At roll call the following Aldermen were present: Bolger, Glab, Low, Murgatroyd, Wimmer, Peterson, and Condon. Absent: None. City Staff in attendance were: City Administrator Maxeiner, City Clerk Jones, City Attorney McArdle, Assistant Director of Public Works Fink, Director of Finance Kline, Director of Community Development Napolitano, Director of Parks and Recreation Merkel, Community Relations Management Assistant Hobson, City Administrator Assistant Martin. REQUEST TO USE PETERSEN PARK, PERMIT TEMPORARY ADVERTISING SIGNS, AND WAIVE ALL ASSOCIATED FEES — WONDER LAKE SKI TEAM ANNUAL HAUNTED HAYRIDE PROGRAM IN OCTOBER 2005 Janice Carlsten, Secretary of the Wonder Lake Water Ski Show Team Organization, addressed Council requesting approval of: • The use of Petersen Park on the following dates for the Wonder Lake Ski Team Haunted Hayride Program, October 15, 21, 22, 28 and 29, 2005; • Waiving of all park and sign permit fees; and • Placement of temporary advertising signs at the following locations: 0 302 N. Front Street, Gerstad Property o Bull Valley Road & Crystal Lake Road, northwest corner o Chapel Hill Road, Liberty Trails o Lincoln Road, Liberty Trails o McCullom Lake Road & Riverside Drive, southwest comer o Petersen Park Road & McCullom Lake Road o Route 120, R.A. Adams Property o Ridge Road, Deerwood Lot 46, Gerstad Property Ms. Carlsten informed Council that this is the ninth year for the fundraising event. Hayrides would last from 7:00 p.m. to 10:30 p.m., ensuring all rides are completed and clean-up begun by 11:00 p.m. The event would include a Kiddie Matinee, including games and prizes, on Saturday, October 22, 2005 from 4:00 p.m. to 6:00 p.m. Ms. Carlsten noted the event has been successful and well attended in the past, and no complaints have been reported. February 21, 2005 Page 6 Ms. Carlsten presented a check, payable to the City of McHenry Parks and Recreation Department in the amount of$500, to Director of Parks and Recreation Merkel. �- Ms. Carlsten expressed continuing appreciation to the City for use of park facilities. ORDINANCE AMENDING ORD-01-1008 CONDITIONAL USE PERMIT — 3981 ALBANY STREET Director of Community Development Napolitano reiterated that Council directed Staff, by a vote of 5-1 on February 7, 2005, to prepare an ordinance amending the Conditional Use Permit for Roofing and Insulation Supply, Inc., located at 3981 Albany Street, to allow expansion of the outdoor storage area. Alderman Peterson stated he would abstain from voting on this item as he was not in attendance at the meeting on February 7, 2005 and has not had an opportunity to review the minutes of the meeting. Motion by Bolger, seconded by Murgatroyd, to accept Staffs recommendation to approve an ordinance amending Ordinance ORD-01-1008, and thereby expanding the area for outdoor storage granted by the Conditional Use Permit for Roofing and Insulation Supply, Inc., located at 3981 Albany Street. February 21, 2005 Page 7 REQUEST FOR MAP AMENDMENT TO RS-4 HIGH DENSITY SINGLE-FAMILY — 4611 FREUND AVENUE Director Napolitano stated that applicant, Ray Walsh, is requesting a Zoning Map Amendment from 0-1 to RS-4, in order to construct a single-family home on the vacant property located at 4611 Freund Avenue. Director Napolitano informed Council the site is located on the east side of Freund Avenue, north of Route 120 and west of Route 31. The City has considered two previous zoning actions on this property. In 1994, the property was zoned RS-4. A developer, Lee Cooney, proposed rezoning the property as well as an adjoining parcel with frontage on Richmond Road to 0-1, Local Office, in order to construct an office building, parking and detention. The Council approved the requested rezoning to 0-1 together with several variances; however, the office building was never constructed. In 2001 a request was made to rezone the subject parcel and the adjoining parcel to RM-2 for construction of a 10-unit apartment building. Council denied the request and one parcel has remained vacant while the adjacent parcel, along Richmond Road, continues to be used as a single- family dwelling. Staff opined the Zoning Map Amendment is consistent with the City's Comprehensive Plan and is compatible with the surrounding area. The character of the surrounding area is of single-family homes to the west and north and multi-family residential to the east. Director Napolitano stated the property is an infill lot, which would have access off of Freund Avenue. - Director Napolitano noted a motion was made at the Planning and Zoning Commission meeting on February 3, 2005, approving the Zoning Map Amendment. The motion failed by a vote of 3-3. The three Commissioners voting against the amendment indicated they wanted to see what type of home the applicant proposed to build at the site; however, the applicant did not have specific building plans available. He did indicate he would like to construct a residence of approximately 2,000 square feet, in the raised ranch style with a 2-car garage. Alderman Bolger opined he would be concerned with storm water run-off shoutd a residence be constructed on the site. Alderman Glab concurred with Alderman Bolger. Alderman Murgatroyd