HomeMy WebLinkAboutMinutes - 08/13/1997 - City Council (2) REGULAR MEETING AUGUST 13, 1997 The Regular Meeting of the McHenry City Council was called to order by Mayor Cuda at 7:30 P.M. on Wednesday, August 13, 1997 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Glab, McClatchey, Murgatroyd. Absent: Baird. City Staff in attendance were: City Administrator Lobaito, City Clerk Althoff, Chief of Police Joyce. Director of Parks and Recreation Merkel arrived at 7:50 p.m. Absent: Director of Public Works Batt, City Attorney McArdle. TEN MINUTE PUBLIC INPUT SESSION No one signed in to speak during the Ten Minute Public Input Session. PURCHASE OF COMPUTER FOR POLICE DEPARTMENT Chief of Police Joyce stated the 1997-1998 Budget reflects an expenditure for the replacement of computer equipment for the Police Investigations Department. The preferred equipment is $251 more than the $2,500 budgeted figure. However, the new computer system will replace equipment that is over 10 years old. Motion by McClatchey, seconded by Bolger, to approve the purchase of computer equipment for the Police Investigations Department in an amount not to exceed $2,751 . Voting Aye: Bolger, Glab, McClatchey, Murgatroyd. Voting Nay: None. Absent: Baird. Motion carried. AWARD OF BID - FENCE IMPROVEMENTS AT HICKORY CREEK FARM (MASS) City Administrator Lobaito informed Council fencing improvements were _ included in the renovation plan for Hickory Creek Farm (formerly known as the Mass Barn). Fencing quotes were sought and three submitted. The low quote from She-An- I Fence Builders of Woodstock was for $6,582. It is the recommendation of staff to approve the low quote from She-And Fence Builders of Woodstock in the amount of $6,582. City Administrator Lobaito also noted She-And Builders specializes in horse fencing which with regard to the City of McHenry's project is appropriate. In response to Alderman Glab's inquiry, City Administrator Lobaito stated the total cost of the fencing will be financed with funds from the $500,000 State of Illinois Capital Development Board Renovation Grant. Motion by Murgatroyd, seconded by Bolger, to award the fencing improvement contract for Hickory Creek Farm to She-And Fence Builders of Woodstock in an amount not to exceed $6,582. AWARD OF BID - LANDSCAPE IMPROVEMENTS AT HICKORY CREEK FARM (MASS) City Administrator Lobaito informed Council in addition to the fence improvements, landscaping was also part of the Hickory Creek Farm Renovation Project. Price quotes were sought with 10 companies submitting prices. City Administrator Lobaito informed Council the alternative quotes for additional landscaping were not considered at this time. The low quote of $3,995 was submitted by Custom Landscaping of McHenry, Illinois. It is the recommendation of staff to award the landscape improvement contract for Hickory Creek Farm to Custom Landscaping of McHenry, Illinois. City Administrator also noted the landscaping would be planted at the farm's entrance way as well as along the entire north side of the barn. Motion by Murgatroyd, seconded by Bolger, to award the landscape improvement project for Hickory Creek Farm to Custom Landscaping of McHenry, Illinois in an amount not to exceed $3,995. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd. Voting Nay: None. Absent: Baird. Motion carried. AWARD OF BID - TEST WELL DRILLING PROGRAM Water Superintendent Gary Gough was in attendance. City Administrator Lobaito informed Council bids were sought and submitted for the 1997 Test Well Drilling Program. The estimated cost of this program by City Engineers Baxter & Woodman was $95,000. On August 5, 1997, two bids were submitted and opened for the 1997 Test Well Drilling Program. The low bidder was Henry Boysen Company of Hainesville, Illinois, in an amount of $82,690. Some discussion followed. In response to Alderman Bolger's inquiry, Water Superintendent Gough provided the four test well drilling locations. He noted the following locations had been chosen: • In the Pheasant Valley area south of Route 120; • In the Pebble Creek area; • East of the River on Rich Adams property north of Route 120. Superintendent Gough noted the fourth location had not yet been determined; however, staff was considering the area around Petersen Park. Superintendent Gough also reported the Pheasant Valley site around Scully Road would supplement Well No. 2 which is currently producing at 50%. In response to Alderman McClatchey's inquiry, Superintendent Gough indicated the drilling depth was approximately 200-300 feet. Motion by McClatchey, seconded by Bolger, to award the