FEBRUARY 16, 2004
The Regular Meeting of the McHenry City Council was called to order by Mayor Low
at 7:30 P.M. on Monday, February 16, 2004 in the Council Chambers of the Municipal
Center. At roll call the following Aldermen were present: Bolger, Glab, Low, Murgatroyd,
Wimmer, Peterson and Condon. Absent: None. City Staff in attendance were: City
Administrator Maxeiner, Assistant Administrator Lockerby, City Attorney McArdle, City
Clerk Jones, Director of Public Works Marcinko, Chief of Police O'Meara, Director of
Community Development Napolitano, Director of Finance Kline. Absent: Director of Parks
and Recreation Merkel.
TEN MINUTE PUBLIC INPUT SESSION
Lauren Manusos, representing Elementary School District 15, addressed Council,
requesting support for the School Referendum, which will be presented to voters in March
2004.
CONSENT AGENDA
Alderman Condon requested Item E, List of Bills, be removed from the Consent
Agenda and voted on as a separate item.
Regarding the Business Retention Loan Applications, Alderman Bolger suggested
perhaps the applications should be reviewed by the Finance and Personnel Committee
prior to submission to Council for approval.
Motion by Condon, seconded by Wimmer, to approve the Consent Agenda as
amended:
• Special Event Liquor License— McHenry Downtown Business Association;
• Business Retention Loan Applications:
o Elm Street Medical Center;
o McHenry Health Foods LLC
• Request to connect to Police Alarm Panel — Smeja Inc, 4800 Metalmaster Way;

AWARD OF BID FOR CONSTRUCTION OF WELL NO. 12 TO MANUSOS GENERAL
CONTRACTING, INC. IN AN AMOUNT NOT-TO-EXCEED $229,000
Director of Public Works Marcinko informed Council that at the January 5, 2004
regular Council meeting Baxter and Woodman was authorized to solicit bids for the
construction of a shallow well, commonly known as Well No. 12, within the Shamrock
Farms Subdivision.
Director Marcinko indicated four bids were received and opened on February 3,
2004. Of the bids received Manusos General Contracting, Inc. of Fox Lake, Illinois was
the low bidder at $229,000.
Staff recommends Council approve the award of contract for Water Supply Well No. —
12 Drilling, Pumping Equipment and Chemical Feed Building to Manusos General
Contracting, Inc., in an amount not to exceed $229,000.

Manusos General Contracting, Inc., in an amount not to exceed $229,000.

THREE-YEAR AGREEMENT FOR ANALYTICAL TESTING OF CITY WATER SUPPLY
WITH MCHENRY ANALYTICAL LABORATORY INC., IN THE AMOUNT OF $27,594 00
Director of Public Works Marcinko informed Council the Safe Drinking Water Act
provides the Illinois Environmental Protection Agency (IEPA) with the responsibility of
establishing drinking water standards in the State of Illinois. Per the IEPA's Drinking
Water Standards Program municipal water supplies must meet water quality standards
through routine testing. Results are compiled and distributed in an Annual Consumer
Confidence Report.
Director Marcinko noted the City currently has an agreement, which is soon to
expire, with McHenry Analytical Laboratory, Inc. to perform testing of its water supply and
to prepare the report.
Staff solicited proposals for a three-year Agreement for testing services. Proposals
were received from two companies, IEPA Community Water Supply Testing Fund and
McHenry Analytical Laboratory, Inc. Of the two proposals received McHenry Analytical
Laboratory, Inc. offered the most favorable cost. Director Marcinko noted McHenry
Analytical Laboratory, Inc. has performed testing and lab work for the City for the past six
years.
Motion by Peterson, seconded by Wimmer, to approve a three-year agreement with
McHenry Analytical Laboratory, Inc., in the amount of $27,594, for analytical testing of the
City's water supply and preparation of the necessary reports.
Voting Aye: Bolger, Glab, Low, Murgatroyd, Wimmer, Peterson, Condon.
Voting Nay: None.
Absent: None.
