RESOLUTION
CITY OF Mc HENRY
MCHENRY COUNTY, ILLINOIS PUBLIC WORKS D'IPT.
APPROVING THE TRANSFER OF NOV 2 3 19'2S
FEDERAL -AID URBAN FUNDS TO THE
FEDERAL -AID PRIMARY FUND FOR THE SIDEWALK CITY OF McHENRY
AND TRAFFIC SIGNAL IMPROVEMENTS AT
ILLINOIS ROUTE 31 BETWEEN
McCULLOM LAKE ROAD AND PEARL STREET
WHEREAS, the City of McHenry is classified as an Urban Area by the
Federal Census Bureau, and has been designated the Appropriate Local Official
as defined in the Federal Highway Acts of 1970, 1973 and 1976 and the Surface
Transportation Acts of 1978, 1982 and 1987 to select routes and projects on
the Functional Classification System and on the Federal -Aid Urban (FAU)
System; and
WHEREAS, said Highway and Surface Transportation Acts authorize Federal
funds to be used for improvements of routes within the State of Illinois and,
more specifically, within the City of McHenry; and
WHEREAS, the City of McHenry has adopted a FAU System Annual Element and
five-year Transportation Improvement Program (TIP); and
WHEREAS, the City of McHenry has included in its Annual Element a project
providing for the improvement of a sidewalk and a traffic signal involving a
Federal -Aid Primary (FAP) road; and
WHEREAS, the Illinois Department of Transportation and the City of
McHenry are in agreement that it would be in the public interest to construct
said project during Federal Fiscal Year 1988; and
WHEREAS, the aforementioned intersection improvement involves FAP Route
13 (Illinois Route 31), and will be funded in part with FAP funds; and
WHEREAS, a formal transfer of FAU Funds to an appropriate Federal fund
category is required to accomplish specific projects involving the FAP System;
a nd
WHEREAS, such a transfer of funds by the City of McHenry requires the
approval of the Superintendent of Highways of McHenry County.
NOW, THEREFORE, BE IT RESOLVED that the City of McHenry approves the
initial transfer of Fifty Thousand Dollars ($50,000) of its Federal -Aid Urban
Funds to the Federal -Aid Primary Fund to be used specifically for sidewalk and
traffic signal improvements.
BE IT FURTHER RESOLVED that it is the intent of the City of McHenry to
approve the use of enough of its Federal -Aid Urban Funds to pay 75.00q of the
actual cost of the aforementioned improvement on Illinois 31, and that said
City authorizes the Illinois Department of Transportation to make whatever
final adjustment is necessary to accomplish this intent, either through a
supplemental transfer of Federal -Aid Urban Funds to the Federal Aid Primary

Fund or an appropriate credit to the City of Mc Henry's unobligated FAU balance
if the final cost proves to be less than $50,000 in Federal -Aid Urban Funds.
BE IT FURTHER RESOLVED that copies of this Resolution be submitted to the
Chicago Area Transportation Study and to the Illinois Department of
Transportation at its District Office in Schaumburg, Illinois.
PASSED AND APPROVED by the City of McHenry this 16th day of November,
1988.
