APRIL 25, 2005
The Annual Meeting of the McHenry City Council was called to order by Mayor Low
at 7:30 P.M. on Monday, April 25, 2005 in the Council Chambers of the Municipal Center.
At roll call the following Aldermen were present: Bolger, Glab, Low, Murgatroyd, Wimmer,
Peterson, and Condon. Absent: None. City Staff in attendance were: City Administrator
Maxeiner, City Clerk Jones, Chief of Police O'Meara, Director of Public Works Marcinko,
Director of Community Development Napolitano, Director of Parks and Recreation Merkel,
Community Relations Management Assistant Hobson, City Administrator Assistant Martin.
Absent: City Attorney McArdle and Director of Finance Kline.
RESOLUTION: ALDERMAN WILLIAM J. BOLGER
Mayor Low stated this evening was Alderman Bolger's last meeting as Alderman of
Ward 1. She recognized Alderman William J. Bolger for his selfless service to the
community over 44-year tenure. Mayor Low read Resolution No. R-05-004 and requested
a Motion from Council incorporating the following resolution into the permanent record
acknowledging Alderman Bolger's many contributions and accomplishments during his
lengthy term of office:

RESOLUTION
WHEREAS, William J. Bolger was elected City of McHenry Alderman and was sworn in
effective May 1, 1957; and
WHEREAS, he has diligently and selflessly served the McHenry community during his entire
" term of office since the initial date of assuming his position as Alderman, and has graciously served in
this capacity until his retirement on April 30, 2005; and
WHEREAS, Mr. Bolger has served the City of McHenry, its residents and business
community in his capacity as Alderman and on numerous committees including, Public Works
- Committee, Finance and Personnel Committee, Building Zoning Planning and Development
Committee, Public Property & Utilities Committee, Streets Alleys & Sidewalks Committee, License
Committee, Ordinance Committee, and Band Committee among countless others, and has acted in all
matters with the welfare of the City uppermost in his mind; and
WHEREAS, he witnessed and assisted in:
• the creation of the McHenry Library District;
• the expansion of the original McHenry City Hall at 1111 North Green Street;
• the purchase of the Knox Farm Property used for the development and construction of the
sparkling new Municipal Center,
• the birth of the McHenry RiverwaW,
• the purchase of the Petersen Farm Property and its transformation into the City's largest and
most versatile park;
• the growth of our community from 2,748 residents to its present population of 24,493;
during his years of service; and
WHEREAS, he can look back with pride on his contributions and accomplishments while
serving in the capacity of Alderman for the City of McHenry.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of McHenry go �--
on record as recognizing the many contributions and accomplishments of William J. Bolger and
expresses its appreciation and gratitude to him on behalf of the citizens of McHenry.
BE IT FURTHER RESOLVED that this Resolution be incorporated into the"minutes of this
meeting and that a copy be presented to William J. Bolger."
Motion by Glab, seconded by Condon, to approve and incorporate Resolution No.
R-05-004 into the Annual Minutes of the meeting held on April 25, 2005.

Mayor Low acknowledged the presence of Senator of the 32"d District, Pamela J.
Althoff, former Mayor of McHenry in the audience.
Alderman Bolger stated he was grateful for the recognition and looks forward to
serving the City in alternative capacities during the future. He extended thanks to recently
elected Alderman of Ward 1, Victor Santi, for his generous words of praise in the
Northwest Herald. —

