R E S O L U T I O N
WHEREAS, Governor Edgar, in his recent budget address before
the State Legislature, sent local governments and their budgets into
a fatal tail -spin when he proposed that the 1992 through 1993
temporary Income Tax Surcharge portion that local governments were
promised, be kept by the State; and
WHEREAS, the City of McHenry will now face even more
devastating cuts in its vital services and staffing with this
proposed revenue -source loss along with the newly imposed 105% real
estate tax levy cap, the fluctuating economy and the State's
inability to timely distribute the City's portion of the State
income tax; and
WHEREAS, if the State Legislature approves this proposal,
quality public services will be severely limited affecting the
City's ability to attract new residents and industries to locate
here; and
WHEREAS, with the lagging economy and this proposal, if
passed, it could force a number of municipalities to eliminate
services to the public and terminate employees.
THEREFORE, BE IT RESOLVED, that the McHenry City Council
strongly opposes elimination of the promised distributive portion of
the State Income Tax Surcharge to local municipalities.
BE IT FURTHER RESOLVED, that the City Council encourage the
citizens of McHenry to inform themselves of the position being taken
on this issue by their State Legislators and to write to them
encouraging them to not take away this vital revenue source and to
find alternative ways of balancing the State Budget, other than on
the backs of already revenue -strapped municipalities.
FINALLY, BE IT FURTHER RESOLVED that the Mayor of the City of
McHenry be directed to convey the foregoing Resolution to Governor
Edgar and our State Legislators.
PASSED and APPROVED UNANIMOUSLY this 29th day of April, 1992.
