STATE MANDATES REFERENDUM ACT RESOLUTION
WHEREAS, the State of Illinois has continuously imposed unfunded state mandates on
local governments;
WHEREAS, the cost of unfunded state mandates has placed financial burdens on local
governments;
WHEREAS, the opportunity to provide services is best determined by local officials;
WHEREAS, the continued mandated programs from the State eroded local control;
WHEREAS, the citizens of each and every community have direct access to local gov-
ernments;
WHEREAS, those citizens share local elected officials' concerns about the cost for pro-
viding vital services;
WHEREAS, the General Assembly and Governor Edgar have provided an opportunity
for the people to speak this election year;
WHEREAS, Public Act 87-0919 provides for an advisory non -binding referendum to
be placed on the November 3, 1992 ballot;
THEREFORE, be it resolved that t h e C i ty Co u n c i 1 does hereby unconditionally
support an affirmative vote by the citizens of this community at the November 3, 1992 elec-
tion.
