HomeMy WebLinkAboutResolutions - RS-93-24 - 08/04/1993 - Support FAP 420 (Route 53 to Richmond)RS-93-24 CITY OF MCHENRY R E S O L U T I O N Supporting the Construction of "Route 53 to Richmond" Arterial Roadway WHEREAS, the Illinois Legislature has authorized the Illinois State Toll Highway Authority to construct four new segments of tollways in the collar counties of northern Illinois; and WHEREAS, the extension of Illinois Route 53 to Grayslake and from Illinois Route 120 northwest to Richmond is one of the four proposed segments; and WHEREAS, the Illinois State Toll Highway Authority is expected to initiate a preliminary (Phase I) study immediately; and WHEREAS, the Mayor and City Council of the City of McHenry recognize that the construction of the 24 mile link from Illinois Route 53 northwest to Richmond will enhance economic development in the City of McHenry and County of McHenry, which in turn will lessen the residential tax burden; provide a new business corridor in McHenry County; provide an arterial roadway for persons traveling in, out and through the City and County of McHenry that will link the motorists to other major transportation corridors throughout northern Illinois and neighboring states; and WHEREAS, the Mayor and City Council of the City of McHenry support said extension of Illinois Route 53 so long as the Illinois Toll Highway Authority adequately addresses the environmentally sensative concerns of the City of McHenry and McHenry County in general. NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of McHenry hereby expresses its support to not only the preliminary (Phase I) study but also the construction of a 24-mile roadway from Illinois Route 53 west to Grayslake and then northwest to Richmond because the roadway will: 1. Provide motorists within and traveling through the City of McHenry and County of McHenry with an arterial roadway that will link them to other transportation corridors throughout the State of Illinois and neighboring states, which will also reduce transportation fuel costs and accidents because there will be less stop and go traffic. 2. Attract business and industry to the City and County which will in turn strengthen the City's tax base and lessen the tax burden of the citizenry. 3. Relieve traffic congestion within the City of McHenry. BE IT FURTHER RESOLVED that the Clerk of the City of McHenry deliver a certified copy of this Resolution to State of Illinois Legislators, Governor Jim Edgar and the Illinois State Toll Highway Authority. BE IT FURTHER RESOLVED that the Clerk of the City of McHenry spread the above Resolution upon the minutes of the August 4, 1993 meeting of the City of McHenry at which the above Resolution was adopted.
