JUNE 10, 1998
The Regular Meeting of the McHenry City Council was called to order by City
Clerk Althoff at 7:30 P.M. on Wednesday, June 10, 1998 in the Council Chambers
of the Municipal Center. In the Absence of Mayor Cuda, City Clerk Althoff requested
Council elect a Mayor Pro Tern to conduct this evening's regularly scheduled Council
Meeting.
Motion by Glab, seconded by Murgatroyd to elect Senior Alderman Bolger to
conduct this evening's regularly scheduled City Council Meeting in the absence of
Mayor Cuda.
Voting Aye: Glab, McClatchey, Murgatroyd.
Voting Nay: None.
Absent: Baird.
Not Voting: Bolger.
Motion carried.
Alderman Bolger took his place as Mayor Pro Tem.
At roll call the following Aldermen were present: Bolger, Glab, McClatchey,
Murgatroyd. Alderman Baird arrived at 7:45 p.m. Absent: Mayor Cuda. City Staff
in attendance were: City Administrator Lobaito, City Clerk Althoff, City Attorney
McArdle, Chief of Police Joyce, Director of Community Development Napolitano,
Director of Parks and Recreation Merkel. Absent: Director of Public Works Batt.

HUMAN RELATIONS COMMISSION PRESENTATION - LOGO AND REQUEST FOR
APPROVAL FOR A BROCHURE AND WEB PAGE
Human Relations Commission Chairman Pat Buhrman introduced herself and
other Human Relations Commission Members in attendance include the Rev. Julie
Babenko, Sue Becker, John Christensen, Werner Ellmann, Val Hobson, Kari Horsch,
James Laursen, Linda Wolff. Chairman Buhrman explained the Human Relations
Commission has been working on developing a logo, a brochure for distribution to City
residents, and a web page. The logo contest under the supervision of Human
Relations Commission member Kari Horsch was conducted in the local high school
during the month of April. Fifty entries were submitted and considered. The winning
logo distributed for Council review was submitted by Scott Porembski of East Campus.
Copies of the proposed brochure were distributed and Human Relations Commission
member James Laursen conducted a web page demonstration via computer. Some
discussion followed.
Alderman Baird arrived at 7:45 p.m.
Alderman Murgatroyd stated some concerns with the brochure's language,
specifically the phrase "review acts of discrimination". City Attorney McArdle
recommended substituting the word "complaints" for the word "acts". Council --
concurred. In response to Human Relations Commission member James Laursen's
inquiry, Staff recommended changes and updates to the web page may be made with
the approval of Staff. Council concurred.

Motion by McClatchey, seconded by Murgatroyd, to approve the Human
Relations Commission's use of the presented logo, printing of the brochure as
presented subject to the substitution of the word "complaints" for "acts" in the phrase
"review acts of discrimination", and maintenance of a web page subject to the
condition all changes and updates are to be approved by Staff.
Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird.

MCHENRY AREA JAYCEES - 1998 FIREWORKS PROGRAM
McHenry Area Jaycees 1998 Fireworks Chairman Kevin Kutz as well as
McHenry Area Jaycee members Annette Muldonado and Ray Welch were in
attendance. Mr. Kutz presented the Jaycees scheduled list of events for the Fireworks
Program. He noted the Jaycees would be charging $5 per car to attend the event on
Saturday, July 4, 1998. He thanked the City as well as other corporation sponsors
for their generous donations to offset the $15,000 fireworks expenditure. He then
enumerated prior Council conditions, including:
• No alcoholic beverages or glass bottles allowed in the park
• Rain date set for Sunday, July 5, 1998
• The use of McHenry Township Fire Protection District for emergency personnel.
Mr. Kutz requested Council approval as per past years for the following:
• The use of City of McHenry Police Department Officers for traffic control and
security;
• The use of City of McHenry Parks and Recreation personnel to provide the park
fencing, as well as the additional materials needed for park setup;
• The issuance of the required City permits for use of park and display of the
fireworks;
• Waiving of all associated fees.
Motion by Murgatroyd, seconded by Baird, to approve the issuance of all
required permits and waive all associated fees for the use of Petersen Park on July 4,
1998, with a rain date of Sunday, July 5, 1998, by the McHenry Area Jaycees for the
1998 Fireworks presentation and associated scheduled events as presented, and to
supply the police and park services as enumerated.