contract for the 1997 Test Well Drilling Program to the low bidder Henry Boysen Company of Hainesville, Illinois, in an amount not to exceed $82,690. REQUEST FOR REDUCTION IN LETTER OF CREDIT - INLAND REAL ESTATE DEVELOPMENT CORPORATION City Administrator Lobaito informed Council Inland Real Estate Development Corporation has requested a reduction their Letter of Credit for Inland Business Park from $874,000 to $174,800 as per the specifications of the City of McHenry Subdivision Control Ordinance. City Engineering Inspector Dan Marcinko has inspected the public improvements and recommends the City accept said public August 13, 1997 Page 4 improvements and grant the reduction in the Letter of Credit to $174,800 and accept a Maintenance Guarantee in the amount of $1 1 1 ,872. In response to Council inquiry, City Administrator Lobaito stated as per the City of McHenry's Subdivision Control Ordinance, each developer is entitled to one Letter of Credit reduction. Motion by Murgatroyd, seconded by Glab, to approve Inland Real Estate Development Corporation's request and reduce their Letter of Credit from $874,000 to $174,800 and accept a Maintenance Guarantee in the amount of $1 1 1 ,872. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd. Voting Nay: None. Absent: Baird. Motion carried. MAYOR - STATEMENT AND REPORTS Mayor Cuda informed Council written verification of Illinois Department of Transportation's approval of the installation of a traffic signal at the intersection of Route 31 and Shamrock Lane had been received. Project Engineer Gary Rozwadowski of Smith Engineering, who conducted the warrant studies and submitted the City's request to the Illinois Department of Transportation, also informed Council in writing the project road, specifically Route 31 , required reconfiguration improvements prior to the traffic light's installation. Mayor Cuda noted preliminary cost figures are high and the project may take several years to complete. Mayor Cuda reported Meyer Material will be filing annexation petitions for the expansion of their gravel pit operation. The property in question is located west of their existing operations, south of Route 120 to Ridge Road. Mayor Cuda directed staff to provide copies of the most current Annexation Agreement with Meyer Material for Council review and study. He noted the existing Annexation Agreements were beneficial to the City of McHenry and Meyer Material remained in compliance with all Annexation Agreement conditions. Alderman Bolger requested staff solicit a cash donation for the City's Recreational Center. Alderman Murgatroyd suggested the Annexation Agreement formalized the understanding between the City of McHenry and Meyer Material regarding storm water detention arrangements. COMMITTEE REPORTS Finance Committee Chairman Alderman Murgatroyd reminded Council of the Finance Committee Meeting scheduled for Tuesday, August 19, 1997, at 7:00 p.m. He noted City Auditor John Eder of Eder, Riedel and Company would be in attendance to review the audit's Management Letter. Other Agenda items will include the review of current water and sewer rates and capital development fees. Director of Parks and Recreation Merkel arrived at 7:50 p.m. STAFF REPORTS Chief of Police Joyce reported the next negotiation session with the City of McHenry Police Officers Association Unit 2, was scheduled for Tuesday, August 19, 1997, at 10:00 a.m. -- City Administrator Lobaito reported as per Council direction, City Engineering Inspector Marcinko was investigating and developing a design to correct the drainage problem on Anne Street. The proposed design will be an Agenda item on the September 3, 1997 regularly scheduled Council Meeting. Director of Parks and Recreation Merkel informed Council a large rendering of the landscaping plan for the Hickory Creek Farm was available for Council review. NEW BUSINESS In response to Alderman McClatchey's inquiry, Director of Parks and Recreation Merkel informed Council the Parks and Recreation Committee was discussing the feasibility of constructing a City of McHenry Recreational Center. August 13, 1997 Page 5 In response to Alderman Glab's inquiry, Director Merkel provided an update on the Fort McHenry washroom project. He noted inclement weather had delayed the project's progress. Alderman Bolger requested a moment of silence in memory and appreciation of the passing of former Alderwoman Liz Nolan. Mayor Cuda noted a memorial service would be held at the First United Methodist Church on Sunday, August 17, 1997 at 2 p.m. ADJOURNMENT Motion by McClatchey, seconded by Glab, to adjourn.
