APRIL 26, 2000
The Annual Meeting of the McHenry City Council was called to order by Mayor
Cuda at 7:30 P.M. on Wednesday, April 26, 2000 in the Council Chambers of the
Municipal Center. At roll call the following Aldermen were present: Bolger, Glab,
Murgatroyd, Baird. Absent: McClatchey. City Staff in attendance were: City Administrator
Lobaito, City Clerk Althoff, City Attorney McArdle, Chief of Police Kostecki, Director of
Public Works Batt, Director of Parks and Recreation Merkel, Director of Community
Development Napolitano, Assistant Administrator Maxeiner. Absent: None.
TEN MINUTE PUBLIC INPUT SESSION
Melanie Orendorff of 2008 Olde Mill Lane addressed Council requesting three stop
signs be installed in the Olde Mill Pond Subdivision at the following intersections as well
as an informational sign noting the presence of a legally blind child in the neighborhood:
Olde Mill Lane and Spring Creek Lane
Boone Creek Circle and Olde Mill Lane.
Ms. Orendorff formally submitted a Petition for record, signed by 71 residents within
the Olde Mill Pond Subdivision supporting their request.
Director of Public Works Batt noted the informational sign can be immediately
installed; however, installation of stop signs must be authorized by formal Council action.
Mayor Cuda directed Staff to contact Ms. Orendorff and investigate her request further and
to report back to Council with a recommendation.

OLD BRIDGE TAVERN REQUEST FOR CLASS A LIQUOR LICENSE— NEW OWNER
Mr. Kevin Plastina, the liquor license applicant and purchaser of the Old Bridge
Tavern, was in attendance. Mayor Cuda informed Council Kevin Plastina of McHenry,
Illinois, is purchasing the Old Bridge Tavern, subject to Council approval of a liquor
license. Mr. Plastina has submitted his application, paid the $1,400 annual liquor license
fee, and met with City Liquor Commissioner Mayor Cuda. Both Mr. Plastina and his local
manager have been fingerprinted. Mayor Cuda as Liquor Commissioner is recommending
Council approve Mr. Plastina's application for a Class A Liquor License for the Old Bridge
Tavern located at 1334 North Riverside Drive.
Motion by Baird, seconded by Bolger, to acknowledge Mayor Cuda's
recommendation and approve the liquor license application of Kevin Plastina for Peaceful
Waters, Inc. and granting him a Class A Liquor License for the Old Bridge Tavern located
at 1334 North Riverside Drive, subject to a satisfactory fingerprinting report from the State
of Illinois.
Voting Aye: Bolger, Glab, Murgatroyd, Baird.

YE OLDIE CORNER TAP REQUEST FOR CLASS A LIQUOR LICENSE— NEW OWNER
Sheryl L. Coffman, liquor license applicant and purchaser of Ye Olde Corner Tap,

located at 3901 West Main Street, was in attendance. Mayor Cuda stated Ms. Coffman is
purchasing Ye Olde Corner Tap at 3901 West Main Street, subject to Council approval of
a liquor license. Ms. Coffman has submitted her application, paid the $1,400 annual liquor
license fee, and met with City Liquor Commissioner Mayor Cuda. Ms. Coffman and her
local manager have been fingerprinted by the McHenry Police Department. Mayor Cuda as
Liquor Commissioner is recommending Council approve Ms. Coffman's application for a
Class A Liquor License.
Motion by Baird, seconded by Bolger, to acknowledge Mayor Cuda's
recommendation and approve the liquor license application of Sheryl L. Coffman d/b/a Ye
Olde Corner Tap, Inc. and granting a Class A Liquor License for Ye Olde Corner Tap
located at 3901 West Main Street, subject to the receipt of satisfactory fingerprinting
results from the State of Illinois.