DOMINICK'S FINER FOOD TEMPORARY USE REQUEST
Dominick's Finer Foods representative Marilyn Schepit was in attendance. Ms.
Schepit addressed Council stating Dominick's Finer Foods has submitted a request for
numerous Grand Opening Events to be conducted in and at their store located at 2000
North Richmond Road. The Grand Opening Events are scheduled from Tuesday, June
9, through at least July 14, 1998. Dominick's Finer Food is requesting Council
approve the following scheduled events:
June 6 or 7 3'X60' Grand Opening Celebration Banner
June 9 Ribbon Cutting and Cake
June 9-17 Massive Pepsi display with banner and jukebox give-away banner.
Banners approximately 3'X40'
June 12 Coke van will be in front of store
June 13 Fire truck 1 :00-2:00 p.m.
June 20 Live broadcast from radio station 96.1 WLKG for 3 hours
June 21 "Jumpasaurus and Moonwalk"
June 24 Edy's Ice Cream Truck with free samples from 11 :00 a.m.-2:00
p.m.

Ms. Schepit stated all the events will be conducted between the hours of
11 :00 a.m. and 3:00 p.m. The events will be held in either the store, under the
store's exterior canopy, or in the store's parking lot. The event areas will be
segregated and well secured by store employees.
In response to concerns expressed by Council, Ms. Schepit agreed to restrict
the Grand Opening Events scheduled during Fiesta Days to the store's interior.
Motion by Glab, seconded by Baird, to approve a Temporary Use Permit with
Dominick's Finer Food located at 2000 North Richmond Road, from June 9, 1998
through July 31, 1998 for the following presented scheduled of events with the
understanding any and all changes and/or additions must be approved by Staff and all
additional outdoor activities must be approved by Council:

HIRING OF TELECOMMUNICATIONS DISPATCHER
City Administrator Lobaito stated a Telecommunications Dispatcher position will
be vacant upon the retirement of Shirley Jenkins Friday, June 26, 1998. An
advertisement for this position was published in anticipation of the vacancy. Of the
twelve applications received, two candidates were interviewed on June 3, 1998 by
Chief Joyce, Lieutenant Wigman, and Records/Communications Dispatch Supervisor
Keevil. Both applicants are currently telecommunicators with the McHenry County
Sheriff's Office. It was the unanimous decision of Chief Joyce, Lieutenant Wigman,
and Records/Communications Dispatch Supervisor Keevil to recommend DoRene
McIntosh to fill this position. The position is a Grade 7 with a starting salary of
$28,125.00.
Motion by Baird, seconded by McClatchey, to accept the unanimous
recommendation of Chief Joyce, Lieutenant Wigman, and Supervisor Keevil, and hire
DoRene McIntosh to fill the Telecommunications Dispatcher position at Grade 7, Step
1, with a starting salary of $28,125.00 effective June 29, 1998.

MAYOR - STATEMENT AND REPORTS
Mayor Pro Tern Bolger informed Council of his strong support for the extension
of a twelve foot water main down McCullom Lake road to the Orchard Beach
Subdivision, and, if feasible, across the River.
STAFF REPORTS
Director of Parks and Recreation Merkel presented to Council an example of the
�.. trees donated to the City of McHenry by KMart. He stated Custom Landscaping who
has completed numerous City projects, has offered to care for these trees while they
grow to an adequate height. A Parks and Recreation Committee Meeting was
scheduled for Monday, June 15, 1998 at 7:30 p.m. in the Aldermen's Conference
Room.
City Administrator Lobaito stated he had received a letter from the City of
Woodstock requesting the City of McHenry's participation in purchasing and placing
a banner to be displayed on the outside of the 4-H building, at the McHenry County
Fair in commemoration of their fiftieth anniversary. The request is being made to all
fourteen McHenry County entities. The McHenry County Fair is scheduled for August
5th through the 9th. The banner, five feet by four feet, will cost approximately $400,
and will be owned by the City of McHenry. Alderman Bolger suggested the banner
might be used for the Millennium Celebration.
Motion by McClatchey, seconded by Baird, to authorize the expenditure for a
five foot by four foot banner to be utilized in commemoration of the McHenry County
Fair's Fiftieth Anniversary at the 4-H building, subject to the substantial participation
by other McHenry County communities as well as the return of the banner to the City
of McHenry at the Fair's conclusion.

NEW BUSINESS
Alderman Murgatroyd requested Staff bring forth the Tree Preservation
Ordinance for further consideration and review. It was the consensus of Council to
send the current proposed Tree Preservation Ordinance to the Community
Development Committee for review and recommendation.

Motion by McClatchey, seconded by Glab to adjourn the meeting at 8:14 p.m.
