APRIL 12, 2004
The Regular Meeting of the McHenry City Council was called to order by Mayor Low
at 7:30 P.M. on Monday, April 12, 2004 in the Council Chambers of the Municipal Center.
At roll call the following Aldermen were present: Glab, Low, Murgatroyd, Wimmer,
Peterson and Condon. Absent: Alderman Bolger. City Staff in attendance were: City
Administrator Maxeiner, Assistant Administrator Lockerby, City Attorney Cahill, City Clerk
Jones, Chief of Police O'Meara, Director of Parks and Recreation Merkel, Director of
Community Development Napolitano, Director of Public Works Marcinko, Director of
Finance Kline. Absent: City Attorney McArdle.
PRESENTATION
Robert LaDuke of Junior Achievement informed Council that Junior Achievement is
the world's largest non-profit organization. He presented a Certificate to Mayor Low
thanking City of McHenry Staff for the continuing support and participation in the program.
Mr. LaDuke recognized the following volunteers who donated their time last year at
Edgebrook Elementary School:

• Dan Marcinko
• Joe Napolitano
• Ryan Schwalenberg
Mr. LaDuke introduced Edgebrook School Assistant Vice-Principal, Judy Sola. Ms.
Sola addressed Council stating the students were appreciative of the volunteers sharing
work experience in the classroom.
Community Service Officer Judy Smith addressed Council expressing pleasure in
taking part in the program since its inception in the City.

REQUEST FOR TEMPORARY USE PERMIT FROM MID-AMERICA MANAGEMENT FOR
GARDEN QUARTER RESOURCE CENTER
Mayor Low informed Council that this item has been removed from tonight's Agenda
at the request of Applicant, Mid-American Management. Discussion will be postponed to a
future date.
REQUEST TO CONNECT TO MUNICIPAL SANITARY SEWER SYSTEM 1824
ORCHARD BEACH ROAD
Director of Community Development Napolitano informed Council a letter was
received from Mr. Gregory Wilson, owner of the property located at 1824 Orchard Beach
1 Road. Mr. Wilson is interested in connecting his property to the City's municipal sanitary
sewer.

Director Napolitano indicated Staff has no concerns with Mr. Wilson's request. He
noted sanitary sewer is available at the property to the north, which was granted approval
to connect. Director Napolitano stated the City has allowed hook-up upon payment of non-
resident fees and has required that the property annex to the City within 90 days of
approval. He informed Council the property is contiguous to the City and can be readily
annexed. Mr. Wilson indicated a willingness to annex to the City of McHenry.
Motion by Wimmer, seconded by Peterson, to approve the request for connection
by Gregory Wilson of his property located at 1824 Orchard Beach Road to municipal
sanitary sewer subject to the following:
• The property be annexed to the City of McHenry within 90 days of approval of the
connection by the City Council, and;
• Payment of required connection and capital development fees for non-residents.
Voting Aye: Glab, Low, Murgatroyd, Wimmer, Peterson, Condon.
Voting Nay: None.
Absent: Bolger.

SPECIAL CENSUS
Director of Finance Kline informed Council that in March 2003 a cost estimate was
requested from the U.S. Census Bureau for a full special census. The cost provided was
$198,479. Director Kline explained that a Special Census is an actual enumeration of
housing and group quarters of a specific area, conducted on a specific date. The Special
Census counts would include new housing and population that has come into the area
since the 2000 Census.
Director Kline noted that since the original request in 2003, due to the high number
of requests, the U.S. Census Bureau has refined their cost-estimating process to fully
recoup the cost of the census from the requesting local government. Staff has submitted a
request for a Partial Special Census, which would yield the most cost-effective results. In
December 2003 a request was submitted for a Partial Special Census for 172 blocks,
which has been refined down to 42 blocks within seven different census tracts.
Director Kline stated that for the seven tracts requested Staff estimates new
residents to number 2,084. Combined with the current population of 21,501 the addition of
2,084 residents would result in additional annual revenue in excess of $231,000. She
noted the Special Census contains only seven questions and is unlikely to put an undue
burden on residents. Director Kline recognized the efforts of Juanita Oliver and Ryan
Schwalenberg in the Community Development Department in compiling the necessary
information to determine which tracts should be included in the Partial Special Census.
She stated the cost estimate for the Special Partial Census is $102,884.
Staff is requesting Council authorize the Mayor to enter into a Memorandum of
Understanding with the U.S. Census Bureau for a Partial Special Census, at an estimated
cost of$102,884.

Responding to an inquiry by Alderman Peterson, Director Kline noted the Partial
Special Census would be promoted through public relations efforts and the newspaper.
Additionally, she stated each enumerator would have a designated area and require only a
room with telephones.
Motion by Murgatroyd, seconded by Wimmer, to authorize the Mayor to enter into a
Memorandum of Understanding with the U.S. Census Bureau for a Partial Special Census,
at an estimated cost of$102,884.
Voting Aye: Glab, Low, Murgatroyd, Wimmer, Peterson, Condon.
Voting Nay: None.
Absent: Bolger.

MAYOR—STATEMENT AND REPORT
Mayor Low read a Proclamation into the records regarding National Volunteer Week
from April 18, 2004 through April 24, 2004.
COMMITTEE REPORTS
Community Development Committee Chairman Alderman Wimmer informed Council
that the Community Development Committee meeting scheduled on Wednesday, April 14,
2004 has been cancelled.
Finance and Personnel Committee Chairman Alderman Murgatroyd reminded
Council a Finance and Personnel Committee meeting is scheduled on Thursday, April 15,
2004 at 7:30 p.m. in the Aldermen's Conference Room. The Committee will continue
discussions regarding the 2004/2005 Budget.
STAFF REPORTS
Director of Public Works Marcinko informed Council that the first Saturday that Knox
Park was open for the yard waste drop off from 7:00 a.m. to noon generated 2'/truckloads
of yard waste. He complimented Marengo Disposal and the professionalism exhibited by
their employees.
Director of Community Development Napolitano noted he had received a complaint
regarding installation throughout the City of temporary signs for a craft show. He informed
Council installation of the signs was approved at the regular City Council meeting held on
February 2, 2004.
NEW BUSINESS
Alderman Glab stated he continues to observe political signs throughout the
community from the election in mid-March.

Alderman Glab requested that Staff notify residents in the Northfox Subdivision
when the topic regarding the Garden Quarter Resource Center is again on the agenda for
discussion.
