A RESOLUTION DESIGNATING MAY 2 THRU MAY 8, 2021 NATIONAL SMALL
BUSINESS WEEK IN THE CITY OF MCHENRY, MCHENRY COUNTY, ILLINOIS
WHEREAS, America’s progress has been driven by pioneers who think big, take risks and
work hard; and
WHEREAS, from the storefront shops that anchor Main Street to the high‐tech startups
that keep America on the cutting edge, small businesses are the backbone of our economy and
the cornerstones of our nation’s promise; and
WHEREAS, small business owners and Main Street businesses have energy and a
passion for what they do; and
WHEREAS, when we support small business, jobs are created and local communities
preserve their unique culture; and
WHEREAS, because this country’s 32 million small businesses create nearly two out of
three jobs in our economy, we cannot resolve ourselves to create jobs and spur economic
growth in America without discussing ways to support our entrepreneurs; and
WHEREAS, the President of the United States has issued a proclamation announcing
National Small Business Week every year since 1963 to highlight the programs and services
available to entrepreneurs through the U.S. Small Business Administration and other
government agencies, which recognize the critical contributions of America’s entrepreneurs
and small business owners; and
WHEREAS, as part of National Small Business Week, the U.S. Small Business
Administration takes the opportunity to highlight the impact of outstanding entrepreneurs,

Staff is seeking Council’s approval to amended Chapter 2, Article F: Professional Examinations:
Appointments, Section 6-2F-3: Polygraph Examinations, in order to comply with current practices and
CALEA Accreditation Standard 31.5.5. Staff is present to answer any questions Council may have.
Background:
As part of the formal hiring process of sworn police officers, the Police Department administers a
polygraph examination to all applicants who are being given further consideration for employment.
Currently the language in the ordinance as follows:
6-2F-3: POLYGRAPH EXAMINATION:
The applicant shall submit himself or herself for a polygraph examination by a licensed polygraph
operator designated and compensated by the City at such time and place as the Chief of Police may
designate. Such test shall be given without expense to the applicant. The examining professional shall
submit a written report of the results of the examination to the Chief of Police or designee. Applicants
who fail to pass the polygraph examination will be notified and removed from all further consideration.
Analysis:
In order to comply with CALEA Standard 31.5.5 the police department may not utilize the results of a
polygraph examination as the sole determining factor in an applicant’s future employment status.
Currently the last sentence in Section 6-2F-3 reads: “Applicants who fail to pass the polygraph
examination will be notified and removed from all further consideration.”
This language needs to be amended in order to conform to the police department’s current practice
regarding the use of polygraph examinations and meet the requirements of CALEA Standard 31-5.5.
The above sentence should be amended to read: Applicants who fail to pass the polygraph examination
will not automatically be disqualified from the process but the results of the examination may be used as
an investigative aid and combined with other background investigation findings to remove the applicant
from further consideration.
Recommendation: Staff requests City Council authorization approve the attached Ordinance amending
Chapter 2, Article F: Professional Examinations: Appointments, Section 6-2F-3: Polygraph Examinations
of the McHenry Municipal Code.

Amending Title 6, Public Safety, Chapter 2, Police, Article F: Professional
Examinations and Appointments, Section 6‐2F‐3: Polygraph Examinations
WHEREAS, the City of McHenry, McHenry County, Illinois, is a home rule
municipality as contemplated under Article VII, Section 6, of the Constitution of the State
of Illinois, and the passage of this Ordinance constitutes an exercise of the City's home rule
powers and functions as granted in the Constitution of the State of Illinois.
NOW, THEREFORE BE IT ORDAINED by the City Council of the City of McHenry,
McHenry County, Illinois, as follows:
SECTION 1: Subsection 6‐2F‐3 Polygraph examinations, shall be amended to read
as follows:
6‐2F‐3: POLYGRAPH EXAMINATION:

passage, approval and publication, as provided by law.

Overview:
Staff is seeking City Councils approval and adoption of a revised City Ordinance to modify Section 7-2-5
E: Operation of Non-Highway Vehicles on City Streets - Time. Specifically staff is seeking to amend
operational months from the current time frame by adding the additional month of April. Staff is present
to answer any further questions Council may have.
Background: On March 2, 2020 City Council approved and adopted Ordinance 20-10 which established
an ordinance Amending Title 7; Motor Vehicles and Traffic, Chapter 2; General Regulations, by adding
Section 7-2-5, Operation of Non-Highway Vehicles on City Streets. On February 16, 2021, after the first
season of the usage Council voted to make City Ordinance 7-2-5, Operation of Non-Highway Vehicles on
City Streets a permanent ordinance.
After receiving multiple inquiries on the usage of non-highway vehicles in April rather than waiting until
May 1, staff brought forward the discussion to Council. On April 5, 2021 Council discussed with staff
the option of extending the riding season by moving the start date for the usage of non-highway vehicles
up from May 1 to April 1 each year. Upon the conclusion of the discussion the majority of Council
expressed that they would support this change.
Analysis:
By adding the month of April to the allowable use time permitted residents will be allowed to better take
advantage of the ordinance in the spring months when weather permits. Time of use will still remain
between the hours of 6am and 930pm. Use of non-highway vehicles will continue to be prohibited when
visibility is impaired by weather.
Research through NOAA revealed that between 2015 and 2021 there were only 6 days (2 in 2019 and 4 in
2018) that measurable snow amounts. Attached to this supplement are the reports highlight average
temperatures and snowfall for the months of April since 2015.
Recommendation: Therefore, if Council concurs, it is recommended that a motion be made to adopt the
attached revised Ordinance Amending Title 7; Motor Vehicles and Traffic, Chapter 2; General
Regulations, Section 7-2-5, Operation of Non-Highway Vehicles on City Street by amending Section E:
Time, adding the month of April.

