WHEREAS, McHenry County, Illinois, was declared a Federal Disaster
Area on January 16, 1979; and
WHEREAS, the City of McHenry is located in McHenry County, Illinois; and
WHEREAS, the Federal Disaster Assistance Administration provided funds
for snow removal from midnight Monday, January 15 through midnight Saturday,
January 21, 1979; and
WHEREAS, the City of McHenry had already cleared the majority of its
streets of snow by midnight Monday, January 15, 1979; and
WHEREAS, the City of McHenry did an admirable job in handling snow
removal operations during and after the major snow storm of January 13 and 14,
1979; and
WHEREAS, the City of McHenry had expended the major portion of its
allocation for snow removal by midnight Monday, January 15, 1979; and
WHEREAS, because of circumstances and conditions beyond the control
of the City of McHenry, Federal Disaster Assistance Administration funds did
not become available in time to be of major consequence to the City of McHenry; and
WHEREAS, the City of McHenry provided immediate snow removal operations
to assure the safety, health and wellbeing of its citizens; and
WHEREAS, the City of McHenry feels that communities which provide the
same kind of immediate, efficient services to their citizens should be equitably
treated.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE
CITY OF McHENRY, McHENRY COUNTY, ILLINOIS, that the Federal Government provide
some remedial action be taken to reimburse communities for their snow removal
operations prior to January 16, 1979.
