APRIL 26, 2004
The Annual Meeting of the McHenry City Council was called to order by Mayor Low
at 7:30 P.M. on Monday, April 26, 2004 in the Council Chambers of the Municipal Center.
At roll call the following Aldermen were present: Glab, Low, Murgatroyd, Wimmer,
Peterson and Condon. Absent: Bolger. City Staff in attendance were: City Administrator
Maxeiner, Assistant Administrator Lockerby, City Attorney McArdle, City Clerk Jones, Chief
of Police O'Meara, Director of Parks and Recreation Merkel, Director of Community
Development Napolitano, Director of Public Works Marcinko, Director of Finance Kline.
Absent: None.

TAXING DISTRICT ANNUAL REPORTS
Dr. Phillip A. Hintz, Superintendent of High School District 156, outlined the
Strategic Plan and the Financial Planning Program for District 156. He expressed
gratitude to city officials and Staff for their continued cooperative efforts. Dr. Hintz stated
current enrollment stands at 2,325 students, which is up 55 students from 2003 enrollment.
He encouraged interested parties to explore the District 156 website at www.dist156.org
Dr. William Dodds, Superintendent of Elementary School District 15, addressed
Council emphasizing the importance of a working partnership with the city, mentioning
specifically the Garden Quarter Resource Center. He stated that two Staff members,
Gloria Klopf and Chrisann Anderson, were recognized at the national level for their work
on phonemic awareness. Dr. Dodds informed Council that test scores are going up and
Hilltop and Landmark Schools have made significant gains in reading and math skills this
past year. He noted that all five District 15 "Odyssey of the Mind" teams placed in either
first or second place in the competition, and all have been invited to the world competition
in Maryland. Dr. Dodds stated that there are approximately 4,700 students in District 15
schools. He noted the quest for a referendum continues in an effort to raise funds for
education and suggested parties interested in additional information visit the website at
www.dl5.org.
Dr. Dodds informed Council of the selection of a new Superintendent of Schools for
District 15. Dr. Alan Hoffman of Menomonee Falls, Wisconsin will begin his employment
with District 15 on July 1, 2004.
Wayne Amore, Chief of the McHenry Township Fire Protection District, thanked the
City of McHenry, and in particular the Police Department and Dispatch. He acknowledged
the department's appreciation for the availability of access to the Knox farmhouse building
on Green Street for use as a training facility.
Chief Amore informed Council that the call volume increased 14% from 3,286 calls
in 2002 to 3,750 calls during 2003. Chief Amore stated that in an effort to keep equipment
up to date and to current standards in 2003, the District recently purchased a 2003 Ford
Ambulance, a new high-pressure tank and pump for the grass fire truck, and a new Dodge

Caravan for the Fire Prevention Bureau. With the assistance of a federal grant, the district
was able to purchase sixty-nine new air packs. The grant funded 90% of the purchase
price of the packs and the balance was paid by the district. Chief Amore noted a second
grant was received in the fall of 2003 in the amount of$231,795 to replace ageing turn-out
gear, boots and helmets, which will be purchased in 2004.
Chief Amore stated Firefighter/Paramedic Jim Amos has been awarded McHenry
Township Fire Protection District's 2003 Firefighter of the Year Award and would receive
the Medal of Valor from the State Fire Marshal at a ceremony held in Springfield for his
rescue of a 10-year old girl from a house fire.
In conclusion, Chief Amore suggested contacting the website for information
regarding current happenings in the District at www.MTFPD.org.
Mayor Low stated she participated in a panel discussion regarding plans to be
implemented in the event of a major disaster. She complimented the McHenry Township
Fire Protection District and the Police Department for their readiness and professionalism.
Mayor Low announced there was no representative from the Library present.
FISCAL YEAR 2004/2005 ANNUAL BUDGET
City Administrator Maxeiner announced that in early March Staff distributed to the
Council the departmental budget requests for the General Fund for Fiscal Year 2004/2005.
The requests amounted to over $16 million. When combined with the remaining funds,
both operating and non-operating, the total budget request amounted to $64,845,321.
The Finance and Personnel Committee has since met on two occasions to review
the requests and examine Staffs recommendations for adjustments. The final
recommendation for the proposed 2004/2005 Budget totals $57,086,152 for all funds and
$14,325,873 for the General Fund. City Administrator Maxeiner noted, after discounting
interfund transfers, the net budget totals $46,388,726.
City Administrator Maxeiner stated the development of the budget for 2004/2005
presented a considerable challenge. He noted that while growth of the community places
a greater demand upon City services, revenues continue to lag behind the growth curve.
City Administrator Maxeiner stated that no new taxes or increases in existing taxes are
proposed for the General Fund for the current year, however Staff is recommending a
thorough examination of user fees, such as building permits and parks and recreation fees.
City Administrator Maxeiner informed Council that while the General Fund is
financially strong, the Water and Sewer Fund is not. In Staffs opinion, without some
adjustments the Water and Sewer Fund would not be in a position to continue to move
forward. Staff proposes a modest rate increase to cut the operating deficit in half.
Following implementation of the rate increase, at the end of the fiscal year, Staff would
�- assess the Fund to determine if the initial rate adjustment is adequate or if additional
adjustments are required.