Agenda Item Summary:
Staff is seeking Council’s approval to purchase a group of City fleet vehicles and equipment through
a lease/loan option with First Midwest Bank on a five year term in the amount of $171,627.00. In
addition staff is seeking Council approval to purchase police vehicle equipment for a total amount
not to exceed $40,371.41. Staff is present to answer any questions Council may have.
Background:
During FY 2020/21 Council approved a new vehicle and heavy equipment purchasing plan through
the use of a lease/loan program through First Midwest Bank. During FY 2020/21 Staff presented to
Council an overview of the City’s vehicle and heavy machinery fleet. At this time it was reported
that the condition of the fleet was in poor or unsatisfactory condition due to age, mileage and
condition of the vehicles and machinery. Purchasing all the vehicles and equipment necessary to
bring our fleet back up to a more stable and dependable condition was estimated to cost in excess of
$3,000,000. Through the yearly stepped approach and use of the new lease/loan program the City
will be able to bring our fleet back into a stable and dependable condition in approximately four
years.
The first step was the FY 2020/21 approval and purchase of twenty vehicles and one backhoe (over
$1.1 million worth of vehicles) which resulted in an annual cost to the City of approximately
$244,568 for five fiscal years.
As we enter into the second year of our four year replacement plan (FY 2021/22) we have again
evaluated our fleet in order to identify the need for vehicles based upon the demand and condition.
Analysis:
Staff as confirmed that the average maximum life of City vehicles falls into the following categories.
Factors considered in determine the average life include; mileage, past maintenance records, engine
hours and overall vehicle/equipment condition.

In weighing the life of vehicles and equipment against the term of a lease/loan, Staff focused on a
minimum term that allows additional operational life expectancy after the lease/loan is completed
when feasible. The results of this review confirmed that a 5 year term would best suit the City as it
would allow us additional useful life on the majority of the vehicles and equipment after the
lease/loan was paid off.
In FY 2020/21 the City entered into a lease/loan agreement with First Midwest Bank based upon
approval from Council. As we move into future years First Midwest Bank is able to build upon our
original agreement with new yearly agreements specific to purchases in each respective fiscal year.
Staff has confirmed that the interest rate to purchase vehicles in FY 2021/22 through the First
Midwest Bank Program would be 2.95% (a reduction from last year at 3.16%). As a reminder this
program is designed to allow the City to retain full ownership of the vehicles at the end of the agreed
upon term at zero additional payoff cost.
Staff has sought fair and competitive pricing from local dealers to meet the purchasing request for
FY 2021/22. The purpose of this local purchase proposal is to ensure that the funds spent stay within
our local economy during this time of need. All vehicle pricing was either price matched to an
existing bid contract or given through a establish government incentive pricing plan direct from the
manufacturer. The following is list of vehicles and equipment that has been identified for purchase
through the lease/loan program in FY 2021/22. Attached to this agenda supplement are the detail
price quotes.

Staff is seeking Council’s approval to continue the lease/loan program by entering into a second
agreement with First Midwest Bank for vehicles purchases during FY 2021/22. This is a local bank
that as offered the best overall financing rate and will finance the full amount of $171,627.00 for a
five year term. The annual payment for this agreement is $36,080.10. Attached to this supplement
Council will find the agreement template and our preapproval notice. Acquisition of these vehicles
will upgrade the fleet condition and it is estimated to reduce our overall maintenance costs as well.
In addition Staff is seeking Council approval to purchase (without a loan) the police equipment for
all police vehicles. Attached to this supplement are the price quotes.

Agenda Item Summary. Attached for the City Council’s review and consideration is the
schedule of events for the McHenry Area Chamber of Commerce’s Annual Fiesta Days. The
Chamber is requesting permission to use Petersen and Veterans Memorial Parks; special event
liquor license to sell beer and wine in Petersen Park and Veterans Memorial Park; installation of
temporary advertising signs in designated right-of-ways; and use of the Parks, Police, and Public
Works departments to provide various services for the events.
Background. Fiesta Days events will be held at various times beginning Thursday, July 8,
culminating with the parade on Sunday, July 18, as presented in the attached schedule of events.
Conditioned upon approval of the Fiesta Days schedule, the chamber is requesting a special
event liquor license to serve beer and wine in Petersen Park on Thursday July 8, Friday, July 9,
Saturday, July 10, Sunday, July 11, and in Veterans Memorial Park on Thursday, July 15 and
Friday, July 16. Every effort will be made by the chamber to ensure that underage visitors will
not be served alcoholic beverages and I.D. wristbands will be required to purchase alcohol.
One new element that has been proposed for the 2021 event schedule is an additional day of
usage of Veteran’s Memorial Park to host and art event with the sale and consumption of wine.
The event would have local amateur celebrities paired with local artists to create works of art as
the audience watched. The artwork would be auctioned off at the end of the night.
Also included in this year’s event schedule is the inclusion of the Independence Day Fireworks
Show into the first weekend of Fiesta Days as Council approved in 2019 for the 2020 scheduled
event. The Chamber would supplement the City fireworks budget adding $5,000 to the usual
$15,000 show. The show would be shot on Sunday July 11th at the usual time of 9:30pm.

Beer/Wine Sales The standardize timeframe to service beer and wine will be observed. Beer and
wine ticket sales will cease one-half hour prior to close of the event and service will be
prohibited 15-minutes prior to close of the event as depicted in the following schedule.
Park Use/City Services Fees. In 2013, the city developed a new fee structure with the Chamber
regarding the Music Fest weekend at Petersen Park. The fee structure requires the Chamber to
pay 50% of city manpower costs associated with the Music Fest schedule. In 2017, the Council
approved the addition of Thursday night to the Music Fest lineup with the same fee structure.
Requests or staffing requirements in addition to the usual and customary services will be paid at
100%.
Temporary Advertising Signs. As in past years, the Chamber is requesting permission to place
24’’ round signs advertising Fiesta Days in right-of-ways in front of local sponsor businesses.
Signs will be installed the week before the event and removed the following day. A list of
proposed sign locations is attached.
Analysis. Fiesta Days is one of the biggest annual events in McHenry County. It offers
something for everyone and draws thousands of visitors to the city. Fiesta Days would not be
possible without the cooperation of the Chamber of Commerce, countless volunteers, and the
City of McHenry.
Recommendation. If City Council concurs then a motion should be considered to a) accept
the McHenry Area Chamber of Commerce’s Annual Fiesta Days event schedule; b) use of
Parks, Police, and Public Works for various services related to the event at 50%of the
actual cost; c) approve the special event liquor license; and d) approve placement of
temporary advertising signs as presented.

