amount of land being developed in the study corridor and that if
the project were not promptly undertaken, (meaning acquisition of right
of way in the next two to three years), it would be impossible to develop
the project because of restrictions in the right of way. The summary

Valley as well as sections of F. A. 61 and F. A. 201 (to the south and
north respectfully). This system could be toll financed and permit
rapid construction ahead of the "closing off" of right of way availability.
The various city officials were then asked for their opinions as to the
soundness of this proposal and these commenced with Bob Brunton of •
Elgin who indicated that his City was unhappy with the plans of the
Division to terminate the Fox Valley at Elgin (Route 20) and that Elgin
strongly favored the extension of the facility northward to the Wisconsin
line and would support it as a toll facility if it would be promptly con-
structed. Other communities echoed Bob's feelings and indicated that
the only logical means of optaining these facilities in the near future
would be through a toll or user financed system, since the Division
clearly was beyond its means in being able to acquire even the right
of way for future construction of the system of supplemental expressways.
• Next attention was directed to the question of providing a logical means
of bringing this matter to the attention of all other affected communities
and to initiating a definitive request to the Toll Authority for assistance.
Chairman Frank indicated that if the communities were to initiate a
formal request to the Authority it would, in turn, promptly respond and
would further attempt to provide the necessary improvements.
Several of those present indicated that they felt the DuKane Valley Council
• would be a logical entity to "manage" the development of supporting reso-
lutions to the State requesting prompt help in completing the Fox Valley
and other projects. It was decided that the DuKane Council would prepare
and submit to its membership on February 17th a resolution endorsing
the prompt programming of Fox Valley and similar projects and that this
resolution would be forwarded to the Governor and other authorities. In
addition, the Authority would work with community groups in areas both
north and south of the limits of the DuKane Council -- the McHenry-
Crystal Lake area on the north and the Lockport-Romeoville area on the
south, which would provide continuity in terms of the resolution from
Wisconsin south to F.A. 61 along the Fox Valley.
It was also pointed out that the DuKane Council should meet with repre-
sentatives of the County Superintendents group and with other interested
groups and become a central agency for this initial campaign. The reso-
lution would then be adopted at the February 17th meeting. Prior to
the February 17th meeting preliminary discussions will be held with areas '
both north and south of the DuKane Council so that an overall coordinating
committee can. promptly be established.

It was also felt that further meetings of the group as originally con-
stituted should be held to follow the progress of the overall program
and to continue with details for subsequent action on the part of the
individual communities, the DuKane Council and the Authority. In•
the meantime' questions or comments concerning the statue of the pro-
ject can be directed to H. W. Lochner, Inc.
