At roll call the following Aldermen were present: Bolger, Locke, Lawson, Baird. Bates arrived at 7:47 P.M. Absent: None. City Staff in attendance were: City Clerk Althoff, City Administrator Jordan, Director of Public Works Batt, Director of Building and Zoning Lobaito, Director of Parks and Recreation Merkel, and Chief of Police Joyce. Motion carried. 1996-97 ANNUAL PREVAILING WAGE ORDINANCE Mayor Cuda informed Council that the City must annually establish by ordinance prevailing wages for Public Works projects undertaken by the City. Contractors who perform such work must pay their employees the various wage rates established by this prevailing wage ordinance. Alderman Baird requested staff be more vigilant and verify that prevailing wages are being paid by all companies awarded City of McHenry Public Works contracts. Motion by Bolger, seconded by Baird, to pass an ordinance establishing prevailing wages for laborers, mechanics and other workmen, as established by the Illinois Department of Labor for McHenry County effective June 1 , 1996 on all Public Works projects performed by the City. Voting Aye: Bolger, Locke, Lawson, Baird. Voting Nay: None. Absent: Bates. Motion carried. Mayor Cuda reminded Council that at the beginning of the 1994 calendar year, Council determined that the second regularly scheduled meeting of each month would be utilized as a working meeting to discuss relevant issues concerning development, planning and other City related matters. GOAL SETTING DISCUSSION City Administrator Jordan presented a brief review and recap of the �-- demographic changes experienced by the City of McHenry over the past ten years. Jordan noted increases in population, employees, the number of City streets and subdivisions, park acreage and budget figures. He reported that, although, the budget increased by approximately 166%, the population by 45%, the City square miles by 50%, the number of employees increased by only 30%. Alderman Bates arrived at 7:47 P.M. JUNE 12, 1996 Page 4 Discussion followed regarding the roles of the Council, the Mayor and Department Heads. It was noted a better form of communication must be developed and all participants should respect and have confidence in each other. Additional concerns discussed and to be further addressed during a goal setting session included: traffic, Metra service, Mass Barn improvements, defining the service area for water and sewer, downtown revitalization, future land acquisitions, Lakeland Park drainage issues, a new Public Works facility, the proposed recreation center, a wastewater treatment plant expansion and any other additional facility a municipality with a population 20,000+ residents should provide. A lengthy discussion followed regarding direction and relationships between staff and Council. It was the consensus of Council to continue the discussion regarding staff direction at the next regularly scheduled workshop meeting July 10, 1996. ANY AND ALL BUSINESS WHICH MAY PROPERLY COME BEFORE COUNCIL Mayor Cuda reported he and City Clerk Althoff had received numerous calls and complaints regarding the severe mosquito problem currently being encountered throughout the Chicagoland area. Cuda informed Council that Clarke Environmental Mosquito Management Company, with whom the City has a contract for larvacide control, had been contacted and would be providing quotes to undertake adult mosquito spraying throughout the City of McHenry. Cuda explained to be effective, two applications throughout the City are required. He also recommended, citing the numerous City sponsored events planned over the Fourth of July holiday weekend at Petersen Park, Council consider and approve the additional one-time spraying of the park. Council discussed the feasibility of Ultra Low Volume Mosquitocide treatments using Mosquitomist I insecticide. Further information will be provided in the Friday agenda packets. Noting the next regularly scheduled Council meeting was June 26th, and the spraying must begin before this date, Cuda requested Council contact City Administrator Jordan or City Clerk Althoff before Wednesday, June 19th, with their approval or denial of the additional mosquito spraying. Mayor Cuda also reported he had recently attended the annual meeting of the Hunterville subdivision. Residents of this area have expressed an interest in annexing to the City of McHenry in order to obtain sanitary sewer services. Cuda noted these residents have agreed to pay their fair share of the costs involved in extending sanitary sewer to their area. Alderman Bolger requested Council address the request of St. Paul Avenue residents for sanitary sewer services as well. Alderman Bates noted Lakewood residents would also like sanitary sewer service. After some discussion it was the consensus of Council to add these issues to the regularly scheduled June 26th Council meeting agenda. Affected residents shall be contacted and invited to attend. At roll call the following Aldermen were present: Bolger, Locke, Lawson, Baird. Absent: Bates. City Staff in attendance were: City Clerk Althoff, City Administrator Jordan, Director of Building and Zoning Lobaito, Director of Public Works Batt. Absent: Director of Parks and Recreation Merkel, Chief of Police Joyce. Also in attendance were: McHenry High School District 156 Superintendent Robert Swartzloff, McHenry School District 156 Board President James Heffelfinger, Mary Kay Losch, McHenry Elementary School District 15 Superintendent Dr. D. William Dodds, Chris Cardamone, Mr. James Kirk, Mrs. Diane Kirk and Attorney Scott McGuire. Mayor Cuda explained the purpose of this evening's special meeting was to go into Executive Session to discuss Property Acquisition. EXECUTIVE SESSION Motion by Lawson, seconded by Baird, to go into Executive Session to discuss Property Acquisition. Voting Aye: Bolger, Locke, Lawson, Baird. Voting Nay: None. Absent: Bates.