One item to note: Kelsey No. 3 d/b/a Metalwood Grille is not renewing their liquor license. The
McHenry Country Club is applying to have that liquor license transferred to them. If this transfer
is approved by Council, there will not be a need to change the number of eligible Class A liquor
license holders.

Public Comments: Several residents attended the zoom meeting regarding concerns about
Blake Farms, an undecided future Apartment Complex, by Continental. They were given three
minutes to make a statement. The following residents expressed their concerns:
Keith Varkalis- stated he wants to have a town hall meeting, also an a pology to Alderwoman
Sue Miller for misunderstanding. Kristine Reinhard - stated her concerns as well along with
resident Danny Thomas who requested Mayor Jett be present at a town hall meeting.

Alderman Schaefer was asking if there are any outstanding grievances. There has been none
in over ten years, Per Chief Birk. Asked if there was a handbook, it was also confirmed by Ann
Campanella HR department. Alderman Santi stated that seemed liked it went smooth per the
conversation that he had with Chief Birk. Alderman Glab asked for confirmation of the cost of
living over the years to see or compare what neighboring communities are doing, looking to the
future. All positions are reviewed and comparison per other towns are reviewed, as dicussed
by Ann Campanella from Human Resources, The City of McHenry.

Director Polerecky explained to the Council that the agenda is misworded. The connection
fees for Home of the Sparrow would only be for water. The sewer was already connected in
1998. Alderman Glab asked why all of the parcels were not being annexed in. It was explained
that the parcels with the parking lot were already annexed, and that is what made the property
contiguous to the rest of the City.

This adds off of the walk path from Knox Park, a natural playground, examples are found in the
supplement that was provided by Director Hobson. Dundee Park District had something
comparable, which he did meet with explained the production. This will be built in pha ses.
Alderwoman Miller was in support of this, very positive comments regarding this. This will be
done in probably three phases, started as soon as two weeks.

Discussion Items:
A. Discussion regarding the proposed FY21/22 Budget (City Administrator Morefield).
Administrator Morefield, went over a recap regarding the budget and discussed the topics from
the presentation of at the last City Council meeting, this was also presented to The Council in
a packet form.
Staff Reports:
A. Transmittal of Staff Report for April 5, 2021
Consolidated report – public document that will update on projects to help keep everyone
updated.
Chief Birk- touched on the golf cart/ATV May 1st -Nov 1st, asking if The Council would move
forward with making it retro from April 1 st instead of May. Alderman Glab was against it wants
to keep things the same. Alderwoman Miller was in favor of expansion of use. Per Chief Birk,
there was no issues with violations of them. Monthly concerned about the winter months.
Alderman Santi good with April19th. Alderman Harding feels that safety for the months during
the winter, should be limited. Alderman Schaefer was asking if there was nothing reported to
Chief Birk. This conversation went on for some time. Alderman Schaefer did not mind the earlier
time but would like to send an email regarding the safety standard, but not Jan-March.
Alderman Mihevic stated April 1 st would be ok, if conditions are met. Alderwoman Miller stated
that as well. The rules are given to the license holder per Chief Birk. As confirmed by Deputy
City Clerk Johnson, there are 19 people that renewed and a handful of new ones as well. The
decision was made to wait until April 19th .
Mayor’s Report: Sending out an email to The Council regarding his correspondence with the
residents from The Oaks and their conversations, wanting the The Council to see the
communications between them.
City Council Comments: Alderman Schaefer asked for the Seat at the Chamber asked for
any minutes and notes and what he presents. 12 business owners every month, hoping to do
a public forum in the summer or an outdoor event etc. Alderman Glab finds it disheartening
that Mayor Jett would not set up a meeting with the residents of The Oaks. Maybe asking for a
signature that they understand the behavior that have been given.

AGENDA ITEM SUMMARY:
Kelsey 3 d/b/a Metalwood Grille is no longer located at McHenry Country Club, and Metalwood
Grille was the liquor license holder. McHenry Country Club will now be the entity that will possess
the license. The Country Club was the previous license holder up through 2018 before they
surrendered their license to their lease at that time.
ANALYSIS:
All required paperwork has been submitted. Jeff Thorne is listed as the business agent, and he
was also listed as the business agent for Metalwood Grille. He has already passed the background
check. There will be no change in the number of liquor licenses as this is a transfer.
RECOMMENDATION:
Therefore, if Council concurs, it is recommended a motion be made to approve the transfer of
a Class A liquor license from Kelsey 3 d/b/a Metalwood Grille, Inc. to McHenry Country Club,
Inc, beginning April 9, 2021 through April 30, 2022.

liquor license from Kelsey No. 3 (Metalwood Grille) is on the agenda for approval. Metalwood
Grille previously held a video gaming license with 5 terminals. The Country Club would like to
be awarded the video gaming license that was previously held by Metalwood Grille.
RECOMMENDATION:
Therefore, if Council concurs, then it is recommended a motion be made to approve a video

Agenda Item Summary:
The petitioner, Pearl Street Commercial LLC. (Contract Purchaser), is requesting approval of the
following zoning items:
A Final Plat of McHenry Plaza Resubdivision;

