OPPOSING USEPA'S PROPOSED SANCTIONING OF
NORTHEAST ILLINOIS FOR A MANDATORY VEHICLE R-83-1O
INSPECTION AND MAINTENANCE PROGRAM BY 1987
WHEREAS, The City of McHenry is located in northeastern Illinois; and,
WHEREAS, The City of McHenry has supported the adoption of Transporta-
tion Control Measures designed to reduce transportation related air pollu-
tants and bring Carbon Monoxide and Ozone levels in the region within the
Federal Standards as required by law by the end of 1987; and,
WHEREAS, City of McHenry has met and the Chicago region is expected to
meet the 1987 deadline for all air quality standards without imposing a
vehicle inspection and maintenance (I & M) program; and,
WHEREAS, the I & M Program has not proved cost-effective;
THEREFORE, BE IT RESOLVED that the City of McHenry:
. Confirms support for the spirit and intent of the Clean Air Act.
. Reconfirms its endorsement of the Transportation portions of the
1982 Illinois State Implementation Plan.
. Supports the Illinois EPA in its opposition to the mandatory
implementation of Inspection and Maintenance programs without
regard to cost-effectiveness or local conditions.
. Opposes the imposition of sanctions on regional highway projects
as being counter-productive to improvements to the region 's
economy and to progress toward improving the air quality.
