HomeMy WebLinkAboutResolutions - R-78-10 - 03/20/1978 - Funding for 911 R-78-10 RESOLUTION WHEREAS, membere of the City Council of the City of McHenry have met as a body in Illinois on March 20, 1978 and discussed the status and future of "911 " emergency phone service in the State of Illinois , and, WHEREAS, the Legislature of the State of Illinois has mandated the estab- lishment of a "911" emergency telephone system for each political subdivision having public safety responsibilities within the State and, WHEREAS, many political subdivisions, having boundaries which coincide with established telephone system boundaries , have already implemented the ' "911 " emergency telephone service at a minimal additional cost to the political subdivision, and, WHEREAS, the vast majority of remaining political subdivisions mandated to implement the "911 " emergency telephone system are faced with the complexity of multi-jurisdictional telephone systems which do not lend themselves to sim- plistic routing methods , and, WHEREAS , a complex system of selectively routing "911"emergency calls will be required to direct those emergency calls to the jurisdiction having responsibility for providing the service to the citizen placing the call , and, WHEREAS, substantial funds will be required to implement and maintain a system of selectively routing "911 " emergency calls to the political subdivision having responsibility for providing the public in a given geographical area, and, WHEREAS, the burden for funding the "911 " emergency telephone service most appropriately should be born by the subscribers receiving a benefit from the service, and, WHEREAS, the Legislature of the State of Illinois could provide such a system of funding without adding additional tax to the subscriber merely by assuming the one percent (1%) federal excise tax which is being removed from the telephone bill of each Illinois subscriber on December 31 , 1978. ,NOW THEREFORE, be it resolved that the City Council of the City of McHenry strongly support the aforementioned funding method and urge members of the Illinois General Assembly and other public officials to act upon this very imp- ortant matter at the earliest possible date. BE IT FURTHER RESOLVED, that copies of this resolution be forwarded to the governor of Illinois and the members of the Illinois General Assembly representing areas served by the City of McHenry.
