HomeMy WebLinkAboutMinutes - 03/03/1999 - City Council REGULAR MEETING MARCH 3, 1999 The Regular Meeting of the McHenry City Council was called to order by Mayor Cuda at 7:30 P.M. on Wednesday, March 3, 1999 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Glab, McClatchey, Murgatroyd, Baird. Absent: None. City Staff in attendance were: City Administrator Lobaito, City Clerk Althoff, City Attorney McArdle, Chief of Police Joyce, Director of Public Works Batt, Director of Parks and Recreation Merkel, Director of Community Development Napolitano. Absent: None. TEN MINUTE PUBLIC INPUT SESSION Doug Youmans, McCullom Lake Trustee, addressed Council, stating the feasibility study conducted City Engineers Baxter and Woodman for the extension of sanitary sewer service to McCullom Lake has been completed. The Village of McCullom Lake has scheduled a Public Hearing for Tuesday, March 16, 1999 to present the findings to McCullom Lake residents. He requested Council consider scheduling a Committee Meeting inviting Village of McCullom Lake representatives to review the feasibility study and provide recommendations and direction regarding procedure, financing, and time frames. Mr. Youmans apologized for the apparent urgency, however, the application deadline for low interest rate IEPA loans is March 30, 1999. Mayor Cuda requested Mr. Youmans contact City Administrator Lobaito and coordinate future activities through his office. Alderman Murgatroyd left the meeting at 7:45 p.m. PRESENTATION: "DO THE RIGHT THING" Sergeant William Brogan of the McHenry Police Department presented the Do The Right Thing Award to: Dani Burnett of McHenry; Lizet Sanchez of Valley View School; Titus Mielke of McHenry West Campus High School; Alicia Finfrock of McHenry West Campus High School. Mayor Cuda presented each Do The Right Thing recipient with a dinner for four at McDonald's Restaurant, a Certificate of Recognition, and a $100 savings bond. The savings bond expense is underwritten by Gary Lang Autogroup, TCI of Illinois, First National Bank of McHenry, and Centegra. Dani Burnett, an off-duty EMT, provided assistance at an accident in front of McHenry High School West Campus. Lizett Sanchez, a Valley View third grader, assisted McHenry Police Officers translating for a Spanish-speaking driver involved in an automobile accident in front of Valley View School. Titus Mielke, a student at McHenry West Campus High School, attempted to break up a fight in the McHenry West Campus High School Parking Lot. Alicia Finfrock, a freshman at McHenry West Campus High School, introduced the Odyssey of the Mind Program into the High School curriculum. Mayor Cuda and Council commended the students for their accomplishments and thanked them for their commitment to service in their community. AUTHORIZATION TO AWARD BID FOR PUBLIC WORKS MINI VAN - GARY LANG CHEVROLET - $17,585.00 Director of Public Works Batt reported bids for the purchase of a mini van for the Wastewater Division of the Public Works Department were submitted and opened on Tuesday, February 23, 1999. The low bidder, Bob Riddings Inc. of Taylorville, Illinois, submitted an unsigned proposal that did not include a stated delivery date. This bid has been rejected. The second low bidder, Sunnyside Inc. of McHenry, did not include a V6 engine as required in the bid specifications. This bid has also been rejected. It is Staff's recommendation to award the mini van bid to the third low bidder, Gary Lang Chevrolet of McHenry in the amount of $17,585. Mr. Lang's stated delivery date is 60-120 days. March 3, 1999 Page 4 Motion by Glab, seconded by Baird, to award the Public Works Department Wastewater Division Mini Van Bid to Gary Lang Chevrolet of McHenry, Illinois, in an amount not-to-exceed $17,585 with a 60-120 day delivery date. Alderman Murgatroyd returned to the meeting at 7:48 p.m. RESOLUTION SUPPORTING CONSTRUCTION OF BYPASSES AROUND ILLINOIS STATE ROUTES 31 AND 12 Mayor Cuda informed Council the City of McHenry has participated along with other McHenry County municipalities in meetings sponsored by the McHenry County Economic Development Commission to coordinate future improvements to Illinois State Route 31 . The City of McHenry has also participated in sub-committee meetings with municipal representatives of communities located along the northern portion of Illinois State Route 31 , specifically, the Village of