SPECIAL CITY COUNCIL MEETING
City Council Chambers, 333 S Green Street
Monday, October 28, 2019, 7:00 p.m.
1. Call to Order.
2. Roll Call.
3. Pledge of Allegiance.
4. Public Comments: Any member of the public wishing to address the Council is invited to do so by
signing in at the meeting entrance and, when recognized, stepping to the podium.
5. Motion to approve or deny a Conditional Use Permit for the construction and operation of a
medicinal cannabis dispensary at 408 S Illinois Route 31
6. Motion to grant the RISE Up Foundation 1) use of Petersen park to setup, host, and cleanup
for the Splash Pad benefit concert from Friday, June 19, through Saturday, June 20, 2) special
event liquor license for the sale of beer, wine, and malt liquor with drink ticket sales to cease
30-minutes prior to park closure, 3) a 50% reduction of the charges for city services incurred
as a result of this event.
7. Adjourn.