2000-2001 ANNUAL LIQUOR LICENSE RENEWALS
Mayor Cuda stated as per City of McHenry ordinance, liquor establishments located
within the corporate boundaries of the City of McHenry must renew their licenses annually
before the end of the Fiscal Year, April 301'. The following establishments submitted liquor

City Administrator Lobaito also noted as part of the renewal process new managers
and/or new owners must be fingerprinted. Establishments who have added or replaced
managers and/or owners are:

The liquor license applications for these establishments will be approved subject to the
receipt of satisfactory fingerprinting results from the State of Illinois.
Staff also noted the owners of Tello's Mexican Restaurant located at 1214 North
Green Street will not be renewing their Class A Liquor License. In addition, Whale's Tail
Restaurant located at 3425 West Pearl Street, closed, eliminating the need to renew their
liquor license.
In response to Alderman Murgatroyd's inquiry, some discussion followed regarding
the current status of the Sloppy T's hearing before the Illinois Liquor Commission. City
Attorney McArdle reported all charges had been dropped. The owners and operators of the
Sloppy T establishment have agreed to a three-day suspension, a $500 fine, and to
providing the City of McHenry with a release of liability.
Motion by Glab, seconded by Baird, to approve the renewal of City of McHenry
Liquor Licenses for the 2000-2001 Fiscal Year as follows, subject to the receipt of
satisfactory fingerprinting results from the State of Illinois where indicated, except Sloppy
T's Inc., whose approval shall be subject to the City of McHenry's receipt of executed
settlement documents and the $500 monetary fine within fourteen days:

In addition, Mayor Cuda noted Zoning Board of Appeals member Stephen Doherty
elected not to renew his tenure on the Zoning Board of Appeals, citing career commitment
conflicts. Mayor Cuda explained Chuck Lovett, a former Zoning Board of Appeals member,
had recently requested a reappointment in the event of a vacancy. Mayor Cuda requested
Council approve Chuck Lovett's appointment to the Zoning Board of Appeals in light of the
most recent vacancy by Stephen Doherty.
Motion by Glab, seconded by Baird, to approve the Mayor appointment of Chuck —
Lovett to the Zoning Board of Appeals for a term expiring April 30, 2005.

Mayor Cuda concluded his report informing Council he and City Administrator
Lobaito would be meeting next week with Village of Lakemoor representatives and their
attorney to review the proposed boundary agreement between the Village of Lakemoor
and the City of McHenry.
COMMITTEE REPORTS
Finance and Personnel Committee Chairman Alderman Murgatroyd reminded
Council a Finance and Personnel Committee meeting to discuss the 2000-2001 Budget
had been scheduled for this evening directly after the conclusion of the Annual Meeting.
STAFF REPORTS
City Administrator Lobaito noted Executive Session would be necessary to discuss
property acquisition.
NEW BUSINESS
Alderman Glab informed Council in response to numerous complaints received
regarding trespassing on Oakwood Drive, he would be contacting Oakwood Drive
residents to obtain their support for the creation of a no-parking ordinance between the
hours of 1 p.m. and 5 p.m. during weekdays on Oakwood Drive. He opined this action
might alleviate the trespassing problem.
Alderman Glab referenced John Swierk's letter of April 17, 2000 regarding two
issues with his project at Route 31 and Bull Valley Road. Staff has taken care of
addressing concerns. The entrance drive concrete paving requirement issue will be a
future Council Agenda item for consideration.
Alderman Glab also requested Staff investigate the McHenry County Transportation
Department's need for McHenry's $100,000 pledge for the West McHenry Bypass Project,
in light of the recent news the Illinois Department of Transportation will pay 90% of the cost
of a feasibility study for the West McHenry Bypass Project. Council directed City
Administrator Lobaito to draft a letter to McHenry County Transportation Superintendent
Stahlaecker requesting clarification.
Alderman Baird invited Council to the Riverwood Mock City Council Meeting
scheduled for tomorrow, Thursday, April 271h at 12:30 p.m.
In response to Alderman Baird's inquiry regarding the status of Main Street
Revitalization, City Administrator Lobaito reported City Engineering firm Baxter and
Woodman were working on the engineering plans for this area. A meeting with Main Street
property owners has been scheduled for next week.
In response to Alderman Bolger's inquiry, Staff reported the Truszkowski Mill Street
