DECEMBER 18, 2006
A Regular Meeting of the McHenry City Council was called to order by Mayor Low at
7:30 P.M. on Monday, December 18, 2006 in the Council Chambers of the Municipal
Center. At roll call the following Aldermen were present: Santi, Glab, Schaefer,
Murgatroyd, Wimmer, Peterson and Condon. Absent: None. City Staff in attendance
were: City Administrator Maxeiner, City Attorney McArdle, City Clerk Jones, Assistant
Administrator Martin, Chief of Police O'Meara, Director of Public Works Marcinko, Director
of Community Development Napolitano, Director of Parks and Recreation Merkel, Director
of Finance Black, Management Assistant for Community Relations Hobson. Absent: None.
PUBLIC INPUT SESSION — 10 MINUTE LIMITATION
Bill Bolger of 906 Allen Avenue addressed Council regarding the efforts of the City's
Public Works employees. Mr. Bolger praised the Public Works Department. He stated this
year's holiday lighting is exceptional. He also noted repairs of broken utility lines were
done in a timely manner. Mr. Bolger stated the Public Works cleanup of the December 1 n
snowstorm was excellent.

Motion by Schaefer, seconded by Santi, to approve the Consent Agenda as

A. Approve proposed amendments to Subdivision Control and Development
Ordinance and Municipal Code relating to Retained Personnel Fees and
Development Filing Fees and to direct Staff to prepare for Public Hearing to
obtain public input;

APPROVE PROPOSAL FOR PROFESSIONAL SERVICES FOR ENGINEERING,
SURVEYING AND CONSTRUCTION OBSERVATION FOR SIDEWALK
IMPROVEMENTS AT KIWANIS TOT LOT AND LAKELAND PARK FACILITY — SEC,
INC IN THE AMOUNT NOT-TO-EXCEED $5,798.40
Director of Parks and Recreation Merkel stated the City had received a grant from
the Illinois Department of Commerce and Economic Opportunity to be utilized for access
improvements to the Kiwanis Tot Lot and the Lakeland Park Community Center Park,
Director Merkel noted SEC. Inc. has proposed an engineering services agreement for
surveying and construction observation for this project in the amount of$5,798.40. Director
Merkel advised Council the grant monies also included construction of a small shelter at
the McHenry Zone Skate Park. However, the purchase and installation of this structure will
be done by Staff and have not been included in the proposed engineering services
agreement.

In response to an inquiry from Alderman Condon, Director Merkel affirmed the
engineering services agreement is not applicable to the purchase and installation of the
Skate Park shelter.
Responding to a question from Alderman Santi, Director Merkel stated the
agreement pertains to the surveying and construction observation of the sidewalk
improvements at both the Kiwanis Tot Lot and Lakeland Park Community Center Park.
Motion by Peterson, seconded by Condon, to accept Staffs recommendation to
enter into an engineering services agreement for the surveying and construction
observation of the sidewalk improvements at Kiwanis Tot Lot and Lakeland Park
Community Center Park with SEC. Inc. in an amount not-to-exceed $5,798.40.
Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, Condon.

APPROVE COMMITTEE RECOMMENDATION REGARDING ORGANIZATIONAL
RESTRUCTURING PLAN
City Administrator Maxeiner summarized the proposed modifications to the City's
organizational restructuring plan as recommended by the Finance and Personnel
Committee. He noted there are adjustments being proposed in the following:
Facility Maintenance
Community Development
Parks Department.
Administrator Maxeiner briefly explained the adjustments to each area:
Facility Maintenance
1. Reclassify Management Assistant for Community Relations to the position of
Assistant City Administrator who would then oversee building maintenance, the
downtown business district redevelopment and the Riverwalk;
2. Reclassify Assistant Director of Public Works to Management Assistant reporting
to the Assistant City Administrator. This position would supervise the maintenance
of City buildings, manage information technology, coordinate the City's performance
measurement project; oversee significant facility improvement or construction
projects, and implement labor relations efforts between management and Public
Works and Parks Department union stewards;
3. Create Superintendent of Downtown Maintenance who would supervise
Riverwalk and downtown business districts maintenance responsibilities.
Community Development
1. Reclassify Assistant City Administrator to Deputy City Administrator. The Director
of Community Development would report to this position which would be relocated

to the second floor of the Municipal Center.
2. Create Superintendent of Neighborhood Services who would oversee code
compliance, signs and minor permit issuance.
3. Rename Building and Zoning Superintendent to Superintendent of Construction
Services who would supervise all building inspectors.
4. Director of Community Development would focus on economic development and
act as liaison to Landmark Commission and Economic Development Commission.
5. Eliminate Office Assistant position recently vacated.
Parks Department
1. Create Superintendent of Forestry and Park Planning.
2. Modify duties of Parks Maintenance Superintendent who will have responsibility
for all active use parks and athletic field maintenance.
Mayor Low noted only the positions will be discussed this evening. If there is a need
to discuss individuals regarding these positions, Council should adjourn to Executive
Session to protect employee confidentiality. -�
In response to Alderman Condon's inquiry, Administrator Maxeiner stated only one
new position is actually being created. The rest of the positions being discussed are simply
reclassifications.
Alderman Glab opined the proposed modifications are well-explained and outlined.
Responding to Alderman Santi's inquiry regarding a timetable for implementation,
Administrator Maxeiner stated the first two components, i.e. Facility Maintenance and
Community Development, are more pressing. However, Staff is hopeful Council will
approve all three components at this time.
Alderman Peterson acknowledged a lively and frank discussion occurred at the
committee level. He stated the proposed modifications to the City's organizational structure
were well-thought out. He supports the committee's recommendation.
Motion by Murgatroyd, seconded by Condon, to accept the recommendation of the
Finance and Personnel Committee to:
Facility Maintenance
1. Reclassify Management Assistant for Community Relations to the position of Assistant

2. Reclassify Assistant Director of Public Works to Management Assistant reporting to the

Motion by Santi, seconded by Wimmer, to award full step increases to Chief of
Police O'Meara and Director of Community Development Napolitano and to provide a lump
sum bonus to Director of Parks and Recreation Merkel.
