MARCH 4, 1998
The Regular Meeting of the McHenry City Council was called to order by Mayor
Cuda at 7:30 P.M. on Wednesday, March 4, 1998 in the Council Chambers of the
Municipal Center. At roll call the following Aldermen were present: Bolger, Glab,
McClatchey, Murgatroyd, Baird. Absent: None. City Staff in attendance were: City
Administrator Lobaito, City Clerk Althoff, City Attorney McArdle, Chief of Police
Joyce, Director of Parks and Recreation Merkel, Director of Public Works Batt, Director
of Community Development Napolitano. Absent: None.

PUBLIC HEARING - INDUSTRIAL REVENUE BONDS - KINGSBURY LIMITED
PARTNERSHIP/GLS CORPORATION
Mayor Cuda opened the Public Hearing on the Kingsbury Limited Partnership
Industrial Revenue Bonds at 7:36 p.m. Thomas Smith representing Kingsbury Limited
Partnership/GLS Corporation and Bond Counsel John Wahls of Ice, Miller, Donadio and
Ryan, were in attendance.
City Attorney McArdle informed Council an inducement resolution was passed
at the regularly scheduled December 10, 1997 Council Meeting authorizing the
issuance and sale by the City of McHenry of Industrial Revenue Bonds not-to-exceed
$5.6 Million for Kingsbury Limited Partnership/GLS Corporation. The bonds will be
utilized for property acquisition, construction, and equipping of GLS Corporation's
plastic manufacturing and distribution facility locating within Inland's Business Park.
The City of McHenry was formally notified on January 10, 1998, by the Governor's
Office of the State of Illinois that revenue funds have been allocated for the Kingsbury
Limited Partnership/GLS Corporation project. Prior to the sale of Industrial Revenue
Bonds, as per state statute, a Public Hearing must be conducted.
There being no further questions or comments from Council, Mayor Cuda
inquired if there were any questions or comments from the audience. There were
none. City Clerk Althoff informed Council no written or verbal comments and/or
questions had been received by the Clerk's office.
Motion by Glab, seconded by Bolger, to close the Public Hearing at 7:40 p.m.
Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird.
Voting Nay: None.
Absent: None.

City Attorney McArdle reminded Council the sale of these Industrial Revenue
Bonds will not constitute an indebtedness or an obligation of the City of McHenry, and
all associated costs to the City are repaid by the borrower, Kingsbury Limited
Partnership/GLS Corporation.
Motion by Murgatroyd, seconded by McClatchey, to authorize the Mayor and
City Clerk's execution of the proposed resolution subject to review and approval of the
City Attorney.

In response to City Attorney McArdle's inquiry, Bond Counsel John Wahls noted
the closing is scheduled for March 19, 1998.

REQUEST FROM ROTARY CLUB FOR CONSTRUCTION OF PAVILION IN NEUMANN
PARK
City Administrator Lobaito informed Council that during the Green Street
_ Revitalization Committee Presentation on September 17, 1997, committee members
informed Council of the Rotary Club of McHenry's interest in constructing a pavilion
in Neumann Park as part of the City's Downtown Revitalization efforts on Green
Street. The Rotary Club of McHenry has submitted a letter to the City of McHenry
stating their intent to initiate a hands-on project citing the construction of a pavilion
in Neumann Park on Green Street. The architectural firm of Cone, Kalb and
Wonderlick was commissioned by the Rotary Club to develop a concept plan of the
pavilion, which was distributed for Council review.

