`,. A Regular Meeting of the McHenry City Council was called to order by Mayor Althoff
at 7:30 P.M. on Monday, October 15, 2001, in the Council Chambers of the Municipal
Center. At roll call the following Aldermen were present: Bolger, Low, Murgatroyd,
Wimmer. Alderman Glab arrived at 8:40 p.m. Absent: None. City Staff in attendance were:
City Administrator Lobaito, Assistant City Administrator Maxeiner, Director of Parks and
Recreation Merkel, Chief of Police Kostecki and City Attorney McArdle. Absent: City Clerk
Jones, Director of Public Works Batt and Director of Community Development Napolitano.

RECREATION CENTER— DISCUSSION ON FACILITY AND FUNDING 'OPTIONS
Mayor Althoff briefly summarized the July 10, 2001 Parks & Recreation Committee
Meeting regarding the proposed Recreation Center, noting specific discussion centered on
reducing the size of the facility and funding sources to pay for the construction. As a
measure to reduce the cost of the facility, a consensus was reached to postpone
construction of the indoor pool. No consensus was reached regarding the funding —�
mechanism. The Committee directed Staff to explore all funding options.

`. Mayor Althoff advised the decision before Council was to select a funding
mechanism, reduce the size of structure, or discuss another alternative. Mayor Althoff
opened the floor to Council comments, inquiries and concerns. Special note was made
concerning the Parks and Recreation Departrnent's current struggle to find adequate
space to conduct existing athletic and recreational programs. School facilities are
becoming less viable options since the school districts are more fully utilizing their
facilities. Other facilities are proving to be unavailable or less than adequate in meeting
programming needs.
Director of Parks and Recreation Merkel discussed the evolution of the recreation
facility. He acknowledged the main obstacle has always been the issue of funding.
Director Merkel stated proper procedures have been addressed as well as a great deal of
effort on research relating to public interest, access to the facility and location of the
facility.
Assistant City Administrator Maxeiner indicated while there is a general consensus
regarding the need for a recreation facility, there is little agreement as to the size of the
facility required or how to finance the facility. Assistant City Administrator Maxeiner
advised revenue options discussed periodically have included:
■ additional property taxes;
■ additional retail sales taxes;
■ utility or telephone taxes; and
' ■ gifts from other public and private sources.
It was stated, an increase in property taxes would require a successful referendum for
authorization to exceed tax caps. Unless Council feels a property tax referendum can be
successful, private donations of $6 million are received, or some form of public/private
partnership can be developed, the only feasible way for the City to generate enough
money for the facility is through a telephone or utility tax. Implementing a 5% tax on
telecommunications services would generate enough revenue to meet the debt service
requirements on a $9 million facility. The passage of a telecommunications tax does not
require a referendum, either advisory or otherwise. For a typical homeowner with a
telephone bill of$60, a phone tax of 5% would be an additional $3.00 on each bill.
Alderman Murgatroyd expressed his concern over any type of tax increase for a
project, which is obviously not a basic government service. He opined other alternatives
should be sought. Either the project should be reduced in size or postponed until revenue
sources have increased to a sufficient level to fund the project. Alderman Murgatroyd
opined an alternative might be to partner with a private entity cost sharing a facility.
Alderman Bolger stated the Parks and Recreations Department is doing a
tremendous job under difficult conditions. However, he feels the timing is not appropriate
for the construction of a recreation center with so many other projects underway. He
suggested waiting a year, then exploring a joint venture with a recreation health center, or
some other entity, might be the answer.

Alderman Low and Alderman Wimmer concurred with Alderman Murgatroyd and
Alderman Bolger.
Mayor Althoff recapped the discussion stating while the City of McHenry would
enjoy having a recreation center there is no consensus regarding support of
implementation of any tax, whether it be property tax, retail sales tax or a
telecommunication tax. Mayor Althoff advised the subject has been raised regarding
scaling down the facility, possibly eliminating the pool, to cut down on cost. Mayor Althoff
inquired if there was support or interest from Council on the subject of downsizing the
facility by removing some of the amenities.
Alderman Murgatroyd stated scaling down the facility was an alternative. Alderman
Bolger opined there is a consensus among Council with regard to the recreation facility
being built to the west of the Municipal Center. He inquired if agreement could be reached
regarding a design for the facility with the understanding a portion of the facility would be
built facilitating use by the Parks and Recreation Department while construction of the
remainder if the structure took place. It was the consensus of Council this was one option
to explore, whether it is feasible or the most desirable option is questionable.
Mayor Althoff informed Council the City of McHenry has been approached by the
YMCA. The YMCA has expressed a willingness to pursue the development of a
recreational facility in McHenry, which would include most of the amenities incorporated in
the designs for a recreational facility previously discussed by Council. The YMCA is
proposing construction of the facility. However they are willing to discuss many options
with the City, including share-programming and use by the Parks and Recreation
Department to run various programs.
City Administrator Lobaito stated the City of Lake Zurich and the YMCA have
entered into a joint venture for the facility in Lake Zurich and both parties seem satisfied
with the arrangement. Discussion ensued.
Alderman Low expressed an interest in investigating the YMCA proposal.
Additionally, she suggested Director of Parks and Recreation Merkel and his staff be given
the opportunity to discuss the alternative option of scaling down the facility. Alderman
Bolger stated his interest in pursuing a joint venture with the YMCA.
Director of Parks and Recreation Merkel stated he is familiar with partnerships
between private entities and public entities and cautioned Council, advising the YMCA
typically solicits funds through fundraising activities.
The consensus of Council is to direct the Parks and Recreation Department to
develop a scaled down version of the recreation facility and to direct Staff to work with the
YMCA, and other entities, to determine if forming a partnership is a viable option to .�
consider.

L-- Valerie Hobson, a resident of 5112 Thornwood Drive, voiced her appreciation of the
Council's caution regarding increasing taxes to fund the recreation center. Ms. Hobson
voiced concern over Council's consideration of scaling down the facility. While
understanding money is always an issue, she believes the recreation facility should be
built properly initially, as the City of McHenry continues to grow at a rapid rate.
Cheryl Ziszik Richards, of 807A Lillian, stated she is a public health nurse. Ms.
Ziszik Richards voiced her support of a recreation facility in the City of McHenry. She
suggested expanded programs in the recreation facility would contribute to the wellness of
residents of the community.

NEW BUSINESS
Finance and Personnel Committee Chairman Alderman Murgatroyd advised Council
he is scheduling a Finance and Personnel Committee meeting on October 29, 2001 at 6:30
p.m. to discuss the Personnel Compensation Study. Alderman Murgatroyd advised the