Background:
The subject property consists of 8.934 acres, more or less, and is located on the southeast corner
of N. Richmond Road and McCullom Lake Road, with a common address of 1860 N. Richmond
Road. The proposed commercial subdivision involves the creation of two new commercial
outlots. The petitioner is requesting approval of a use variation to accommodate a new climate
controlled self‐storage facility in the 95,000 square foot vacant commercial building in lot 1. As
part of the proposal, the petitioner is required to improve the site to be in compliance with
building perimeter and parking lot landscaping and screening requirements. This involves
planting an additional 26 trees on site for a total of 47 trees. The petitioner is requesting approval
of a conditional use permit for a future potential drive‐thru restaurant on lot 3. Although no tenet
has been selected, staff is recommending approval subject to final site plan approval by the Staff
Plat Review Committee. Proposed on lot 2 is a two‐unit commercial building that will be occupied
by Aspen Dental and Wellnow (walk‐in medical office clinic). A variation is requested to allow a
minimum lot width of 187 feet (outlot 3), and 163 feet (outlot 2) in lieu of the required 200 feet
when adjacent to an arterial roadway. The petitioner will also need to receive approval of a
variation to allow a 3rd egress onto McCullom Lake Road from Lot 1 for the proposed self‐storage
facility.
Planning & Zoning Commission Recommendation:
The Planning & Zoning Commission unanimously recommended approval of all requests. There
were no members of the general public present to comment on the development.
New Access Proposed on McCullom Lake Road:
The applicant presented a site plan with a third one‐way egress proposed on McCullom Lake
Road that was not included in the original submittal. The City of McHenry Subdivision Control
and Development Ordinance allows for a maximum of two driveways for the same property when
over 100’ in length. Included in the original request was a blanket variation for any other
variations necessary to accommodate the proposed development. Staff confirmed with the City
Attorney that the revised site plan was not a substantial change and the development could
continue to City Council for a final vote. The Public Works Department Director, Staff Engineer,
and Community Development Director met with the petitioner to discuss the hardship of the
variance request. Staff was in agreement that a particular hardship based on accessibility and the
services rendered that a 3rd egress was necessary for the operation of the business. The Director
of Public Works and Staff Engineer were in agreement that this change would not cause any
adverse impacts and that there was adequate site distance and spacing between accesses to
accommodate the proposed egress. Ultimately, the Staff Engineer did not object to the requested
egress subject to appropriate conditions.

Recommendation:
Therefore, if the City Council concurs, it is recommended the attached Ordinance granting
approval of the Final Plat of McHenry Plaza Resubdivision and Ordinance granting approval of

Chairman Strach called the hearing to order at 7:10 p.m. regarding File No Z‐986 a request for A
Final Plat of Resubdivision, a Use Variance to allow a Mini‐Warehouse, a Conditional Use Permit to
allow a future Drive‐Thru Restaurant, Zoning Variations to minimum lot width, and any other
variations necessary to accommodate the proposed commercial development at 1860 Richmond
Rd. Chairman Strach confirmed all legal posting requirements have been met. Planner Sheriff stated
there was an error in the original posting of the hearing in regard to the property location however
he verified with the attorney that the correct PIN and street address were listed in that same
posting and therefore the posting could be considered valid if the commission agrees. Chairman
Strach agreed.
Attorney Joe Gottemoller stated he will address any zoning questions. Engineer Joseph Vavrina, HR
Green was sworn in. Attorney Steven L. Schwartz, Manager of Pearl Street Commercial, LLC, 1860 N.
Richmond Rd., McHenry, stated Pearl Street Commercial is the contract purchaser of the former
Stock & Field building. He stated they are proposing a conversion into a Class A climate‐controlled
self‐storage facility with drive‐thru along with creating two outlots. The self‐storage REIT engaged
as manager of the facility will be a top operator such as Cubesmart, Life Storage, or Extra Space
Storage. An office on location will be staffed and have a retail component and the facility will
operate 24/7 regardless of the weather with a 24‐hour help line. Ingress/egress will be controlled
by a keypad and monitored by security cameras. Very little parking will be needed for this use.
Signage will be presented through City Council and all necessary permits and processes will be
followed.
Mr. Schwartz stated customers are not allowed to store chemicals, flammables, or other dangerous
solvents, which is governed by month to month leases.
There are letters of intent signed for the two medical/wellness tenants of one of the outlots and
they are negotiating with several other restaurant, retail, and automotive brands for the other
outlot. They have also designed a drive‐thru for the building to accommodate one of many quick
service restaurants that may want to expand in this market.

City Planner Sheriff provided the Commission with the Staff Report regarding this file stating the
petitioner is proposing a new climate controlled self‐storage facility to occupy the space, which is
defined as a Mini‐Warehouse. Mini‐Warehouses are not permitted uses within the C‐3 Community
Commercial District and require approval of a use variation to proceed.
The petitioner is also requesting approval of a conditional use permit to operate a future drive‐thru
restaurant on outlot 3. Planner Sheriff stated because a future tenant has not been identified a
generic site plan for the drive‐thru restaurant is being proposed and Staff is comfortable with the
request and will recommend a condition be added that final site plan approval be reviewed and
approved administratively by the Staff Plat Review Committee which consists of the Public Works
Director, Staff Engineer, Community Development Director, City Planner, Economic Development
Director, and Chief of Police.
Proposed on outlot 2 is a two‐unit commercial building that will be occupied by Aspen Dental and
Wellnow. Medical and dental offices are both permitted uses within the C‐3 Community
Commercial District.
Planner Sheriff stated the future land use map recommends commercial land use on the subject
property and these requests are in substantial conformance with the commercial future land use
recommendation.
The subject property is currently zoned C‐3 Community Commercial District and has operated as a
commercial strip mall since inception. Planner Sheriff stated there are no concerns regarding traffic
generated as a result of the proposed development.
The proposed resubdivision will create two new commercial outlots. Due to the proximity of the
outlots to an arterial roadway, the Zoning Ordinance requires a mimimum lot width of 200 feet.
Staff does not believe the variation request to minimum lot width will generate any adverse impacts
on the surrounding properties. The petitioner is proposing a generic drive‐thru restaurant on outlot
3 that typically would have required a site plan. The City has been working closely with the
petitioner to help attract a drive‐thru restaurant or other retail commercial element for the site.
The proposed landscaping plan includes an approximate 300‐foot long landscape perimeter along
the north building façade of the self‐storage building, replacement and addition of parking island
trees, and five additional shade trees along the east property line abutting the residential
townhome subdivision. The developer is adding a net increase of 26 trees for a total of 46 trees.
Overall, staff believes the proposed landscape plan is in substantial conformance with the City of
McHenry Landscaping and Screening Ordinance.
Planner Sheriff presented, in summary, staff believes the proposed commercial redevelopment is in
substantial conformance with the City of McHenry Zoning Ordinance. The aftermath of the
recession has left the City with large vacant commercial spaces that have struggled to retain