Staff recommends the following:
• Approval of the 2004/2005 Budget, as presented; and
• Approval of a rate increase of$0.09 per 1,000 gallons of water and $0.14 per 1,000
gallons for sewer, and to direct Staff to prepare the Ordinances for implementation
of the rate increases, effective July 1, 2004.
Responding to Alderman Glab's concerns City Administrator Maxeiner stated some
salaries have been taken from the Water/Sewer Fund for the last four years. He noted
there are many costs, which should be attributable to the Water/Sewer Fund, that are
currently not. Alderman Glab voiced concern regarding possible additional water and
sewer rate increases following Fiscal Year 2004/2005. City Administrator Maxeiner
reiterated Staff s suggestion regarding a re-assessment of the Fund to determine if the
initial rate-adjustment is adequate or if additional adjustments are required at the end of
the fiscal year. A discussion ensued.
Alderman Condon complimented Staff and the Finance and Personnel Committee.
She opined the 2004/2005 Budget was easy to understand and comprehend.
Motion by Murgatroyd, seconded by Wimmer, to approve the Fiscal Year 2004/2005
Budget, as presented.
Voting Aye: Low, Murgatroyd, Wimmer, Peterson, Condon.

Motion by Peterson, seconded by Murgatroyd, to approve an increase in
water/sewer rates as follows, effective July 1, 2004, and directing Staff to re-assess the
Water Sewer Fund, to determine if the initial rate adjustment is adequate or if additional
adjustments are required, at the end of the fiscal year:
• A rate increase of$0.09 per 1,000 gallons of water;
• A rate increase of$0.14 per 1,000 gallons for sewer; and
• Directing Staff to prepare the Ordinances for implementation, effective July 1, 2004.

YEAR 2004/2005 ANNUAL LIQUOR LICENSE RENEWALS AND ORDINANCE
REDUCING THE NUMBER OF CLASS A AND CLASS H LIQUOR LICENSES
City Administrator Maxeiner informed Council that pursuant to Chapter 4 of the
Municipal Code, the owners of all establishments serving and/or selling alcoholic
beverages located in the city limits must renew liquor licenses annually by the end of the
fiscal year, April 30th. The following establishments have submitted their liquor license
renewal applications:

Mayor Low noted those establishments with new managers are depicted by an
asterisk. She stated all new managers have been fingerprinted and all license renewals
are subject to the receipt of satisfactory fingerprinting results.
Additionally, Mayor Low noted the following establishments have not requested a
renewed license: No Way Jose, China Light Restaurant, Snapper John's, Truszkowski
Delicatessen & Bakery, and Fox Garden Cafe. Therefore, approval of an ordinance
reducing the number of Class A liquor licenses in force from 28 to 24; and a reduction in
the number of Class H liquor licenses from five to four, is requested.

the number of Class A liquor licenses from twenty-eight to twenty-four, and decreasing the
number of Class H liquor licenses from five to four.

MAYOR—STATEMENT AND REPORT AND ANNUAL APPOINTMENTS
Mayor Low stated she has reviewed the following annual appointments for
Department Heads, Chief of Police, Corporate and Traffic Attorneys, Administrative
Adjudication Officer and City Engineers together with Board and Commission
Appointments and Standing Committees for 2004/22005 Fiscal Year. She noted that many
whose terms were due to expire had graciously agreed to renew and mentioned that
Alderman Condon would be sitting on the McHenry Area Youth Commission Board and
Alderman Peterson would be sitting on the NISRA Board. She requested Council approve

STAFF REPORTS
Director of Community Development Napolitano informed the Council that May 2"d
through May 8`h is National Historic Preservation Week. He stated the McHenry Landmark
Commission would be sponsoring a trivia contest and the top three winners would receive
prizes.
Director of Finance Kline informed Council that 2004 vehicle stickers would be
-� available for sale to the public on Monday, May 3, 2004.
Chief of Police O'Meara informed Council that the second K-9 Officer, Chako, has

been training with his officer, Larry Popp. Chako has passed all the required tests and is
ready to be sworn in at the next City Council meeting scheduled for May 3, 2004.
NEW BUSINESS
Alderman Condon provided information to Council regarding the McHenry Area
Soccer Federation 201h anniversary.
Alderman Condon informed Council that Dawn Schoen is the new Director of the
McHenry Area Youth Commission. Alderman Condon read aloud the Mission Statement of
the McHenry Area Youth Commission.
Alderman Glab again requested that Staff address taking the speed limit on Bull
Valley Road from 55 mph to 45 mph. City Administrator Maxeiner stated a signal at
Ridgeview Drive and Bull Valley Road has been included in the 2004/2005 Budget and _
suggested it might be an appropriate opportunity to again address Alderman Glab's
concerns with the County.

Motion by Condon, seconded by Wimmer, to adjourn the meeting at 8:32 p.m.
