HomeMy WebLinkAboutMinutes - 07/25/2005 - City Council SPECIAL MEETING JULY 25, 2006 A Special Meeting of the McHenry City Council was called to order by Mayor Low at 7:30 P.M. on Monday, July 25, 2005 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, and Condon. Absent: None. City Staff in attendance were: City Administrator Maxeiner, Assistant to the City Administrator Martin, City Clerk Jones, Director of Public Works Marcinko, Director of Community Development Napolitano and Community Relations Management Assistant Hobson. Absent: City Attorney McArdle, Chief of Police O'Meara, Director of Parks and Recreation Merkel. P!jBLIC HEARING: 2005/2006 ANNUAL APPROPRIATION ORDINANCE Mayor Low opened the Public Hearing regarding the 2005/2006 Annual Appropriation Ordinance at 7:32 p.m. City Administrator Maxeiner informed Council that in accordance with state statute the City must adopt an Appropriation Ordinance in the first quarter of the City's fiscal year. Notice of the Public Hearing was published in the Northwest Herald on July 14, 2005. The Public Hearing provides an opportunity for public input regarding the proposed appropriation ordinance. Following approval, a certified copy of the Appropriation Ordinance must be filed with the County Clerk, within 30-days of its adoption. City Administrator Maxeiner explained that the Appropriation Ordinance provides the legal authority to allocate funds for specific spending activities, in addition to establishing the City's legal spending limit for the fiscal year. In order to provide adequate spending authorization, the Appropriation Ordinance should exceed anticipated spending levels. City Administrator Maxeiner noted the Appropriation Ordinance establishes the maximum level of expenditures which can be made if adequate revenues are available. City Administrator Maxeiner stated the figures indicated in the Ordinance are inflated, noting the City's actual anticipated expenditures are more accurately reflected in the operating budget, which was approved by Council in April 2005. He informed Council that while the Appropriation Ordinance sets the spending limits from the State's point of view, the City's budget is the actual internal control on expenditures. Motion by Glab, seconded by Wimmer, to close the Public Hearing at 7:33 p.m. Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried. Motion by Murgatroyd, seconded by Wimmer, to accept Staffs recommendation to approve the 2005/2006 Appropriation Ordinance in the amount of$41,632,400. Voting Aye:%.
