HomeMy WebLinkAboutMinutes - 06/12/1996 - City Council (3) SPECIAL MEETING JUNE 12, 1996 A Special Meeting of the McHenry City Council was called to order by Mayor Cuda at 6:30 P.M. on Wednesday, June 12, 1996 in the Aldermen's Conference Room of the Municipal Center. At roll call the following Aldermen were present: Bolger, Locke, Lawson. Alderman Baird arrived at 6:45 P.M. Absent: Bates. City Staff in attendance were City Clerk Althoff, City Administrator Jordan, Chief of Police Joyce, Lieutenant Wigman. Absent: Director of Public Works Batt, Director of Parks and Recreation Merkel, Director of Building and Zoning Lobaito, City Attorney McArdle. Also in attendance were: District 156 Superintendent Robert Swartzloff, Board President James Heffelfinger and Mary Kay Losch. Mayor Cuda stated that the purpose of this evening's special meeting was to discuss funding of the proposed police liaison program in District 156 schools. Mayor Cuda reviewed the City's shared cost proposal of 75%/25% of the police officer's salary and benefits, with the School District being responsible for 75% of the cost. Superintendent Swartzloff recommended the City consider a 68%/32% shared cost schedule, as he felt these percentages more closely reflected the actual time-use of the police officer. Alderman Baird arrived at 6:45 P.M. Superintendent Swartzloff also stated District 156 School Board's preference to use the salary and benefits of a first year replacement officer, rather than the actual salary and benefits of the participating liaison officer. Some discussion followed. Chief of Police Joyce noted three officers currently have stated their interest in applying for this position. One officer has five years of experience. The remaining two have ten years of experience each. Further discussion ensued regarding the length of the program. Council stated their commitment to a one-year contract, with a review of the program during Council's budget discussions for the 1997-98 Fiscal Year. Superintendent Swartzloff stated the High School Board of Education's commitment to continuing the program for the long term. He noted the Board of Education had agreed to pay the yearly salary and benefit increases if the program continues beyond year one. After further discussion, it was the consensus of Council to pay 30% of the average total cost between a first year and fifth year officer for one year, beginning with the 1996-97 school year. The program would be subject to review during Council's 1997-98 Budget discussions. Superintendent Swartzloff and Board of Education representatives stated their intent to take this proposal back to the full Board of Education, as well as the Board's Finance Committee for review and acceptance. Council suggested the Board of Education contact other municipalities within their District boundaries and request additional funding support for this program. Mayor Cuda also directed Chief of Police Joyce to provide a job description for the officer involved in this program. Motion by Lawson, seconded by Baird, to adjourn.
