SEPTEMBER 10, 2001
�- A Regular Meeting of the McHenry City Council was called to order by Mayor Althoff
at 7:30 P.M. on Monday, September 10, 2001, in the Council Chambers of the Municipal
Center. At roll call the following Aldermen were present: Glab, Low, Murgatroyd, Wimmer.
Alderman Bolger arrived at 7:50 p.m. Absent: None. City Staff in attendance were: City
Administrator Lobaito, City Clerk Jones, Director of Public Works Batt, Director Community
Development Napolitano and Director of Parks and Recreation Merkel. Absent: City
Attorney McArdle, Assistant City Administrator Maxeiner and Police Chief Kostecki.
TEN MINUTE PUBLIC INPUT
No one signed in to speak during the Ten Minute Public Input Session.
PRESENTATION
Mayor Althoff presented the Do The Right Thing Award to six young adults in the
community. The award recognizes, praises and supports the youth of the community who
go out of their way to assist others with no thought to self-endangerment, cost or
remuneration for their deeds.
Jeff Ong, Ryan Ong, Jim Ernest, Pat Henderson, Ben Mauch and Nate Service
assisted an elderly citizen who they observed wandering helplessly in the community. The
young men comforted the citizen, providing assurance of safety. They notified her family
of her whereabouts and ultimately guided her home, while selflessly forfeiting an entire
evening on her behalf.
Mayor Althoff commended the young men for their generosity of spirit, selfless
giving and responsible behavior, presented each individual with a resolution
acknowledging their generosity and a Target gift certificate in the amount of$20.00.

REQUEST FOR A BONFIRE PERMIT
City Clerk Jones advised Council a Bonfire Permit Application had been received
from Suzanne Neuhausel of 6101 Chickaloon Drive. Mrs. Neuhausel is requesting Council
approve her application for a bonfire to be held on September 15, 2001. The bonfire will
take place from dusk to 11:00 P.M. at her residence.
Motion by Murgatroyd, seconded by Low, to approve the request by Suzanne
Neuhausel for a Bonfire Permit to be held at 6101 Chickaloon Drive on Saturday,
September 15, 2001 from dusk until 11 p.m.
Voting Aye: Glab, Low, Murgatroyd, Wimmer.
Voting Nay: None.
Absent: Bolger.
Motion carried.
Mayor Althoff announced a ten-minute break before commencement of the Planning
Design Workshop held among members of the City Council, Plan Commission, Zoning
Board of Appeals and Environmental Advisory Commission.

Mayor Althoff reconvened the meeting at 7:42 P.M.

�. Sarah Nerenberg and Dennis Dreher of the Northeastern Illinois Planning
Commission provided an overview of the importance of the natural resources in McHenry,
techniques to use in development to protect and enhance those resources, and outlined
the hands-on exercise to apply the materials presented.

Mr. Dreher presented a slide show entitled "Protecting Nature in Your Community".
The slide show provided an overview of available tools to preserve and enhance the
natural environment in developing and developed areas.
Ms. Nerenberg outlined a Planning Design in the City of McHenry and presented
the Planning Design Exercise to those attending.
The Planning Design Exercise consisted of separating the individuals into groups.
Each group was provided with identical materials. Making use of the materials provided
and identical parameters provided by Ms. Nerenberg, each group was instructed to plan a
commercial development utilizing the techniques provided by Mr. Dreher and Ms.
Nerenberg. At the conclusion of the exercise each group presented their commercial
development design to the assembly.