commercial tenants for over a decade. Staff believes the proposed mini‐warehouse, future drive‐
thru, and commercial outlots will attract significant reinvestment into the commercial corridor.
Staff does not believe approval of the petitioner’s requests would generate any adverse impacts on
the surrounding property owners. The development appears to be in compliance with the City of
McHenry Comprehensive Plan and Development Policies. Staff does not object to the petitioner’s
requests and recommends approval subject to appropriate conditions.
Planner Sherriff stated if the Planning & Zoning Commission agrees with staff’s assessment then
four separate motions are recommended, as presented in the Staff Report.
Chairman Strach invited questions and/or comments from the Commissioners.
Commissioner Walsh asked for clarification on the driveways and the drive‐through entrances in the
storage facility. Attorney Schwartz clarified convenience and customer service is met by having
more than one loading and drop off lane and entrance.
Commissioners Lehman and Thacker had no questions.
Commissioner Sobotta had no questions but commented that he appreciated the extra landscaping
design that was added.
Commissioner Gurda asked if rental trucks or propane will be added to the design and parking lot.
Attorney Schwartz stated they will not.
Chairman Strach invited questions and/or comments from the Public. There were no comments
from the public. Commissioner Strach closed the public comment portion of the hearing at 7:33
p.m.
Motion by Gurda seconded by Walsh to recommend with regard to File No. Z‐986, allowing
approval of the Final Plat of McHenry Plaza Resubdivision as outlined in the staff report, as
presented.

AN ORDINANCE GRANTING APPROVAL OF THE FINAL PLAT OF MCHENRY PLAZA
RESUBDIVISION IN THE CITY OF MCHENRY, MCHENRY COUNTY, ILLINOIS
WHEREAS, the City of McHenry, McHenry County, Illinois, is a home rule municipality as
contemplated under Article VII, Section 6, of the Constitution of the State of Illinois, and the
passage of this Ordinance constitutes an exercise of the City’s home rule powers and functions
as granted in the Constitution of the State of Illinois; and
WHEREAS, a petition has been filed with the City by Pearl Street Commercial, LLC
(“CONTRACT PURCHASER”) on behalf of Illiana Realty, LLC (“PROPERTY OWNER”), requesting
approval of the Final Plat of McHenry Plaza Resubdivision; and
WHEREAS, a public meeting on said petition was held before the Planning and Zoning
Commission on April 7, 2021 in the manner prescribed by ordinance and statute, and as a result
of said meeting, the Planning and Zoning Commission did unanimously recommend to the City
Council the granting of the requested final plat of subdivision; and
WHEREAS, the City Council finds that the approval of the final plat is in conformance with
the ordinances of the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MCHENRY,
MCHENRY COUNTY, ILLINOIS, AS FOLLOWS:
SECTION 1: That the final plat entitled, “Final Plat of McHenry Plaza Resubdivision,”
prepared by HRGreen, and bearing the date 3/12/21, attached hereto (“Exhibit B”) and
incorporated herein by reference, be and the same is hereby approved with the following
conditions:
1. The recordation of the final plat shall occur within six (6) months of City Council
approval.
SECTION 2: All ordinances or parts thereof in conflict with the terms and provisions
hereof are herby repealed to the extent of such conflict.
SECTION 3: This Ordinance shall be published in pamphlet form by and under the
authority of the corporate authorities of the City of McHenry, McHenry County, Illinois.

WHEREAS, a public hearing on said petition was held before the Planning and Zoning
Commission on April 7, 2021 in the manner prescribed by ordinance and statute, and as a result
of said hearing, the Planning and Zoning Commission did recommend to the City Council the
granting of the requested Use Variation, Conditional Use Permit, and Zoning Variations; and
WHEREAS, the City Council has considered the evidence and recommendations from the
Planning and Zoning Commission and finds that the approval of the requested Use Variation,
Conditional Use Permit, and Zoning Variations are consistent with the objectives of the City of
McHenry Zoning Ordinance to protect the public health, safety, morals and general welfare of its
residents.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MCHENRY,
MCHENRY COUNTY, ILLINOIS, AS FOLLOWS:
SECTION 1: That the SUBJECT PROPERTY is hereby granted a Use Variation to operate a
Mini‐Warehouse on Lot 1 of the Final Plat of McHenry Plaza Resubdivision subject to the
following conditions:
1.The development shall be in substantial conformance with the plans included in the
Developer’s Presentation attached hereto as “Exhibit B”.

SECTION 2: In granting said Use Variation, the City Council finds that the Approval
Criteria for Use Variances listed in §11‐19‐5 of the City of McHenry Zoning Ordinance have been
met.
SECTION 3: That the SUBJECT PROPERTY is hereby granted a Conditional Use Permit to
operate a future Drive‐Thru restaurant on Lot 3 of the Final Plat of McHenry Plaza Resubdivision
subject to the following conditions:
1.Any new construction that requires a drive‐thru shall be subject to site plan review and
approval by the Staff Plat Review Committee prior to being issued a building permit.
2.All other federal, state, and local laws shall be met.

Staff Comments
The following comments and conclusions are based upon staff analysis and review prior to this hearing and are
to be considered viable unless evidence is established to the contrary. Staff may have additional comments
based upon the testimony presented during the public hearing.
BACKGROUND & REQUEST SUMMARY
The petitioner, Pearl Street Commercial LLC. (Contract Purchaser), is requesting approval of the following
items:
x A Final Plat of McHenry Plaza Resubdivision;
x A Use Variance to allow a mini-ware house on Lot 1 (former Stock and Field building);
x A Conditional Use Permit on Lot 3 to allow a future drive-thru restaurant (TBD);
x A Zoning Variation to allow a minimum lot width of 187 feet (outlot 3), and 163 feet (outlot 2) in lieu of
the required 200 feet adjacent to an arterial roadway.
x Any other zoning variances necessary to accommodate the proposed commercial development.
The site consists of 8.934 acres, more or less, and is located on the southeast corner of N. Richmond Road and
McCullom Lake Road, with a common address of 1860 N. Richmond Road, McHenry, IL 60050 (“Subject
Property”). Formerly occupied by Stock and Field (Big R), the former tenant shuttered its operations
nationwide earlier this year. The petitioner is proposing a new climate controlled self-storage facility to occupy
the space which the Zoning Ordinance defines as a Mini-Warehouse. Mini-Warehouses are not permitted uses
within the C-3 Community Commercial District and therefore will require approval of a use variation to
proceed.
The petitioner is also requesting approval of a conditional use permit to operate a future drive-thru restaurant
on outlot 3 (northwest parcel). Because a future tenant has not been identified, the petitioner is proposing a
generic site plan for the drive-thru restaurant. Staff is comfortable with the request and will be recommending
a condition be added that final site plan approval be reviewed and approved administratively by the Staff Plat
Review Committee. All other ordinance requirements shall be met.
Proposed on outlot 2 is a two-unit commercial building that will be occupied by Aspen Dental and Wellnow
(small community walk-in healthcare facility). Medical and dental offices are both permitted uses within the C-
3 Community Commercial District. No variations are requested for the site and the proposed building and
operations appear to be in compliance with all ordinance requirements.
CITY OF MCHENRY ORDINANCES
x The petitioner must meet the Approval Criteria for Conditional uses, listed in §11-15-5 of the City of
McHenry Zoning Ordinance.
x The petitioner must meet the Approval Criteria for Variances, listed in §11-19-5 of the City of McHenry
Zoning Ordinance.
x The petitioner must meet the Approval Criteria for Use Variances, listed in §11-19-6 of the City of
McHenry Zoning Ordinance.
x The petitioner must meet the standards and specifications of Title 12 of the Subdivision Control and
Development Ordinance in the City of McHenry Municipal Code.