City Administrator Lobaito explained the Rotary Club of McHenry has expressed
their intent to construct the pavilion in 1998. The City of McHenry has planned for
Neumann Park's development in 1999. City Administrator Lobaito noted, however,
the park could be developed in two phases. The first phase would be the construction
of the pavilion, and the second phase would be the construction of the paved areas
and landscaping. The second phase would also include the establishment of a
memorial to former Alderwoman and Beautification Committee Chairperson, Liz Nolan.
In addition, former property owner Ned Neumann has submitted an alternative park
design in lieu of the pavilion. The Green Street Revitalization Committee has reviewed _
both designs and has stated their support of the Rotary Club's proposal. Some
discussion followed.
Mayor Cuda stated concern with possible additional costs including electrical
and infrastructure improvements. City Administrator Lobaito stated requests of this
nature were to be included as part of the pavilion design submittal. Further discussion
regarding the pavilion's proposed size followed. Council discussed the desirability of
sending the design proposals to the Parks and Recreation Committee for further review
and consideration.
It was the consensus of Council to invite representatives of the Rotary Club of
McHenry and Mr. Neumann to the March 18, 1998 regularly scheduled Council
Meeting for further discussion.
REQUEST FOR PROPOSALS - RECREATION CENTER CONCEPT PLAN
Director of Parks and Recreation Merkel reported as per the Parks and
Recreation Committee's direction at their January 28, 1998 meeting, Staff has
developed a Request for Proposal detailing the services required to complete a
conceptual plan and financial feasibility study for a Community Recreation Center.
The Request for Proposal will be sent to three architectural firms: —
• Burnidge and Cassel - Elgin, Illinois
• Sente and Rubel - Northbrook, Illinois
• Williams Associates - Wheaton, Illinois.
In response to Council inquiry, Director Merkel noted the submittal date is
March 27, 1998.
Motion by Baird, seconded by Glab, to approve the Community Recreation
Center Conceptual Plan Request for Proposal as presented and provide the Proposal
to the following three architectural firms:
• Burnidge and Cassel - Elgin, Illinois
• Sente and Rubel - Northbrook, Illinois
• Williams Associates - Wheaton, Illinois.

AGREEMENT FOR ARCHITECTURAL SERVICES FOR BROOKSIDE PARK
Director of Parks and Recreation Merkel explained services of an architect are
required to develop plans for the washroom/concession/storage building at Brookside
Park. The building will be approximately 20 feet by 40 feet with an estimated cost
of $65,000 as shown in the submitted Brookside Park Grant to the Illinois Department
of Natural Resources. Two local architects submitted proposals:
• Paul R. Glenn Architects, Inc. - Harvard, Illinois
• Direct Design Ltd - McHenry, Illinois.
Director Merkel explained the City of McHenry requested Paul Glenn Architects Inc.
to submit a proposal because of their work on a similar facility built at the Richmond
High School's new athletic complex. The City of McHenry requested Direct Design

Ltd. to submit a proposal based upon the work recently completed at the City of
McHenry Hickory Creek Farm Barn renovation project. Paul R. Glenn Architects Inc.
submitted a cost of $3,750 for the design portion and $2,750 for the construction
portion of the proposal. Direct Design Ltd. submitted a total cost of $3,000 for the
design and construction services. It is Staff's recommendation to authorize the
Mayor's execution of an Agreement for Architectural Services for the Brookside Park
washroom/concession/storage building with Direct Design Ltd. of McHenry, Illinois for
design and construction services not-to-exceed $3,000.

PRINTING OF SEASONAL PARKS BROCHURES: SUMMER, 1998; FALL, 1998;
WINTER/SPRING, 1998-1999
Director of Parks and Recreation Merkel informed Council the Parks and
Recreation Department publishes seasonal brochures three times a year to advertise
recreational programs. As of last year, price quotations for all three brochure printings
are solicited. Director Merkel noted the selection of one firm to print brochures for the
full year has been a cost savings for the City and has reduced Staff time in
development and distribution of the materials. In addition, the Parks and Recreation
Department Staff has been selling advertisement space in the brochures to defray the
cost of the brochures printing. In 1997, advertising revenue for the three seasonal
brochures totaled $3,000. The low quote for the printing of the 1998 Summer, 1998
Fall, and 1998-1999 Winter/Spring brochure was submitted by Quality Graphics of
McHenry, Illinois, in an amount not-to-exceed $10,594. It is the recommendation of
Staff to approve the award of contract to Quality Graphics of McHenry, Illinois, to
print the 1998 Summer, 1998 Fall, and 1998-1999 Winter/Spring Parks and
Recreation Brochures in an amount not-to-exceed $10,594.
Motion by Baird, seconded by Murgatroyd, to approve the brochure award for
the printing of the 1998 Summer, 1998 Fall, and 1998-1999 Winter/Spring Parks and
Recreation brochures to Quality Graphics of McHenry, Illinois, in an amount not-to-
exceed $10,594.

