HomeMy WebLinkAboutResolutions - RS-92-11 - 09/30/1992 - Oppose SB 1828, restrictive impact feeRS-92-11 R E S O L U T I O N WHEREAS, The Illinois General Assembly in its Fall Veto Session, will be acting upon SB 1828 which drastically inhibits units of local government's use of impact fees for needed capital improvements due to growth and development; and WHEREAS, The proposed legislation would restrict the use of impact fees and prohibit local governments from using them for providing police, fire, public works, library services and other public services demanded by new residents; and WHEREAS, economic viability is of critical importance to smaller non -home rule municipalities and a restriction of the use of impact fees would cause monumental harm to the City of McHenry's economic growth; and WHEREAS, If municipalities can not provide for new capital improvements through impact fees, the only alternative for the City of McHenry and others, because of the five percent tax cap imposed by the State, is to cut services; and WHEREAS, This bill would severely inhibit new development and put the burden back on existing residents. THEREFORE, BE IT RESOLVED, that the City Council of the City of McHenry hereby respectfully implores the General Assembly TO OPPOSE SB 1828 which, if enacted, would add another devasting restrictive law to the backs of already financially strapped municipalities. BE IT FURTHER RESOLVED, that the Mayor of the City of McHenry be directed to convey the foregoing Resolution to our State Legislators. UNANIMOUSLY PASSED and APPROVED this 30th day of September, 1992. City Clerk May