STAFF ANALYSIS
FFUTURE LAND USE MAP RECOMMENDATION
The future land use map recommends commercial land use on the subject property. The proposed drive-thru
restaurant, mini-warehouse, and commercial resubdivision are in substantial conformance with the
commercial future land use recommendation.
CURRENT LAND USE AND ZONING
The subject property is currently zoned C-3 Community Commercial District and has operated as a commercial
strip mall since inception. Due to the changing economic environment that has caused a downward trend in
retail space per capita nationwide, big box retail is in the process of contracting to a new equilibrium. These
once appropriate uses that were ideal for the C-3 Community Commercial District are now becoming more
challenging to sustain and require higher population density. There are no concerns regarding traffic
generated as a result of the proposed development.
COMPREHENSIVE PLAN OBJECTIVES AND POLICIES
Overall, staff believes the proposed development is consistent with the City’s Comprehensive Plan objectives
and policies. Staff comments italicized.
x Land Use, Objective – Allow a mixture of land uses in appropriate areas to promote responsible growth
while providing a high quality of life to the residents.
o Policy – “Preserve and expand areas of Commercial land use.” (p. 27)
Approval of the applicant’s request would preserve and expand areas of commercial land
use.
x Land Use, Objective – Encourage planned, high quality growth throughout the City.
o Policy – “Encourage redevelopment of older commercial areas by adopting Sub-Area Plans or
working through the different sections of the Plan to help facilitate the development.” (p. 48)
This particular commercial area is struggling due to the recent decline in big box retail
stores. The City will need to adapt and respond appropriately to this ongoing trend. Staff
believes the proposed commercial/service uses are appropriate for the area.
SITE PLAN ANALYSIS
The proposed resubdivision will create two new commercial outlots. Due to the proximity of the outlots to an
arterial roadway, the Zoning Ordinance requires a mimimum lot width of 200 feet. Staff does not believe the
variation request to minimum lot width will generate any adverse impacts on the surrounding properties. The
petitioner is proposing a generic drive-thru restaurant on outlot 3 that typically would have required a site
plan. The Community Development and Economic Development Department have been working closely with
the petitioner to help attract a drive-thru restaurant or other retail commercial element for the site. Staff is
recommending a condition be added that final approval of the site plan be subject to review and approval by
the recently created Staff Plat Review Committee. As a reminder, the Staff Plat Review Committee consists of
the Public Works Director, Staff Engineer, Community Development Director, City Planner, Economic
Development Director, and Chief of Police.
The proposed landscaping plan includes an approximate 300-foot long landscape perimeter along the north
building façade of the self-storage building, replacement and addition of parking island trees, and five
additional shade trees along the east property line abutting the residential townhome subdivision. The
developer is adding a net increase of 26 trees for a total of 46 trees. Overall, staff believes the proposed
landscape plan is in substantial conformance with the City of McHenry Landscaping and Screening Ordinance.

SSTAFF RECOMMENDATION & MOTION
In summary, staff believes the proposed commercial redevelopment is in substantial conformance with the
City of McHenry Zoning Ordinance. The aftermath of the recession has left the City with large vacant
commercial spaces that have struggled to retain commercial tenants for over a decade. Retail space per capita
nationwide continues to decline and more recently accelerated due to COVID-19. Staff believes the proposed
mini-warehouse, future drive-thru, and commercial outlots will attract significant reinvestment into the
commercial corridor. Staff does not believe approval of the petitioner’s requests would generate any adverse
impacts on the surrounding property owners. The development appears to be in compliance with the City of
McHenry Comprehensive Plan and Development Policies. Staff does not object to the petitioner’s requests
and recommends approval subject to appropriate conditions.
If the Planning & Zoning Commission agrees with staff’s assessment then four separate motions are
recommended:
1st MOTION: I motion to approve the Final Plat of McHenry Plaza Resubdivision as presented.
2nd MOTION: I motion to approve the petitioner’s request for a use variance to allow a mini-warehouse on
Lot 1 of the McHenry Plaza Resubdivision subject to the following conditions:
1. The development shall be in substantial conformance with the submitted site plan and landscaping plan.
2. All other federal, state, and local laws shall be met.
AND by making said motion, I agree with staff’s assessment that the approval criteria for Use Variations have
been met as outlined in the Staff Report.
APPROVAL CRITERIA FOR USE VARIANCES (§11-19-6)
A. Practical Difficulties or Particular Hardship.
Staff believes the strict application of the provisions of the Zoning Ordinance would result in an
unnecessary and undue hardship upon the applicant. The recent decline in big box retail has only been
accelerated due to changing consumer preferences as well as COVID-19.
B. Reasonable Return.
Staff believes the subject property cannot yield a reasonable return if permitted to be used only under
the conditions allowed by the regulations. Attracting a retail or commercial element to occupy large
commercial space is extremely challenging.
C. Unique Circumstance.
Staff does believe the request is under special circumstances uniquely for this property due to the sheer
size of the building and the decades-long decline in big box retail stores.
D. Not Alter Local Character.
Staff does not believe approval of the request will generate any adverse impacts on the surrounding
area and the new investment into the property that includes significant improvements to landscaping
will benefit the adjacent property owners.
E. Consistent With Title And Comprehensive Plan.
The developer is proposing commercial use and the Future Land Use Map recommends commercial land
use. Staff believes the overall request is consistent with the Title and Comprehensive Plan.

