At roll call the following Aldermen were present: Bolger, Glab, McClatchey, Murgatroyd. Alderman Baird arrived at 8:20 p.m. Absent: None. OVERTON PARK MEMORIAL GAZEBO CONTRIBUTION Director of Parks and Recreation Merkel reported he and City Clerk Althoff have been working with City resident Clara Overton for several years to develop Overton Park. Ms. Overton donated two lots located at the northwest corner of the intersection of John Street and Crescent Street several years ago with the stipulation the park be named in memory of her husband, Richard Overton, and be developed with a gazebo. A budget .of $10,000 was proposed to Mrs. Overton for the purchase and installation of a 14' octagonal gazebo with decorative landscaping. Mrs. Overton provided the City of McHenry with a $5,000 check to initiate this project. She has promised to forward the balance of the $10,000 upon completion of the proposed improvements. The 2000-2001 Budget does not include monies for this project. Director Merkel requested Council approve the purchase and completion of the project as proposed. Motion by Bolger, seconded by McClatchey, to accept the $5,000 donation of monies for the Overton Park Gazebo and decorative landscaping project, and to authorize Staff to proceed with the purchase and installation of a memorial gazebo, as approved by the Clara Overton Trust, in an amount not-to-exceed $10,000. ANNEXATION AND REZONING — SOUTH OF 3107 WEST ROUTE 120, RICHARD AND RITA ADAMS Mr. Richard Adams, property owner, was in attendance. Director of Community Development Napolitano informed Council Mr. and Mrs. Richard Adams are requesting annexation to the City of McHenry and zoning reclassification of the subject property to C5 Highway Commercial. The subject property is located 110' south of 3107 West Route 120, 130' east of River Road, and is comprised of .4 acres. Although Mr. Adams has no specific or immediate plans for the property in question, he has expressed interest in �. developing this piece in conjunction with his adjacent property to the north. Director Napolitano noted a Public Hearing was not necessary as an annexation agreement is not being required by the City. Mr. Adams appeared before the Zoning Board of Appeals on July 10, 2000, and received a unanimous recommendation for the requested C5 Highway Page 4 2/14/01 Commercial Zoning upon annexation. Director Napolitano noted as the subject property is adjacent to residential use, a screening strip, be it solid fence or landscaping, will be required along a portion of the east and entire south property lines upon development. He also noted an unimproved 66' right-of-way referenced as South Street, separates the subject property from residential properties to the south. In response to Council inquiry, Staff explained, although South Street is not currently used as a public thoroughfare, a residential driveway does exist along the right- of-way's (South Street) southern boundary. A lengthy discussion followed regarding the feasibility of vacating the South Street right-of-way. Council directed Staff to investigate the feasibility of vacating the South Street right-of-way. In response to Council inquiry, Director of Community Development Napolitano stated, if the South Street right-of-way is vacated, the required screening will be relocated to match the new southernmost property line. Motion by Bolger, seconded by McClatchey, to pass an ordinance annexing .4 acres of property, located 110' south of 3107 West Route 120 and 132' east of River Road, in McHenry County, Illinois. Motion by McClatchey, seconded by Bolger, to accept the unanimous recommendation of the Zoning Board of Appeals, and to reclassify the .4 acre property located, 110' south of 3107 West Route 120 and 132' east of River Road, C5 Highway Commercial. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd. Voting Nay: None. Absent: Baird. Motion carried. PARKS AND RECREATION SEASONAL BROCHURES AWARD OF BID Director of Parks and Recreation Merkel reported bid specifications were developed and sought for the printing of Parks and Recreation Department seasonal brochures. The printing of the three booklets has been combined into one bid specification for the past six years. Six bids were received and opened on Tuesday, February 6, 2001. The low bidder was Castle Prin Tech of De Kalb, Illinois in the amount of $13,865. Additional costs will be included for photo screening, reproductions, and customer changes. CRYSTAL LAKE ROAD IMPROVEMENTS Director of Community Development Napolitano informed Council the Community Development Committee at its January 3, 2001 meeting unanimously voted to recommend to full Council the direction of Staff to facilitate the development of a plausible mutually acceptable solution to the Crystal Lake Road traffic congestion with the property owners for the Crystal Lake Road Corridor Plan Study Lillian Street Alternative. The Lillian Street Alternative recommends a consolidation of curb cuts among the businesses located on the west side of Crystal Lake Road, as well as the extension of Lillian Street west, to provide these businesses access to a traffic signal. Director Napolitano also noted funding is yet undetermined; however, the City would serve as a facilitator to pursue the feasibility of this project. Invitations would be sent to representatives from McHenry Post Office, Ace Hardware, First Midwest Bank, Garden Quarter Apartments, and the Whispering Point Office Complex. Some discussion followed. Motion by Bolger, seconded by Glab, to