Johnsburg, the Village of Ringwood, the Village of Richmond, and the Village of Spring Grove. It was the consensus of all participating communities, improvements to Illinois State Route 31 are necessary and garner united support to expedite these improvements. A joint resolution was drafted to present to both state and county lawmakers, as well as transportation departments. The resolution may increase lobbying effectiveness which may in turn speed up the design and construction time table for these improvements, including the West McHenry Bypass. In response to Alderman Glab's inquiry regarding limited access points and curb cuts for the proposed West McHenry Bypass, Mayor Cuda stated the Illinois State Route 31 Consortium has agreed to the same access restrictions as those adopted on Randall Road. The McHenry Bypass access points would therefore be every 1 ,300 feet or one- quarter mile. Mayor Cuda recognized Jim Kanowski of Ringwood Road in the audience. Mr. Kanowski inquired as to the proposed design and configuration of the West McHenry Bypass. Mayor Cuda explained a specific design or route has not been developed at this time. Mayor Cuda reported he and City Administrator Lobaito met with McHenry County Transportation Committee Chairman William Dwyer and McHenry County Transportation Superintendent James Stahlaecker. As an estimated cost of $19,000,000 for the West McHenry Bypass portion from Illinois State Route 31 to the Illinois State Route 120/Ringwood Road intersection has been calculated, federal financial assistance will be required to complete this road project. The first step will be to conduct an environmental impact study to assist with the development of the roadway's center line location. As a great deal of open space yet exists between Illinois State Route 31 and Illinois State Route 120, it is assumed road design and location will proceed rapidly. Road location north of Illinois State Route 120 will be more difficult because of the residential nature of the area. The county will be seeking a 150 foot right-of-way corridor for the West McHenry Bypass project. Mayor Cuda reminded Council the Illinois Legislature has indicated state funds will only be allocated for existing roadway projects. There are no state funds available for new road projects. The County anticipates a final design for the south leg of the West McHenry Bypass by the end of Summer 1999. A $9,000,000 cost estimate for Phase 1 of the West McHenry Bypass has been calculated. Phase 1 extends from South Illinois State Route 31 to Bull Valley. Mayor Cuda suggested Council continue to budget monies to show the City of McHenry's support for this project. March 3, 1999 Page 5 POLICE DEPARTMENT VEHICLE PURCHASES Chief of Police Joyce reminded Council his 1999-2000 Budget proposal reflected a line item for the purchase of four new squad cars. Review of the vehicle replacement list revealed one vehicle, squad #317, has had the engine and transmission replaced within the past year. It is therefore Staff's recommendation to retain for one additional year squad car #317, and purchase three new vehicles. Chief of Police Joyce noted Landmark Ford of Springfield, Illinois, has been awarded the State contract for police pursuit vehicles, the 1999 Ford Crown Victoria. In order for the City of McHenry to take advantage of the state bids, orders must be placed prior to March 19, 1999. The City of McHenry's local Ford dealership Buss Ford can piggyback our police department vehicle order on Landmark Ford's contract. There is an additional cost of $200 per vehicle. Buss Ford has agreed not to make delivery until after May 1 , 1999 permitting the expenditure of these cars within the 1999-2000 Fiscal Year Budget. In response to Alderman Glab's inquiry, Chief Joyce explained the provider claims refurbishing the vehicle extends its useful life an additional 100,000 miles. In addition, the entire vehicle, including its interior and exterior panels, is refurbished. Further discussion ensued. Motion by Bolger, seconded by McClatchey, to authorize the purchase of three 1999 Ford Crown Victoria vehicles as part of the State of Illinois contract through local Ford dealer Buss Ford, in an amount not-to-exceed $61 ,356, to be delivered after May 1 , 1999. MAYOR - STATEMENT AND REPORTS Mayor Cuda reported he and City Administrator Lobaito had met with developer Robert Zacharias of Centrum