At roll call the following Aldermen were present: Bolger, Glab, Low, Murgatroyd and Wimmer. Absent: None. City Staff in attendance were: City Administrator Maxeiner, Assistant Administrator Lockerby, Deputy Clerk Kunzer, Director Community Development Napolitano, Director Public Works Marcinko, Assistant Director Public Works Fink, Director Parks and Recreation Merkel and Chief of Police O'Meara. Absent: City Attorney McArdle, City Clerk Jones. Mayor Althoff announced the purpose of this evening's meeting is to conduct a workshop to discuss the City's Capital Improvements Program. Voting Nay: None. Absent: None. Motion carried. In attendance was Douglas Mace, newly approved Water Meter Reader in the Public Works Water Division. Mayor Althoff and Council welcomed Mr. Mace to the City and wished him good luck in his new position. Mayor Althoff, noting the recent passing of Robert G. Petersen, donor of land toward the City's expansion of Petersen Park, requested a moment of silence on his behalf. DISCUSSION: YEAR 2003 CAPITAL IMPROVEMENTS PROGRAM (CIP) City Administrator Maxeiner stated the purpose of tonight's workshop is to discuss various projects incorporated into the Capital Improvements Program and possible expenditures for each project. Ultimately Council will be asked to rate the projects in order of priority before full discussions take place regarding the 2003-2004 Budget. City Administrator Maxeiner noted the document before Council this evening is a rough document focusing only on potential expenditures for each project. The revenue side of the projects will be discussed later when the prioritization has been completed. City Administrator Maxeiner cautioned Council to not become overly concerned regarding the actual priority of each project this evening, but rather Council is encouraged to become familiar with the scope of projects being proposed. Drainage Proiects: Director of Public Works Marcinko stated the following projects are being considered as part of the CIP for the 2003-2004 Fiscal Year: • Edgebrook Drainage Ditch Construction • Anne Street Phase 11 Construction • Bull Valley Road Drainage Improvements • Engineering for Meadow Lane Box Culvert in Lakeland Park • Engineering for the Dredging of Lakeland Park Drainage Ditch • Engineering for Country Club Drive Drainage Improvements Director Marcinko also noted other drainage projects on the horizon for the City within the next five years include: November 18, 2002 Page 7 • Country Club Drive Drainage Improvement Construction • Anne Street Phase III Construction • Meadow Lane Box Culvert Construction • Lakeland Park Drainage Ditch Dredging • Orleans Box Culvert • John, James, Third and Fourth Street Drainage • Oak Avenue, Grove Street, Center Street and Kane Avenue Drainage • Hunterville/Woodlawn Subdivision Drainage • Hoffstetter Subdivision Drainage • Eastwood Manor Subdivision Drainage. Director Marcinko noted the Hunterville/Woodlawn Subdivision and Eastwood Manor Subdivision projects would be considered only if preliminary talks of annexation regarding these areas come to fruition. Water/Sewer Service Proiects: Director Marcinko stated with regard to the water/sewer service, the following projects are being considered for the 2003-2004 Fiscal Year: • Main Street Sanitary Sewer Replacement and Repair • Engineering for design and construction of Water Plant No. 5 • Engineering for construction of Well west of town • Generator for Water Plant No. 4 • CWWTP Nitrification and Expansion • Engineering for Pine Street Elevated Storage Tank • Construction of West Side Elevated Storage Tank • Engineering for Elevated Storage Tank No. 2 repair and painting • SWWTP Plant Expansion Construction • Engineering for Water Plant No. 1 Renovation or Replacement • Engineering for 12" Water Main on Green Street Additionally, Director Marcinko noted the following water/sewer projects are included within the five-year CIP: • Construction of Water Plant No. 5 • Construction of Well west of town • Construction of Water Plant No. 6 • Well No. 14 • Remainder of cost for CWWTP Nitrification and Expansion • Construction of Pine Street Elevated Storage Tank • Painting Elevated Storage Tank No. 2 • Remaining cost of SWWTP Expansion Construction • Water Plant No. 1 Renovation or Replacement • Investigation of depth of City wells • Installation of 12" Broad Street Water Main ,� • Installation of 12" Green Street Water Main • Installation of 12" Richmond Road Water Main • Millstream Sanitary Sewer Relocation November 18, 2002 Page 8 • Upgrade Force Main from Weber Park to CWWTP Some discussion occurred regarding the potential consolidation of all waste to the South Wastewater Treatment Plant. It was the consensus of Council a detailed discussion regarding the wisdom of maintaining one versus two treatment plants, and the associated cost, should take place in the near future as a