HomeMy WebLinkAboutMinutes - 09/10/1997 - City Council (2) REGULAR MEETING SEPTEMBER 10, 1997 The Regular Meeting of the McHenry City Council was called to order by Mayor Cuda at 7:30 P.M. on Wednesday, September 10, 1997 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Glab, McClatchey, Murgatroyd, Baird. Absent: None. City Staff in attendance were: City Administrator Lobaito, City Clerk Althoff, City Attorney McArdle, Director of Public Works Batt, Director of Parks and Recreation Merkel. Absent: Chief of Police Joyce. TEN MINUTE PUBLIC INPUT SESSION No one signed in to speak during the Ten Minute Public Input Session. CONSENT AGENDA Motion by McClatchey, seconded by Murgatroyd, to approve the Consent Agenda as follows: 1. Alarm Hook-Up Request: Chas. Herdrich & Son, Inc., 4040 Dayton Street, McHenry; 2. Resolution Supporting Construction of McHenry County Prairie Bike Path; 3. List of As-Needed Checks. PURCHASE OF STREET LIGHTS - RIVERSIDE DRIVE DOWNTOWN REVITALIZATION Director of Public Works Batt informed Council in order to complete the Downtown Revitalization of Riverside Drive it is necessary to purchase eight (8) additional street lights identical to those street lights previously purchased. These street lights will be installed south of Route 120 on Riverside Drive. Director Batt noted additional lights were purchased originally, however, four were installed in the newly constructed Main Street Municipal Parking Lot. The 1997-1998 Budget includes monies for this purchase. It is the recommendation of Staff to waive the bidding procedure and approve the purchase of eight (8) street lights from Northwest Electric of McHenry in the amount of $10,934.88 to complete the Downtown Revitalization Riverside Drive project. Motion by Bolger, seconded by Glab, to authorize the waiving of the bidding procedure and approve the purchase of eight (8) street lights from Northwest Electric of McHenry in an amount not to exceed $10,934.88 to complete the Downtown Revitalization of Riverside Drive. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent: None. Motion carried. PURCHASE OF USED AIR COMPRESSOR - PUBLIC WORKS DEPARTMENT Director Batt informed Council the Public Works Department's air compressor September 10, 1997 Page 2 is broken. A $1 ,000 expenditure is necessary to repair the unit. The purchase of a replacement air compressor was excluded from the 1997-1998 Budget. Staff sought and was successful in obtaining a used air compressor from McCann Equipment of Wauconda. A thirty-day free trial was initiated. It is the recommendation of Staff to purchase the used Sullair 185 CFM Air Compressor in an amount not to exceed $8,000 from McCann Equipment of Wauconda, Illinois. In response to Alderman Glab's inquiry, Director of Public Works Batt noted a new air compressor would cost approximately $14,000. Alderman McClatchey was informed in all probability only a thirty-day warranty would be available upon purchase. It was Staff's opinion, however, the used unit was in excellent repair. Motion by Baird, seconded by Glab, to approve the purchase of a used Sullair 185 CFM Air Compressor in an amount not to exceed $8,000 from McCann Equipment of Wauconda, Illinois. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent: None. Motion carried. ORDINANCE RESTRICTING HOURS OF PARKING AT NORTH MAIN STREET PARKING LOT City Administrator Lobaito noted the ordinance presented regulating parking in the North Main Street Municipal Parking Lot was consistent with all other municipal parking lots. The ordinance permits 4 hour parking between the hours of 8:00 a.m. and 6:00 p.m. except on Sundays, when it is unrestricted. These hours are the same as the current parking regulations for the South Main Street Municipal Lot. Motion by Bolger, seconded by Murgatroyd, to pass an ordinance restricting the North Main Street Municipal Parking Lot to 4 hour parking between the hours of 8:00 a.m. and 6:00 p.m. except on Sundays. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent; None. Motion carried. MAYOR STATEMENT AND REPORTS Mayor Cuda reminded Council of the Hickory Creek Farm dedication on Saturday, September 13, 1997 at 1 1 :00 a.m. He also stated, he, Pat Buhrman, and Werner Ellman were working together on the formation of the Human Relations Commission, as well as developing a mission statement and bylaws. Further information will be presented for full Council review in October. Some discussion followed regarding the number of commission/board members. COMMITTEE REPORTS There were no committee reports. STAFF REPORTS Director of Public Works Batt informed Council the internal advertisement of the two Public Works Department positions has commanded six interested parties. He and City Administrator Lobaito will be reviewing the applications and setting up interviews. Council will be kept informed. Director of Parks and Recreation Merkel reported the first architectural firm for the City of McHenry's proposed recreation center has been scheduled to appear before the Parks Committee on Tuesday, September 16, 1997 at 7:00 p.m. in the City Council Chambers of the Municipal Building. City Administrator Lobaito informed Council of an emergency repair situation during one of the development phases of Windsor's Park Ridge Estates Subdivision off of Crystal Lake Road. A sub-contractor uncovered a depressed and deteriorating culvert pipe. This pipe needs to be repaired expeditiously as the developer wishes to proceed with his construction. City Administrator Lobaito requested Council approve September 10, 1997 Page 3 the expenditure of monies to repair the depressed culvert pipe by Hughes Excavating Company in an amount not to exceed $8,000. Some discussion followed. Motion by Glab, seconded by McClatchey, to authorize the expenditure not to exceed $8,000 to Hughes Excavating Company for the repair of the depressed and deteriorating culvert pipe at Crystal Lake Road and Dartmoor Drive. Voting Aye: Bolger, Glab, McClatchey, Murgatroyd, Baird. Voting Nay: None. Absent: None. Motion carried. City Administrator Lobaito also reported the Public Works Department is seeking quotes for the painting and cleaning of the Municipal Building as per the 1997-1998 Budget. NEW BUSINESS Alderman Bolger reported Chicago Area Transportation Study (CATS) had recently designated Route 31 as a major arterial thoroughfare. He suggested the Illinois Department of Transportation may now offer some financial assistance with the widening of this arterial. Mayor Cuda responded noting the 2020 Transportation Plan shows no major road improvements in McHenry County. Alderman McClatchey requested Staff address the problem of numerous signs advertising subdivision development installed in area rights-of way on the weekends. A lengthy discussion followed. Staff was directed to contact all the developers informing them the placement of these signs was in violation of City of McHenry ordinances.
