JANUARY 16, 2006
A Committee of the Whole Meeting of the McHenry City Council was called to order
by Mayor Low at 7:30 P.M. on Monday, January 16, 2006 in the Council Chambers of the
Municipal Center. At roll call the following Aldermen were present: Santi, Glab, Schaefer,
Murgatroyd, Peterson and Condon. Absent: Wimmer. City Staff in attendance were: City
Administrator Maxeiner, Assistant City Administrator Martin, City Clerk Jones, Chief of
Police O'Meara, Director of Public Works Marcinko, Director of Community Development
Napolitano, Director of Parks and Recreation Merkel, Assistant Director of Public Works
Fink. Absent: City Attorney McArdle, Community Relations Management Assistant
Hobson.

Mayor Low announced there was an addition of one item which had been

WORKSHOP DISCUSSION: CITY OF MCHENRY FIVE-YEAR CAPITAL '
IMPROVEMENTS PROGRAM FOR 2006/2007
City Administrator Maxeiner distributed a new overall summary page to the
assembly.
City Administrator Maxeiner informed Council the document being reviewed this
evening is a draft version of requests for projects to be considered for the 2006/2007
Capital Improvements Program. He noted the requests amount to nearly $88 million for
the five-year plan and $15.1 million in Fiscal Year 2006/2007.
City Administrator Maxeiner stated that during the evaluation process for the capital
projects for the coming year(s) the City is faced with determining and evaluating what is
needed versus what is affordable. He stated the information has been divided into the
following sections:
• Drainage;
• Municipal Facilities;
• Economic Development;
• Transportation; and
• Water/Sewer.
For the benefit of new Council members City Administrator Maxeiner explained the —
purpose of the workshop meeting is to allow for the introduction and explanation of the
projects while providing Council with the opportunity to ask questions regarding specific

projects or programs. Additionally, he stated the meeting provides an opportunity for the
Council to bring forward requests for capital projects.
City Administrator Maxeiner informed Council the financial analysis portion of the
CIP has yet to be completed by Staff. However, once completed, the prioritization process
would be provided to Council and the final steps of the process completed.
Director of Public Works Marcinko summarized the Lakeland Park Drainage,
Meadow Lane Box Culvert, and Dredging of Drainage Ditch. A brief discussion ensued
and Assistant City Administrator Martin informed Council that the City Attorney has
suggested some improvements should take place to address the issues.
City Administrator Maxeiner informed Council the parameters of the project
involving the Petersen Historic Farm Silo Restoration. He stated the silo is the only
wooden-topped silo in McHenry County. He noted there might be an opportunity for grant
funding
Director of Parks and Recreation Merkel requested Council consideration of a pole
building on the existing foundation at Hickory Creek Farm. The building would be utilized
for the storage of vehicles, seasonal items, equipment, and supplies for the Park
Department. Additionally, he summarized playground renovations and the dog park
project. Alderman Glab suggested the possibility of public use of the Mass Barn in the
future.
Assistant Administrator Martin outlined future technology goals and plans, including
the wireless network for disaster recovery for Police Dispatch and Governmental
Operations.
Police Chief O'Meara outlined the necessity for the expansion of the sally port,
adjacent parking area, and booking area.
Regarding the Public Works Garage, City Administrator Maxeiner informed Council
a centralized garage provides a long-term solution. A possible location has been identified
on the south side of the City. The cost would be $10-$12 million for a facility consisting of
approximately 88,000 square feet. He noted the current structure is $17,200 square feet.
A lengthy discussion ensued regarding the ability to combine all the Public Works
functions at one garage facility. Alderman Condon opined she would be in favor of Staff
researching one facility to house the entire Public Works function.
City Administrator Maxeiner summarized the projects involving the repair of the
dwelling at the Petersen Historic Farm and construction of a garage for the Water Division
at the Plant 2 site. He noted the South Riverfront Park Boat Launch would be funded by
an Illinois Department of Natural Resources Access Grant and Developer Donations.

City Administrator Maxeiner outlined the plans for the Recreation Center, noting the
$5 million allocated in 2007/2008 does not include an indoor swimming pool.
City Administrator Maxeiner summarized the following:
• Fox Ridge Park Addition
• Knox Park Pool renovation, including its expansion
• Petersen Park Addition, development of approximately 20 acres adjacent to
Petersen Park
• Construction of a 10,000 square foot storage shed at the SVW TP
• Purchase of land and construction of a multi-agency salt storage facility
• Construction of a parking lot at the site of the former Wahl Appliance building
• Riverwalk, Phase 1, spring groundbreaking
• Gateway directional signage
• Streetscape improvements.
Director Marcinko summarized the Transportation Projects. Bob Wegener of Smith
Engineering Consultants stated the costs relative to the Bull Valley, Miller, River and
Chapel Hill Road Improvements are approximations. Assistant Director of Public Works
Fink suggested allocating a specific amount each year for the repair and resurfacing of
streets. City Administrator Maxeiner noted $350,000 is not available annually for repairs.
Director of Public Works Marcinko outlined the Water/Sewer Projects.
City Administrator Maxeiner informed Council discussions have taken place with
Staff at Centegra Medical Center. They are seeking installation of a complete ring road
around the hospital. The hospital is exploring the possibility of a contribution from the City.
The total improvement would cost approximately $1.7 million. In return for $700,000 the
City of McHenry would obtain rights-of-way. A funding source would need to be identified.
Responding to an inquiry, City Administrator Maxeiner indicated Lawrence and Medical
Center Drive are public roads.

Mayor Low requested those planning to attend the State of the City luncheon at
McHenry Country Club, the McHenry County Council of Governments dinner, or the
Annual Chamber of Commerce Dinner Dance telephone Marci Geraghty for reservations
no later than Friday, January 20, 2006.
