SECOND RESOLUTION AND RECOMMENDATION
BE IT RESOLVED, by the Board of Local Improvements of the City
of McHenry, McHenry County, Illinois, pursuant to 65 ILCS 5/9-201,
et seq., as follows:
SECTION 1: A public hearing was held by this Board on the
14th day of July 1993 and August 4, 1993, at 7:30 p.m. on the
question of the necessity, nature and estimated cost of the
proposed improvement, specifically:
The proposed sanitary sewer system project consists of
approximately 5,475 lineal feet of 8-inch ABS or PVC composite or
ductile iron sewer, 19 manholes, two grinder pump installations
each with a capacity of approximately 15 gpm and a total of
approximately 400 lineal feet of 1 1/4-inch plastic forcemain.
Also included are 6-inch ABS or PVC house service connections to
within five feet of the lot line of the approximately 77 lots
served by the system, and restoration of street, driveway and lawn
surfaces disturbed during construction.
All persons interested in said proposed improvement who
desired to be heard were heard, and no sufficient reason or
objection was given or made to the proposed improvement. Based on
the proof submitted to this Board, this Board finds that good and
sufficient notices of said public hearing were given and mailed as
required by law.
SECTION 2: The Board of Local Improvements hereby approves
and recommends to the City Council the following:
1. that the proposed improvement, described in Section
1 above, be constructed and the cost of said improvement be paid
for, in part, by special assessment in accordance with 65 ILCS 5/9-
2, et seq.,

2. that the estimate of cost of said improvement,
attached hereto as "Exhibit A to Second Resolution and
Recommendation," be adopted, and
3. that the set of plans prepared by Baxter & Woodman
Consulting Engineers, dated July 14, 1993, consisting of nine
sheets, and the specifications prepared by Baxter & Woodman,
identified as Country Club Estates Sanitary Sewer System Special
Assessment No. 32 Project Manual, incorporated herein by reference,
be adopted. A copy of these plans and specifications shall be on
file in the office of the Clerk of the City of McHenry.
SECTION 3: That the City adopt the proposed draft of an
Ordinance attached hereto as "Exhibit B to Second Resolution and
Recommendation" providing for such improvement and this second
resolution and recommendation of this Board.

ESTIMATE OF COST
TO: Mayor and City Council of the City of McHenry, Illinois, and
to the Board of Local Improvements of the City of McHenry,
Illinois
I hereby submit this estimate of cost (including labor and
material, cost of engineering services and inspection, interest
reserve, cost of making, levying and collecting the assessment,
and all lawful expenses attending the same as provided by law) of
a local improvement consisting of a sanitary sewer system for the
primary purpose of providing service to the following platted
subdivisions within the corporate limits of the City of McHenry,
Illinois to wit:
Country Club Estates Unit 1
Block 1 Lots 1-19
Block 2 Lots 1-6
Block 3 Lots 1-9
Country Club Estates Unit 2
Block 1 Lots 20-22
Block 2 Lots 7-12
Block 3 Lots 10-20
Block 5 Lots 1-5
Block 6 Lots 1-6
Block 7 Lots 1-10
Country Club Estates Unit 3
Block 8 Lots 1-2
The proposed sanitary sewer system project consists of
approximately 5,475 lineal feet of 8-inch ABS or PVC composite or

All materials of every kind and character to be used in the
construction of this improvement shall be of first-class quality,
suitable for the purpose for which they are to be used, and sub-
ject to the inspection and approval of the Board of Local Improve-
ments of the City of McHenry, Illinois.

All work shall be constructed in a workmanlike manner under
the superintendence of the Board of Local Improvements of the City
of McHenry, Illinois.
It is estimated that the total cost of making the aforesaid
proposed local improvement, including the construction costs, the
engineering and inspection fees, the cost of making, levying, and
spreading the assessment, and the additional cost to make up any
probable deficiency of interest in bonds or vouchers will be as
follows:
1. Construction costs (see attached
Estimate of Costs for details) $436,000
2. Interest Reserve (not to exceed 6%
of the amount of the assessment) 26,000
3. Engineering Services
Design 25,000
Construction 10,000
4. Cost of making, levying, and collecting
the assessment of all lawful expenses
attending the same as provided by law
(not to exceed 6% of the amount of the
assessment) 26,000
5. Total Estimated Costs $523,000
I do certify that in my opinion, the aforesaid estimate of
costs does not exceed the probable cost of the improvements and
the lawful expenses attending the same.
