APRIL 24, 2006
The Annual Meeting of the McHenry City Council was called to order by Mayor Low
at 7:30 P.M. on Monday, April 24, 2006 in the Council Chambers of the Municipal Center.
At roll call the following Aldermen were present: Santi, Glab, Schaefer, Murgatroyd,
Wimmer, Peterson, and Condon. Absent: None. City Staff in attendance were: City
Administrator Maxeiner, Assistant City Administrator Martin, City Attorney McArdle, Chief
of Police O'Meara, City Clerk Jones, Director of Community Development Napolitano,
Director of Public Works Marcinko, Director of Finance Shields, and Community Relations
Management Assistant Hobson. Absent: Director of Parks and Recreation Merkel.

FISCAL YEAR 2006/2007 ANNUAL BUDGET
City Administrator Maxeiner provided Council with a brief overview and summary of
the proposed Fiscal Year 2006/2007 Budget. He noted the budget reflects maintaining City
services and programs while preserving status quo. City Administrator Maxeiner stated the
Budget includes a few capital projects such as the Riverwalk Phase I. No additional
personnel have been added.
City Administrator Maxeiner reported revenues have increased at the rate of 6.6%.
In conclusion, City Administrator Maxeiner provided highlights from each department's
significant changes from last year's budget.
Finance and Personnel Committee Chairman Alderman Murgatroyd acknowledged
much work went into preparing a balanced budget for Council consideration. He noted
Staff exhibited good fiscal restraint in developing the budget before Council this evening.
Alderman Peterson encouraged review of municipal fees across the board in order
to increase revenue to support City services and programs.
Aldermen Condon and Santi commended City Administrator Maxeiner and Finance
Director Shields for their efforts in creating the 2006/2007 Budget.
Motion by Murgatroyd, seconded by Santi, to accept the recommendation of the
Finance and Personnel Committee to approve the 2006/2007 Fiscal Year Budget as
presented.

YEAR 2006/2007 ANNUAL LIQUOR LICENSE RENEWALS
Mayor Low stated the owners of all establishments serving and/or selling liquor in
the City have completed application requirements, paid all fees, and have been
fingerprinted as required according to the City's Municipal Code. Mayor Low stated it is her
recommendation to grant liquor license renewals for the 2006/2007 Fiscal Year as follows
subject to receipt of satisfactory fingerprint results:
