HomeMy WebLinkAboutResolutions - R-84-8 - 04/02/1984 - Federal Aid Urban Funds R-84-8 CITY OF MCHENRY MCHENRY COUNTY, ILLINOIS RESOLUTION APPROVING THE TRANSFER OF FEDERAL-AID URBAN FUNDS TO THE FEDERAL-AID PRIMARY FUND FOR SIDEWALK CONSTRUCTION ON ELM STREET WHEREAS, the City of McHenry is classified as an Urban Area by the Federal Census Bureau, and has been designated the Appropriate Local Official as defined in the Federal Highway Acts of 1970, 1973 and 1976 and the Surface Transportation Acts of 1978 and 1982 to select routes and projects on the Functional Classification System and on the Federal-Aid Urban (FAU) System; and WHEREAS, said Highway and Surface Transportation Acts authorize Federal funds to be used for improvements of routes within the State of Illinois and , more specifically, within the City of McHenry; and WHEREAS, the City of McHenry has adopted a FAU System Annual Element and five-year Transportation Improvement Program (TIP) ; and WHEREAS, said City has included in its Annual Element a specific project involving sidewalk construction along four (4) separate road segments on the Federal System; and WHEREAS, the Illinois Department of Transportation and the City of McHenry are in agreement that it would be in the public interest to construct said project during Federal Fiscal Year 1984 ; and WHEREAS, one (1 ) of the aforementioned road segments (Elm Street from Beach Road to Industrial Drive) is a Federal-Aid Primary Route (FAR 13) ; and WHEREAS, a formal transfer of Federal-Aid Urban Funds to the Federal -Aid Primary Fund is required to accomplish roadway improvements on the Federal -Aid Primary System; and WHEREAS, such a transfer of funds by the City of McHenry requires the approval of the Superintendent of Highways of McHenry County. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MCHENRY, ILLINOIS, that the City of McHenry approves the initial transfer of Forty-five Thousand Dollars ($45,000.00) of its Federal-Aid Urban Funds to the Federal-Aid Primary Fund to be used specifically for sidewalk con- struction along Elm Street from Beach Road to Industrial Drive. BE IT FURTHER RESOLVED that it is the intent of the City of McHenry to approve the use of enough of its Federal-Aid Urban Funds to pay 75. 18% of the actual cost of said sidewalk construction along Elm Street, and that said City authorizes the Illinois Department of Transportation to make what- ever final adjustment is necessary to accompish this intent, either through a supplemental transfer of Federal-Aid Urban Funds to the Federal-Aid Pri- mary Fund or an appropriate credit to the City of McHenry's unobligated FAU balance if the final cost proves to be less than $45,000.00.