Alderman Bolger stated he continues to have concerns with purchases made by the
City from vendors outside of the City. He hopes this issue will be rectified.
TAXING DISTRICT ANNUAL REPORTS
Mayor Low announced that Fire Chief Wayne Amore of the McHenry Township Fire
Protection District is unable to attend the Annual Meeting, but Council has been provided
with a copy of the District's 2004 Annual Report.
Additionally, Mayor Low stated the Superintendents. of School District 15 and
School District 156 are also unable to attend the Annual Meeting.
Arlene Kaspik, representing the McHenry Library District, addressed Council. She
noted the library has been the beneficiary of a number of gifts and bequests and

expressed appreciation to the Council for their continuing efforts on the library's behalf.
Ms. Kaspik informed Council of the following highlights from 2004:
• The mortgage on the building was paid off 2 yearsr and 8 months early
• There are 102,000 books currently in the collection; and
• A study is taking place to plan for the future to develop a 20-year plan;
FISCAL YEAR 2005/2006 ANNUAL BUDGET
City Administrator Maxeiner informed Council that following months of preparation
the 2005/2006 Fiscal Budget was presented to the Finance and Personnel Committee on
April 6 and April 12 for review and consideration. The Finance and Personnel Committee
recommended the 2005/2006 Fiscal Budget be forwarded to full Council for consideration
at this meeting.
City Administrator Maxeiner stated the recommendation totals $36,200,322 for all
funds, and $14,826,714 for the General Fund. He noted seven new positions are included
in the Budget request.
Budgeted revenues within the General Fund rose to $14,506,191, an increase of
6.3% over the prior year's budget and 10.1% over projected revenues in 2004/2005. Sales
tart receipts, responsible for nearly 47% of General Fund revenues, increased 3.2% from
the prior year's budget. No major construction activity is anticipated, and, with the
economic indicators suggesting a continued recovery, Staff anticipates a Solid year of
sales tax growth. The special census conducted by the City in 2004 has produced
dividends as.expected. Per capita revenue shared by the State of Illinois shows significant
growth for the coming year. Income tax receipts are expected to increase approximately
19% over the prior year's numbers.
City Administrator Maxeiner briefly outlined the following topics:
• Expenditures
• Water and Sewer Fund
• Capital Improvement Fund
• Utility Improvement Fund.
City Administrator Maxeiner stated preparation of the budget for 2005/2006
presented considerable challenges. He noted growth of the community continues to place
greater demands upon city services, yet revenues are lagging behind the growth curve.
Decisions regarding the addition of Staff have been deferred over the past couple of years
and are now at a point where the needs can no longer be overlooked. The budget
presented provides a spending plan allowing for the expansion of personnel to maintain
current service levels. This has been achieved through a restructuring of outstanding
debt, rather than through an increase of taxes. City Administrator Maxeiner indicated Staff
would again this year be conducting a thorough examination of user fees, such as building _
permit fees and Parks and Recreation fees.
Alderman Murgatroyd, Chairman of the Finance and Personnel Committee, stated
this is a responsible budget that addresses the needs of the City. Aldermen Peterson and
Condon concurred with Alderman Murgatroyd. They complimented Staff on their ability to

make a complicated document understandable.
Alderman Bolger stated Staffs explanation regarding the reduction in the City
Clerk/Collector position from a full-time to a part-time position as a saving to the City in
personnel costs is misleading considering the number of personnel being hired.
Motion by Murgatroyd, seconded by Wimmer, to accept the recommendation of the
Finance and Personnel Committee regarding the 2005/2006 Budget as presented,
including Staffs request to proceed with an advanced refunding of the 1997A and 200�
bond issues.

YEAR 2005/2006 ANNUAL LIQUOR LICENSE RENEWALS INCLUDING AN
ORDINANCE DECREASING THE NUMBER OF CLASS A LIQUOR LICENSES FROM 25
TO 24
Mayor Low stated that the owners of all establishments serving and/or selling
alcoholic beverages located in the City limits must renew liquor licenses annually by the
end of the fiscal year. She noted Sloppy T's Inc. did not obtain an extension for the
building lease at 4820 West Elm; and therefore their Class A license expires on April 30,
2005.
Mayor Low recommends, as Liquor Commissioner, the renewal of all liquor licenses
as presented, subject to the receipt of satisfactory fingerprint results and approval of an
Ordinance amending Municipal Code Chapter 4 Section 4-6(1) decreasing the number of
Class A liquor licenses in force at one time from 25 to 24.