MAYOR - STATEMENT AND REPORTS
Mayor Cuda reported the joint City of McHenry and Village of Johnsburg Ad
Hoc Committee had met this evening at 7:00 p.m. to finalize the terms of an FPA
Amendment and Corporate Boundary Agreement between the two municipalities. The
February 12, 1998 proposed FPA Boundary has been agreed to subject to the
following provisions:
• Preservation of the historic chapel located on the Chapel Hill Country Club
property known as Chicago title and Trust #1095775;
• Access from River Road east through the Louis Perry property to the Voss
property;
• Language insuring the return of properties currently located within the City of
McHenry's FPA to McHenry's FPA, if it is subsequently determined the Village
of Johnsburg cannot provide sanitary sewer service to these properties, and the
City of McHenry can provide sanitary sewer service to these properties.

Mayor Cuda noted the attorney for the Village of Johnsburg will draft a
Memorandum of the proposed agreement for full City of McHenry Council review.
Mayor Cuda also reported a meeting has been scheduled with property owner
Paul Pacini and his land planner Gregg Gabel to discuss annexation of the Pacini
Property located south of the McHenry Corporate Center and west of Route 31 and
Mr. Pacini's proposed land donation for the Children's Idea Museum. Mayor Cuda
noted Mr. Pacini's offer of land donation is contingent upon specific City action.
Council will be kept apprised of these negotiations.
Aldermen Bolger and Glab noted the development of the additional Pacini
property north located on Bull Valley Road and Route 31 might alleviate area drainage
problems if a regional detention pond was included in the proposed development
plans.
COMMITTEE REPORTS
Finance Chairman Alderman Murgatroyd reminded Council the next Finance
Committee Meeting is scheduled for Thursday, March 12, 1998, at 7:00 p.m. to
continue 1998-1998 Budget discussions.
Community Development Chairman Alderman McClatchey reminded Council of
the Community Development Committee Meeting scheduled for Wednesday, March
11 , 1998 at 6:30 p.m. The Agenda would include review of a possible Tobacco
Ordinance.
DEPARTMENT HEAD REPORTS
Community Development Director Napolitano reported the restaurant Vicki's
Place was the first East of the River property to connect to the City's sanitary sewer
service extension.
Parks and Recreation Director Merkel informed Council construction has begun
on the McHenry County Conservation District Bike Path project. Land is currently
being cleared along the railroad tracks. Director Merkel then introduced Northern
Illinois University Parks Intern William Hobson. Director Merkel explained Northern
Illinois University's intern program required 200 volunteer hours.
City Administrator Lobaito reported the Petersen Farm Plat of Survey has been
completed and Staff had every confidence the Petersen Farm closing would occur on
Friday, March 13, 1998.
NEW BUSINESS
Alderman McClatchey requested Staff initiate a cleanup of Boone Creek near
the Jewel Osco north of Route 120. He stated he had received numerous complaints
of fallen trees, etc.
Alderman Glab suggested City Administrator Lobaito investigate the feasibility
of voice mail for all the aldermen.
Alderman Murgatroyd reported the light cover is still absent from one of the
street lights on Ramble Road. He requested Staff correct the problem.

Department Assistant Street Superintendent Richard Stull to Public Works Department
Street Superintendent effective March 5, 1998, retaining his current salary and grade
classification.