accept the unanimous recommendation of the Community Development Committee, and direct Staff to schedule a meeting with business owners located on the west side of Crystal Lake Road, to facilitate the development of a mutually acceptable solution to the traffic congestion on Crystal Lake Road, including the possibility of consolidating curb cuts, and extending Lillian Street west to gain access to a traffic signal. ANNE STREET/EDGEBROOK SCHOOL DRAINAGE IMPROVEMENTS Mark Kolczaski from City engineering firm Baxter and Woodman, and Jeff O'Connell and Robert Ungaro from McHenry Elementary School District 15, were in attendance. City Administrator Lobaito informed Council he and Director of Public Works Batt had met with District 15 representatives on Monday, February 12, 2001 in an attempt to coordinate the City's Anne Street drainage improvements project and the District's McHenry Junior High School renovation project. In addition, the original project has been `.. expanded to include the replacement of the existing pipe, as well as the installation of a new pipe and construction of a new spillway (weir) at John Street. These additions will increase the estimate. McHenry Country Club has been provided a copy of the spillway design for comment and review. Club management has expressed concern regarding the Page 6 2/14/01 continued ability to drain the pond that is created by this spillway. The design as presented has accommodated this request. Staff is not requesting bid advertisement, as required easements have not yet been secured. The 2000-2001 Budget includes a line item of $400,000 for this project. Baxter and Woodman representative Mark Kolczaski provided Council with a visual rendering of the proposed drainage improvement route from the District 15 property on Kane Avenue, between the elementary school and junior high school, traveling along south Kane Avenue, turning north on west Green Street, and then turning east onto Green at the second hole of the McHenry Country Club. A large junction chamber will be constructed on Green Street, where the pipe crosses to the Country Club property. In response to Alderman Bolger's inquiry, Baxter and Woodman representative Mark Kolczaski stated the new pipe would be routed to run under any existing water main. The required easements must be obtained from District 15, as well as the property owners on Green Street. Some discussion followed regarding the critical timing of this project, as well as the coordination with District 15's school renovation project. City Administrator Lobaito noted both projects should be completed prior to the beginning of the 2001-2001 school year, September 4, 2001. A portion of the project affects the school bus pick up and drop off sites. --� Staff noted some consideration should be given to bidding the school project and City project together. A lengthy discussion followed. Staff noted it would be beneficial to both parties to utilize the same contractor. Mayor Cuda suggested the bid specifications include the following alternates: ■ Installation of one pipe; ■ Installation of two pipes; ■ Spillway construction. Director Batt noted permits will be required prior to project initiation. City Administrator Lobaito noted Council must also address project funding. He suggested consideration of a Special Service Area. Some discussion followed, at Council initiation, regarding the proposed route. Elementary School District 15 representative Jeff O'Connell addressed Council, noting the importance of reinforcing the existing culvert cover to accommodate the weight of school buses. This area has been designated as the future bus pickup and drop off site. Alderman Baird arrived at 8:20 p.m. It was the consensus of Council to direct Staff to move forward and develop bid specifications and bid documents, and, if possible, coordinate all efforts with Elementary School District 15. Staff was also directed to obtain Council approval prior to advertising for this project. Page 7 2/14/01 PURCHASE OF CHRISTMAS DECORATIONS City Administrator Lobaito stated at the November 29, 2000 regularly scheduled Council Meeting, Council directed Staff to obtain, after the first of the year, price quotes for Christmas decorations, specifically 4 Y2 foot wreaths for display along Route 120. Council suggested a better price could be obtained at this time. The vendor, Temple Display Ltd., submitted a quote for $9,280 as opposed to the November 2000 quote of $10,520. This represents an approximate 13% reduction in cost. City Administrator Lobaito noted the Christmas decorations being replaced were originally purchased in 1989, and are showing their age and most are in a state of disrepair. Motion by Bolger, seconded by Glab, to approve the purchase of forty 4 W wreaths with bows from Temple Display Ltd. in an amount not-to-exceed $9,280. COMPENSATION AND CLASSIFICATION STUDY City Administrator Lobaito reminded Council during 2000-2001 Budget discussions, several discrepancies were identified with the City of McHenry's non-contractual employee compensation plan. Department Head salaries were reviewed and corrected during the summer of 2000. Discrepancies yet exist within the City's salary matrix, as well as with job descriptions, and wage creep between supervisory and non-supervisory personnel. The City of McHenry salary matrix over time has become unbalanced, not only between grade classifications, but also between the steps within each grade. The net affect has been lower salaries have increased at a slower rate than