regular agenda item. Alderman Glab noted Staff should investigate further the proposed location of the west side elevated storage tank, particularly as it will be the largest tank in the City. He opined siting this large structure adjacent to a residential neighborhood would not be appropriate. Economic Development Proiects: Director of Community Development Napolitano stated there are just two projects in the Economic Development Category: 1) Fagade Improvement Loan Program; 2) Riverwalk Pedestrian Walkway. City Administrator Maxeiner noted the Fagade Improvement Loan Program would actually be incorporated into the City Budget as a line item and would be discussed further at that time. Municipal Facility Proiects: Director of Parks and Recreation Merkel reported the following projects are _ proposed regarding parks and recreation improvements within the 2003-2004 Fiscal Year: • Petersen Park Beach Expansion • Freund Field Improvements • Recreation Center, pending further discussion with McHenry County YMCA • Playground Renovations • Knox Park Pool Renovation • Design of South Riverfront Park Bridge • Knox Park Softball Field Lights Director of Public Works Marcinko pointed out the Relocation of the Public Works Garage is included for consideration in the 2003-2004 Fiscal Year Budget. Chief of Police O'Meara stated the Police Department suggests two safety items be included in the 2003-2004 Fiscal Year: • Public Safety Radio Infrastructure • Civil Defense Sirens. Assistant Administrator Lockerby noted the Administration Department is requesting $35,000 be included toward the upgrade of municipal software for its newly created IT Department. Additional items included in the Five-Year CIP for municipal facilities include: • Remaining cost of relocation of Public Works Garage including all accommodations; • Salt Storage Facility • Playground Renovations November 18, 2002 Page 9 Shamrock Farm Park Development • Public Safety Infrastructure Improvements -- • Civil Defense Sirens • Remodel Telecommunications Center • Expansion of Sally Port • Graphic Information System (GIS) Study. Some discussion followed regarding the need for expanded parking facilities on the municipal center property. Transportation Proiects: Director of Public Works Marcinko informed Council the following transportation projects have been included in the 2003-2004 Fiscal Year: • McCullom Lake Road Improvements • Illinois Route 120 and Route 31 Improvements • City portion of Route 120 Improvements • Winding Creek/Crystal Lake Road signalization • Crystal Lake Road widening • Comprehensive Transportation Study (Grant recently awarded for bulk of this project) • Walk Path Repairs in Whispering Oaks • Sidewalk Repair/Replacement Program • Crestwood Street Improvements • Engineering for Ridgeview Drive/Bull Valley Road signalization. Director Marcinko stated additional transportation projects included in the long- range CIP are: • Illinois Route 120 and Route 31 Improvements • Bull Valley Road widening • Dartmoor/Crystal Lake Road signalization • Kresswood Trail/Bull Valley Road signalization • Crystal Lake Road widening • Ridgeview Drive/Bull Valley Road signalization. City Administrator Maxeiner stated it is Staffs intent to bring the CIP back to Council in January 2003 with funding identified for each project. OLD BUSINESS City Administrator Maxeiner noted Council at its November 11, 2002 regularly scheduled meeting, requested Mr. Darrel Gavle provide additional information with regard to the West McHenry Bypass. In response, Mr. Gavle furnished a written response outlining the following signalized intersections along the Bypass: • Crystal Lake Road • Bull Valley Road • Dartmoor Drive • North Draper Road • Route 120 November 18, 2002 Page 10 • Martin Road/Flanders Road • McCullom Lake Road • North terminus with Route 31. City Administrator Maxeiner also noted the following distances from the Bypass right-of- way: • Between right-of-way and Chesapeake Hills western boundary -45-90 feet; • Martin Woods centerline (west side) utilizing the loop option— minimum of 120 feet from western boundary; • Martin Woods (east side) — approximately 130-150'. NEW BUSINESS Director of Public Works Marcinko requested a Public Works Committee Meeting be scheduled for Monday, December 16, 2002 at 6:30 p.m. as opposed to December 2, 2002. City Administrator Maxeiner announced a Finance and Personnel Committee Meeting has been scheduled for Monday, December 2, 2002 at 6:30 p.m. Administrator Maxeiner stated the agenda will include program changes and new line items including the proposed canine unit in the Police Department. Alderman Low announced a tentative date for a Parks and Recreation Committee Meeting for Wednesday, December 11, 2002 at 7:00 p.m. ADJOURNMENT Motion by Low, seconded by Glab, to adjourn the meeting a 9:32 p.m. Voting Aye: Bolger, Glab, Low, Murgatroyd, Wimmer.
