HomeMy WebLinkAboutMinutes - 06/04/1997 - City Council (2) REGULAR MEETING JUNE 4, 1997 The Regular Meeting of the McHenry City Council was called to order by Mayor Steven Cuda at 7:30 P.M. on Wednesday, June 4, 1997 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Glab, McClatchey, Murgatroyd, Baird. Absent: None. City Staff in attendance were: Deputy Clerk Kunzer, Chief of Police Joyce, Director of Public Works Batt, Director of Building and Zoning Lobaito, Director of Parks and Recreation Merkel, City Attorney McArdle. Absent: City Clerk Althoff. Father Robert Sherry, member of the City of McHenry Police Commission, swore in Officer Roland Wood as Sergeant for the City of McHenry. Mayor Cuda presented Sergeant Wood with a gold star. Mayor Cuda, Council and Chief of Police Joyce congratulated Sergeant Wood and wished him well. Voting Nay: None. Absent: None. Motion carried. REQUEST TO CREATE A CITY OF MCHENRY HUMAN RELATIONS COMMISSION City Residents Patricia Buhrman and Werner Ellman were present. Ms. Buhrman provided background information on the establishment of the McHenry County Human Relations Council. She noted that Crystal Lake, Woodstock and Harvard have Human Relations Commissions in place. Burhman introduced a video which was played for Council edification with regard to the purpose of the McHenry County Human Relations Council. Alderman McClatchey asked if it mattered if the body was called a commission, board or council. Ms. Buhrman stated that terminology is not an issue. Upon Council approval, the body would become advisory to the City Council. Discussion followed regarding the creation of such a commission and how many members should be named to the commission. Mr. Ellman noted that the first step in creating the county Human Relations Council was establishing a mission statement. June 4, 1997 Page 4 Alderman Baird questioned the funding requirements of the commission. Ms. Buhrman stated that members of the County Human Relations Council are volunteers. Annual budget would be similar to that of the Landmark Commission or the Environmental Advisory Board. Motion by Bolger, seconded by McClatchey to authorize the creation of a City of McHenry Human Relations Commission. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent: None. Motion carried. Mayor Cuda stated he has been provided with information regarding the establishment of by-laws, mission and purpose of the county Human Relations Council and he will distribute this information to Council. REQUEST FOR SIGN VARIANCE - MCHENRY QUICK OIL CHANGE 4904 WEST ELM STREET Director of Building and Zoning Lobaito stated the request for a variance is to permit the erection of a sign on the existing pole located at 4910 West Elm Street, Rex Auto Body. McHenry Quick Oil Change would erect their sign on the pole on the abutting property to the west. Director Lobaito said that the only condition he would suggest that Council place upon the granting of the variance would be to prohibit any future free-standing sign on the property located at 4904 West Elm Street, McHenry Quick Oil Change. Alderman Murgatroyd asked if the sign ordinance was being reviewed so that variances would not be requested on a regular basis. Alderman Baird noted that the Building & Zoning Committee has extensively reviewed the sign ordinance. Recommendation has been made to the Zoning Board to modify sign regulations. Alderman Glab stated that he agreed with the variance request inasmuch as it would reduce signage along Route 120; this should be promoted whenever possible. Motion by Baird, seconded by Glab to approve the sign variance request for the McHenry Quick Oil Change, located at 4904 West Elm Street, to allow a second sign to be installed on the existing pole located at 4910 West Elm Street; and that future free-standing signs for the property located at 4904 West Elm Street be prohibited. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent: None. Motion carried. AWARD OF BIDS FOR PICNIC TABLES AND BLEACHERS Director of Parks and Recreation Merkel stated that the City advertised for bids for replacement of bleachers and picnic tables. The bids were opened on Wednesday, May 21 and the results of the bid opening were contained in the agenda packet. Director Merkel noted that the low bidder for (12) 5 row bleachers was National Recreation Systems, Inc., Fort Wayne, Indiana with a bid of $10,670. The low bid for (20) 6 foot picnic tables was Howard White, Hoffman Estates, Illinois, with a bid of $4,993. It is the recommendation of Staff that the bids for bleachers and picnic tables be awarded to the low bidders. Alderman Glab asked the reason for the disparity in the amounts of the bids submitted. Discussion followed regarding the use of galvanized steel versus aluminum for the framing members of the bleachers. June 4, 1997 Page 5 Motion by McClatchey, seconded by Murgatroyd, to award the bid for (12) 5 row bleachers to National Recreation Systems, Inc., Fort Wayne, Indiana for an amount not to exceed $10,670; and to award the bid for (20) 6 foot picnic tables to Howard White, Hoffman Estates, Illinois, for an amount not to exceed $4,993. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent: None. Motion carried. MAYOR - STATEMENT AND REPORTS Mayor Cuda stated that the Council Meeting on Wednesday, June 11 , 1997 would be devoted to Parks and Recreation issues, specifically: 1) The development of Brookside Park; 2) the preliminary plans for the study for the Recreational Center; 3) the implementation of a capital development program. Mayor Cuda noted that Alderman Baird, Chairman of the Parks and Recreation Committee, will coordinate the meeting's agenda. Mayor Cuda noted a request had been made to rectify the Resolution passed on May 7, 1997 regarding the retirement of Robert Doran from the City of McHenry Police Commission, Inasmuch as Mr. Doran did not retire, he asked that the Resolution be corrected to reflect that fact. Motion by Baird, seconded by Murgatroyd to pass a Resolution recognizing the service provided by Robert Doran for his years of dedicated service on the Police Commission. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent: None. Motion carried. Mayor Cuda informed Council he will be on vacation for the June 11 , 1997 meeting. He noted that Council would be required to elect a Mayor Pro Tem. Motion by Baird, seconded by McClatchey to nominate Alderman Bill Bolger as Mayor Pro Tem in Mayor Cuda's absence. Voting Aye: Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent: None. Not Voting: Bolger. Motion carried. COMMITTEE REPORTS Alderman Murgatroyd, Chairman of the Fiance and Personnel Committee, informed Council he is gathering data with regard to water and sewer fees. He will be setting a date in the near future for the purpose of reviewing these fees. STAFF REPORTS Director of Building and Zoning Lobaito advised that the Mass Barn Renovation Project is well under way. The 1997 Weed Mowing Program has begun. Director of Parks and Recreation Merkel noted that Bob Kirschner has indicated that the Clean Lakes Program Grant will expire in July. Mr. Kirschner would like to make a brief presentation before Council at the June 11 , 1997 meeting. NEW BUSINESS Alderman Baird asked Staff to inquire as to the replacement of the fencing along the VFW property adjacent to the ball fields. Director of Public Works Batt will look into this matter. Motion by Murgatroyd, seconded by McClatchey, to deny the request from Office James Molnar for tuition reimbursement for a course which is not directly job- related. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Glab, to authorize the vocational rehabilitation services of Gallagher Bassett for Officer Ramon Gregorio in an amount not to exceed $2,400.