higher salaries, and the spread between supervisory personnel and non-supervisory personnel has eroded. In addition, recent review of existing job descriptions has gleaned duties and responsibilities of many employees have expanded beyond the original job descriptions. Staff is recommending a comprehensive study of wage compensations for City of McHenry non-contracted employees be completed. The employee job analysis and creation of new job descriptions would be undertaken by outside consultants. The wage compensation and market comparison will be conducted by Assistant Administrator Maxeiner. Staff is recommending the employee job analysis and the creation of job descriptions be performed by former Northern Illinois University Public Administration students Marla Sherman and Lika Jakobsen. They have submitted a performance proposal for 37 job descriptions in an amount not-to-exceed $7,400. Staff is suggesting Council approval an amount not-to- exceed $8,400 incorporating unforeseen extensions and expenses. Some discussion followed. Alderman Bolger and Glab suggested the entire analysis be conducted in-house. City Administrator Lobaito and Finance and Personnel Committee Chairperson Alderman Murgatroyd noted the extensive time commitment and daily workload limitations of Staff. MAYOR— STATEMENT AND REPORT Mayor Cuda informed Council the West McHenry Bypass Technical Advisory Committee (TAC) met today and presented twelve possible routes for the Committee's consideration. Two routes bisecting the Village of Ringwood were immediately eliminated, as well as that section which runs along Ringwood Road between Route 120 and McCullom Lake Road. The proposed four-lane cross-section needed for the bypass cannot be accommodated on this section of Ringwood Road. Copies of the proposed routes will be provided Council in Friday's Agenda Packet. Mayor Cuda also informed Council representatives from the engineering firm developing the proposed bypass routes will be in attendance at the March 7, 2001 "r regularly scheduled Council Meeting to provide Council with an update for this project. He also noted it was the consensus of TAC to utilize Curran Road up to Route 120 in an effort to reduce the overall cost of the bypass project. Mayor Cuda also informed Council he had revoked the liquor license of First Draft located at 3421 West Elm Street. Evidence presented at a series of hearings would indicate the establishment was being utilized to promote illegal drug trafficking. A copy of Mayor Cuda's written opinion is available for Council review. Mayor Cuda also noted it was likely the owner and operator would submit an appeal to the Illinois Liquor Commission. The Commission can reinstate the liquor license until such time as they render an opinion on the City of McHenry's action. COMMITTEE REPORTS There were no Committee Reports. DEPARTMENT HEAD REPORTS Director of Community Development Napolitano reported the Community Development Department was in receipt of a letter from the McHenry Township Fire Protection District, specifically Code Administrator Steve Laing, requesting Council consideration to amend an existing City ordinance addressing residential sprinkler systems. It was the consensus of Council to invite Code Administrator Laing to a Community Development Committee Meeting on March 7, 2001 at 6:30 p.m. Alderman Glab requested Community Development Committee Chairperson McClatchey include review of the City of McHenry's existing sump pump ordinance at this time. Community Development Committee Chairperson Alderman McClatchey agreed. Page 9 2/14/01 t Director of Public Works Batt reported the installation of the north sewer interceptor was scheduled for sometime during the 2001 Christmas Season. All efforts will be made to avoid conflict with the City of McHenry's 2001 Streets Program. Director of Parks and Recreation Merkel distributed copies of the proposed Community Recreation Center Advisory Referendum mailings for Council review and comment. Chief of Police Kostecki reported, upon notification, representatives of the McHenry Police Department confiscated First Draft's liquor license and posted the appropriate signage notifying the community of First Draft's closure. He also informed Council he would be ,meeting with the McHenry Township Fire Protections District to discuss the coordination of 911 services. City Administrator Lobaito informed Council recent newspaper reports regarding state planned improvements for both Route 31 and Route 14 initiated a phone call to the Illinois Department of Transportation (IDOT) regarding future plans for State Route 120 Improvements. IDOT representatives informed City Administrator Lobaito Route 120 improvements were currently scheduled for the year 2003. Subsequent telephone calls with District One IDOT representative Ed Wilson refuted this information, noting the proposed Route 120 improvements are scheduled for June of 2002. Mr. Wilson informed �-- City Administrator Lobaito Route 120 improvements will start at the intersection of Route 120 and Route 47, working east toward the City of McHenry's corporate limits. In response to Alderman Bolger's inquiry, City Administrator Lobaito confirmed Route 120 turn lane improvements in front of Valley View School are scheduled for construction during the 2001 calendar year. Alderman Glab suggested Staff work with Illinois Department of Transportation representatives to coordinate Route 120 improvements with the proposed widening of Route 31. NEW BUSINESS There was no New Business.
