RS-98- 23 A RESOLUTION PROVIDING FOR APPROVAL OF JOB DESCRIPTION AND INCREASE IN GRADE LEVEL FOR ASSISTANT ADMINISTRATOR. WHEREAS, the Finance Committee of the City of McHenry met on October 14, 1998 for the purpose of discussing Personnel Issues including Job Classifications; and WHEREAS, the Finance Committee of the City of McHenry by a 3-0 vote, recommended approval of the job description and reclassification in the Job Classification Chart, Appendix B-1 of the City of McHenry Personnel Policy, as follows: Assistant Administrator shall be moved from Grade 11 to Grade 13; and WHEREAS, the Finance Committee of the McHenry City Council hereby recommends the approval of the Assistant Administrator job description and change to the Job Classification Chart, Appendix B-1 of the City of McHenry Personnel Policy as above -mentioned; and WHEREAS, the McHenry City Council accepts the recommendation of the Finance Committee. NOW THEREFORE, BE IT RESOLVED, the Mayor and City Council of the City of McHenry go on record approving the Assistant Administrator job description and modification of the Job Classification Chart, Appendix B-1 of the City of McHenry Personnel Policy as stated herein. BE IT FURTHER RESOLVED, that this resolution be incorporated into the minutes of this meeting and the City of McHenry Personnel Policy be amended accordingly. JLI even . JOB TITLE: DEPARTMENT: FLSA CLASS: WAGE GRADE: REPORTS TO: APPROVED: Job Summary Assistant Administrator Administration Regular Full -Time, Exempt 13 City Administrator October 14, 1998 This highly responsible administrative position manages the development and ongoing administration of the City budget process; maintenance of the City accounting system; and the management of related administrative functions including data processing, purchasing, and overseeing personnel activities. This employee has direct supervisory responsibility for all City fiscal operations. The primary responsibilities are, budgeting for, receiving, accounting for, and expending all City monies, as well as acting as the City Administrator in the Administrator's absence. The Assistant Administrator works under the direction of the City Administrator. Job Duties and Responsibilities Assume responsibility for all Federal, State and County fiscal reports and for monthly financial reports to the City Council; assist the City Administrator in the preparation of the annual budget; oversee the Finance Office's participation in the annual audit; and handle the investment of all City funds (within tightly controlled legal guidelines). Plan, direct, organize, communicate, and control City fiscal operations. Maintenance of the accounting and computer systems; review the work of all subordinate accounting office personnel; oversee the purchasing of all City materials, equipment, supplies and services and administer any ongoing contracts. Advise department heads, City Administrator, Mayor, and the City Council on fiscal policies, interpretations, procedures and problems; write equipment and procedure specifications for RFP's on bid purchases. Prepare the finance portion of agenda for City Council meetings; prepare brief summaries of Council fiscal actions for public information release; maintain awareness of proper safety procedures and guidelines and apply these in performing daily activities and task; and, perform other work as required. Assist City Administrator in the acquisition of grants, maintain contacts/resources relative to sources offering grants. Direct, organize, and coordinate the recruitment process for new employees, including development and administration of entrance and exit procedures. Work closely with Department Heads in the evaluation of candidates to develop a hiring recommendation to the City Administrator for approval by the Mayor and City Council. Maintain pay -plan, step schedule. Conduct and analyze salary surveys. JOB TITLE: Assistant Administrator Page 2 Job Duties and Responsibilities Represent the City on the McHenry County Municipal Risk Management Agency Self Insurance Pool. Administer safety and accident prevention programs recommended by MCMRMA. Monitor compliance with laws relating to EEOC, Harassment Policies, Rightful/Wrongful Discharge, Drug and Alcohol Testing, Discrimination Laws, Americans with Disabilities Act, etc. Administer the City's insurance programs; processing of claims; and all employee benefit programs, including but not limited to: Health, Dental, Vision, Life, IMRF, Police Pension, PEBSCO, and Section 125. Maintain personnel records and logs; assist in labor negotiations; other special projects as assigned. Minimum Qualifications Bachelor's Degree in Public or Business Administration, Accounting, Financial Management, or closely related field. Four to six years progressively responsible experience in managing financial operations of a city government. Comprehensive knowledge of modern principles and practices of public financial management, administration, budget preparation, and accounting. 10/14/98