3rd MOTION: I motion to approve the petitioner’s request for the a zoning variation to allow a minimum lot
width of 163 feet (lot 2) and 187.19 feet (lot 3) in lieu of the required 200 feet, and any other variances
necessary to accommodate the proposed development. AND By making said motion I agree with staff’s
assessment that the approval criteria for zoning variances have been met as outlined in the staff report.
VARIANCE APPROVAL CRITERIA (§11-19-5). Comments of staff italicized below.
A. Special Circumstances Not Found Elsewhere.
Staff believes this is an unusual circumstance due to the configuration of the original subdivision layout.
The land would be challenging to repurpose and meet the arterial lot dimension ordinance
requirements.
B. Circumstances Relate to the Property Only.
Staff believes this is a special circumstance as a result of the prior subdivision layout.
C. Not Resulting From Applicant Action.
The applicant did not create the original layout of the subdivision.
D. Unnecessary Hardship.
Staff believes if the city enforces the ordinance that it would cause undue hardship on the applicant
since the land would likely remain unusable and the proposed commercial uses are appropriate for the
area based on the Future Land Use Map recommendation for commercial.
E. Preserves Rights Conferred By District.
Staff believes this does not confer a special privilege for the subject property.
F. Necessary For Use Of Property.
Staff believes that without approval, the petitioner would be denied reasonable use and enjoyment of
the property.
G. Not Alter Local Character.
Staff believes approval of the petitioner’s request would not substantially alter essential character of
the locality nor have any other adverse impacts. Improvements to the subject property would positively
impact the surrounding area.
H. Consistent With Title And Plan.
The future land use map recommends commercial development for the site and the proposal is for
commercial land use. Staff believes the proposal is consistent with the title and plan.
I. Minimum Variance Recommended.
Staff believes the proposed variance requests are the minimum required.

Staff does not believe the proposed use will generate any adverse impacts on public safety and health.
F. Other Factors.
Staff believes the proposed auto-dependent use is appropriate due to the site being located off of a
state route.

Narrative-
Pearl Street Commercial LLC is the contract purchaser of the former Stock &
Field building located at 1860 Richmond Road, McHenry, Illinois. The overall
property is 8.937+/- acres with an 95,500+/- sq. ft. building, Zoned C-3,
Community Commercial. The existing building (formerly occupied by Target,
Big R and most recently by Stock and Field before they filed for bankruptcy and
closed recently) is proposed to be converted into a Class A climate-controlled
self-storage facility with drive-thru along with the creation of two outlots as
part of a 3 lot resubdivision. One outlot will include the development of a two-
tenant building for Aspen Dental and WellNow and the second outlot is
designed for a potential restaurant use with drive-thru.
Pearl Street Commercial LLC has filed the requisite applications to seek a public
hearing to obtain a Use Variance for mini-warehouse in the C-3 District, Zoning
Variance for Minimum lot widths less than 200’ for the proposed outlots,
Conditional Use for a restaurant with drive-thru use and final Plat approval for
the proposed 3 lot resubdivision.
Class A Climate controlled self-storage use and operations-
We intend to engage a major self-storage REIT, as our 3rd Party manager of the
self-storage facility, which we do for all our converted Class A climate-
controlled self-storage facilities. We have used Cubesmart, Life Storage and
Extra Space Storage for similar projects and expect to engage one of these top
operators the 1860 Richmond location.
The retail office will be located at the southern portion of the building and our
customers will be greeted and served upon entering the retail sales office. They
will be processed and execute their lease, receive their code and pin access to
enter the loading berth or drive-thru area that will allow customers to stage
and unload their goods and items year-round, regardless of the weather. This
ingress/egress out will be controlled by a keypad and monitored by security
cameras 24/7.

Our best-in-class 3rd Party manager will operate a Customer Care Center from
their corporate home office that takes customers calls 24/7 so if any problems
arise with access or an incident, they can respond immediately outside of
normal business hours.
Hours of Operation:
Mon.-Friday 8:00 a.m. to 7:00 p.m.
Saturday 9:00 a.m. to 6:00 p.m.
Sunday 10:00 a.m. to 5:00 p.m.
Customers will not be able to store chemicals, flammables, and other dangerous
solvents, which is governed by their signed month to month leases.
The retail office will sell boxes, locks and other moving items to facilitate their
storage and rental experience within this climate-controlled facility with drive-
thru access.
Outlot Development-
Our development team has worked diligently to optimize the highest and best
use of the proposed outparcels along Rt. 31, in front of the vacated former
Target/Stock & Field building.
To maximize the visibility, parking, circulation and access - key components to
attracting the best-in-class retail users – we have increased the depth of the
parcels and are proposing two new lots and buildings.
On the southern outparcel we have designed a two tenant, 7,000 sf Class A
single story retail building that will house national brands, Aspen Dental
(www.aspendental.com) and Well Now (https://wellnow.com/ ), who are
sister companies and operate lower cost to patients, dental and urgent care
practices. They have a strong presence in the Chicagoland market, and fills a
void for them in this region of McHenry County. We have signed letters of intent
for 10-year initial term leases.

The other outparcel to the north, we are currently negotiating with several
other restaurant, retail, and automotive brands, but have designed a drive-thru
for the building to accommodate many of the quick serve restaurants looking
to expand in this market.
We do not have a commitment at this time for the northern outparcel but want
to maintain as much flexibility as possible with size, shape and configuration to
attract similar best-in-class businesses.

AGENDA ITEM SUMMARY:
The purpose of this agenda item is for the consideration of an Ordinance to delete Chapter 2‐2
of the Municipal Code relating to the Economic Development Commission in its entirety and
creation of a Community Navigator Panel.
BACKGROUND/ANALYSIS:
The Economic Development Commission Chapter was added to the Municipal Code by
Ordinance on July 17, 2017. By mutual agreement, the members of the Commission along with
Staff feel the Commission has not been effective in its purpose as created and is requesting
dissolution of the Commission in order to pursue more effective business assistance for the City
of McHenry. The Mayor, Chairperson and staff met to discuss this new approach and
dissolution of the existing Commission and believe it is the best option for the City at this time.
A Community Navigator Panel approach is proposed and will be implemented in a plan to
attempt to gain further success in economic development. Instead of a Commission, the
Community Navigator Panel will not meet regularly but consist of a group of experts who are
available on an as‐needed basis. When staff requires assistance in a certain area or field they
can call on a particular expert for assistance in an economic development matter.