stated he was concerned with changing the zoning. Mayor Low expressed concern that there was insufficient room on the parcel to construct both a residence facing Freund Avenue and possibly an office building facing Richmond Road. She also concurred with Alderman Bolger and Glab regarding drainage at the site. Director Napolitano assured the Mayor that sufficient room existed at the site for construction of both the proposed structures. Responding to concerns expressed by and an inquiry from Alderman Peterson, Assistant Director of Public Works Fink, stated the Public Works staff would assist the builder in positioning of culverts. t February 21, 2005 Page 8 Alderman Condon expressed concern regarding the impact rezoning might have on surrounding neighbors. Motion by Bolger, seconded by Glab, to direct Staff to prepare an ordinance granting a Zoning Map Amendment, from 0-1, Local Office to RS-4, High Density Single Family Residential for the property located at 4611 Freund Avenue. Voting Aye: Bolger, Glab, Low, Wimmer, Condon. Voting Nay: Murgatroyd, Peterson. Absent: None. Motion carried. AWARD OF BID FOR PRINTING OF THREE SEASONAL PARKS AND RECREATION BROCHURES AND FOUR SEASONAL CITY NEWSLETTERS — JOHN S. SWIFT COMPANY INC. Director Merkel informed Council that each year the Parks and Recreation Department solicits bids for the printing of three seasonal program brochures. In an effort to increase savings and streamline mailing procedures, the Parks and Recreation Department and Clerk's Office have joined the parks brochures and quarterly newsletter printing projects. Following Council approval, bid specifications were prepared and sought for the printing of three Parks and Recreation seasonal brochures and four city newsletters. Director Merkel stated in 2004 the base bid for printing three Parks and Recreation ._-. Department brochures was $13,946, the cost for printing four City Newsletters was ' $12,632, for a total of$26,578. Director Merkel stated eleven bids were received for the printing of three seasonal Parks and Recreation brochures and four seasonal City Newsletters. The lowest bid received was submitted by John S. Swift Co., Inc. of Buffalo Grove, at $22,953, with additional costs for scans and alterations. Motion by Peterson, seconded by Murgatroyd, to accept Staffs recommendation to approve the award of contract for the printing of three seasonal Parks and Recreation brochures and four seasonal Newsletters for the City of McHenry to John S. Swift Co, Inc., in the amount of$22,953, with additional costs for scans and alterations. Voting Aye: Bolger, Glab, Low, Murgatroyd, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried. MAYOR—STATEMENT AND REPORT The Mayor had no statement or report. COMMITTEE REPORTS Chairman Alderman Peterson announced a Parks and Recreation Committee February 21, 2005 Page 9 meeting is scheduled on March 9, 2005 at 7:00 p.m. in the Aldermen's Conference Room. DEPARTMENT HEAD REPORTS City Administrator Maxeiner informed Council of a water main break today on the north side of Malibu. He stated the break was rapidly repaired and there was no disruption of service. FUTURE AGENDA ITEMS Responding to a statement by Alderman Bolger, City Administrator Maxeiner assured him that the matter regarding the absence of "No U-Turn" signs in the business district would be looked into by Staff. Alderman Glab continued to express concern regarding a parcel of property located on Hay Street. He stated the City map indicates the northern portion of Hay Street belongs to the City. Alderman Glab maintains it is a private right-of-way. City Administrator Maxeiner stated it is not a private right-of-way, but a private driveway. Alderman Peterson inquired about a parcel of property in the Winding Creek Subdivision that was previously proposed as the site for a water tower. City Administrator Maxeiner indicated the property is currently owned by a water utility and nothing is proposed for the site. Council went back into Open Session at 8:59 p.m. OPEN SESSION Motion by Bolger, seconded by Condon, to accept Staffs recommendation to: 1. approve the elimination of the positions of Athletic Program Supervisor, Grade 8, and Recreation Program Supervisor, Grade 8, in the Parks and Recreation Department; t February 21, 2005 Page 10 2. approve the creation of two new positions in the Parks and Recreation Department: • Superintendent of Recreation Programming, Grade 16; and • Athletic Program Coordinator, Grade 6; 3. promote Cindy Witt to the position of Superintendent of Recreation Programming at Grade 16, at a salary of$49,098, effective immediately; 4. promote Pattie Lunkenheimer to the position of Athletic Program Coordinator at Grade 6, at a salary of$40,575, effective immediately. Voting Aye: Bolger, Glab, Low, Murgatroyd, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried. Motion by Murgatroyd, seconded by Wimmer, to approve the salary increase of City Administrator Douglas K. Maxeiner from May 2003 to May 2004, at a step increase of 1.5, to $98,353, including the cost of living adjustment, effective immediately, and a step increase of 1.5, to $103,644, including a cost of living adjustment, effective May 2005.