Properties. Mr. Zacharias is interested in developing the property on Illinois State Route 31 north of Fast Eddie's Car Wash. Mr. Zacharias has submitted a tentative concept plan for Staff and Council consideration. Copies of this plan have been placed with City Administrator Lobaito and Director of Community Development Napolitano. Mayor Cuda suggested Council review these plans, and if acceptable, Staff will pursue the development of this property with Mr. Zacharias. COMMITTEE REPORTS Finance Committee Chairman Alderman Murgatroyd scheduled Finance Committee Meetings for Thursday, March 18, 1999 and Thursday, March 24, 1999 at 7:00 p.m. to continue discussions regarding the 1999-2000 Budget. STAFF REPORTS Director of Community Development Napolitano reminded Council of the Committee of the Whole Meeting scheduled for Monday, March 8, 1999 to review the Comprehensive Plan Update Draft. Director of Public Works Batt, referencing his February 26, 1999 memo, advised Council Staff will not be purchasing a glider kit to replace one of the snow plows. Cab renovation will be attempted as an alternative. The installation work can be accomplished in-house, although painting of the cab and vehicle will be contracted. Total cost is estimated at $6,000. The glider kit cost was estimated at $30,000. In conclusion, Director Batt and Public Works Committee Chairman Alderman Bolger scheduled a Public Works Committee Meeting for Thursday, March 11 , 1999 at 7:00 p.m. to discuss the 1999 Streets Program. Director of Parks and Recreation Merkel and Parks and Recreation Committee Chairman Alderman Baird scheduled a Parks and Recreation Committee Meeting for Monday, April 5, 1999 at 7:00 p.m. March 3, 1999 Page 6 NEW BUSINESS Alderman Glab requested Council direct the Environmental Advisory Commission to investigate and make a recommendation to Council within thirty days the proposed Peeker Plant to be located in unincorporated Woodstock and Island Lake. Mayor Cuda informed Council he was the legal representative for Woodstock Peeker Plant Objectors. He noted the proposed Island Lake Peeker Plant might negatively impact area deep well aquifers. In addition, the proposed Woodstock Peeker Plant allegedly will release 322 pounds per hour of air-borne pollutants while in operation. Council directed City Administrator Lobaito to contact the City of McHenry Environmental Advisory Commission requesting they investigate the proposed Peeker Plants in Island Lake and in unincorporated Woodstock, making a recommendation to Council within thirty days. Mayor Cuda stated he would provide City Administrator Lobaito with the name of a local knowledgeable resource person. Alderman Bolger reminded Council of the Spotlight Award Presentation by the McHenry Economic Development Commission on Thursday, March 4, 1999 at 4 p.m. The presentation will be made at Mr. Althoff's office located at 4103 West Crystal Lake Avenue. EXECUTIVE SESSION - PERSONNEL Motion by Glab, seconded by Murgatroyd, to go into Executive Session at 8:25 p.m. to discuss Personnel and Potential Litigation. Council went back into Open Session at 9:43 p.m. Motion by Bolger, seconded by Murgatroyd, to authorize Staff to advertise for a Grade 2 Junior Clerk to replace resigning Grade 3 Clerk Lynn Martenson. Mayor Cuda distributed the proposed City of McHenry/Village of Ringwood Boundary Agreement for Council review and comment. He reported Village of Ringwood President Mack will be bringing the proposed Boundary Agreement to his Board for final approval on Monday, March 15, 1999. Mayor Cuda requested any Council comment — and/or concern be directed to his attention prior to this date. Mayor Cuda also noted the following contractual language change in the top paragraph. The property referenced Mchenry State Bank Trust No. 3146 shall be changed to Timothy O'Malley. Alderman Baird requested Council permission to utilize the Council Chambers for his annual Riverwoods Fifth Grade Mock Council Meeting. Council concurred. March 3, 1999 Page 7 City Administrator Lobaito also informed Council a Public Hearing has been scheduled by the Village of McCullom Lake for Tuesday, march 16, 1999 at 7:30 p.m. to discuss the extension of sanitary sewer service. City Administrator Lobaito has been invited to attend. Clarification regarding capital development fees, connection time lines and cost may be requested. Some discussion followed.