These people will be part of a Community Navigator Panel and consist of various subject matter
experts including land development and construction, real estate, manufacturing, small
business, banking and finance, not‐for‐profit, restaurant, entrepreneur, retail, service, auto and
health and wellness. Staff believes with such a diverse group of experts/community navigators,
time spent will be utilized in the most effective manner.
RECOMMENDATION:
Therefore, if Council concurs, it is recommended that a motion be made to recommend the
City of McHenry delete Chapter 2‐2 of the Municipal Code relating to the Economic
Development Commission in its entirety and creation of a Community Navigator Panel.

ORDINANCE NO. 21-
Deleting Title 2, Chapter 2, Economic Development Commission
WHEREAS, the City of McHenry, McHenry County, Illinois, is a home rule
municipality as contemplated under Article VII, Section 6, of the Constitution of the State of
Illinois, and the passage of this Ordinance constitutes an exercise of the City's home rule
powers and functions as granted in the Constitution of the State of Illinois.
NOW, THEREFORE BE IT ORDAINED by the City Council of the City of
McHenry, McHenry County, Illinois, as follows:
SECTION 1: Chapter 2-2, of the Municipal Code relating to Economic
Development Commission, is hereby deleted in its entirety.
SECTION 2: If any section, paragraph, subdivision, clause, sentence or provision of
this Ordinance shall be adjudged by any Court of competent jurisdiction to be invalid, such
judgment shall not effect, impair, invalidate or nullify the remainder thereof, which remainder
shall remain and continue in full force and effect.
SECTION 3: All ordinances, or parts thereof, in conflict herewith are hereby repealed
to the extent of such conflict.
SECTION 4: This ordinance shall be published in pamphlet form by and under the
authority of the corporate authorities of the City of McHenry, Illinois.
SECTION 5: This ordinance shall be in full force and effect from and after its
passage, approval and publication, as provided by law.

AGENDA ITEM SUMMARY:
Staff is seeking direction from City Council regarding the approval of Honorary Street Signs for
the 2021 calendar year.
BACKGROUND:
The Honorary Street Sign program provides citizens of the City of McHenry with an opportunity
to honor people and/or family members who have made significant contributions to the City. To
be considered, the proposed honoree is required to meet the following criteria: historical and/or
cultural influence on the City; proof of significant association to the City; clear geographical
relationship of street to the area of interest of the candidate; known to be of good moral
character and clearly defined community or public contribution made by the honoree.
At the March 22, 2021 Public Works Committee Meeting, applications for Honorary Street signs
were considered for recommendation to the City Council for approval. The current policy, which
was adopted by City Council in 2016, allows for the approval of three (3) honorary sign
applications in a calendar year.

Because of the large number of applications and limitations of the current policy, the Public
Works Committee made a recommendation to bring all five applications before the City Council
to consider a recommendation either to select and approve three of the five applications or to
allow a variation from the policy in this case.
RECOMMENDATION:
Therefore, staff recommends that the City Council approve a motion to either recommend
three (3) applications for approval by City Council at a future City Council meeting or to allow
for a variation from the policy and recommend all five (5) applications for approval at a future
City Council meeting.

Criteria for Designation
Mark had an undeniable influence on the City of McHenry. He was the owner of a
multigenerational family business, and dedicated his life to helping bereaved
families to properly celebrate the lives of their departed loved ones. Mark was also a
great asset to local law enforcement, in that he provided a training location and
countless items of advice to many ceremonial honor guard units. Through his
invaluable assistance on countless issues, these honor guard units were able to
render final salutes to deceased police officers and firefighters. Furthermore, Mark
was a force for good, due to having donated both money and services for deceased
persons who would not normally have had a proper memorial service or burial.
These people included veterans without local families, victims of drug abuse, and
others.
Mark was also intimately involved in one of the most tragic events of our nation's
recent history, the September 11th attacks on the World Trade Center in New York
City. Mark was a founder of a multistate unit that assisted with identifying remains
and ensuring that proper services took place for those who perished in those horrific
events. He carried to New York decades of experience and dedication to his
profession, and brought back to McHenry a unique perspective and appreciation for
the magnitude of those events.
Mark's family resided in McHenry since the 1890s, and throughout that time, they
operated a prominent local business.
Municipal Drive abuts the Justen Funeral Home, the flagship of Mark's multi-building
business (he also operated funeral homes in Wonder Lake and Round Lake), and is
the main street by which one accesses the funeral home.

Simply put, Mark was a fixture in McHenry, both through his service as a member
and trustee of the McHenry Township Fire Protection District, and as a prominent
local businessman. Mark never hesitated to help someone in need of his expertise,
and dedicated his life, both professional and personal, to helping better, or at least
assist, other people. Mark personified service and assistance of others, and it is my
belief that an honorary street designated for him would be a daily reminder to others
of his steadfast enthusiasm for helping others in his community. Thank you for your

Criteria for Designation
James Keevil was born on Dec. 25, 1948 and raised in McHenry. He passed away
on October 26,2020.
Jim was a veteran on the Vietnam War serving in the US Navy. He was honorably
discharged. Jim served as a Sgt. of the McHenry Police Department for 3 years
.During that time he received recognition for meritorious police work for
apprehending a murder suspect, Philip Soper, on Dec. 18, 1970. Soper had shot
and killed two people in McHenry and was later convicted in 1971 of these crimes
.One of these shootings took place in the office of Dr. Kohl on Riverside Drive. The
suspect was captured at the Riverside Hotel.
James went on to serve the McHenry Police Department for 29 years as
Communications Supervisor, retiring in 2005. He is also a past member of the
McHenry Township Fire Protection District.
Jim and his family lived in McHenry all of his life. He served our country and he
served our community his entire adult life, in addition to the things I've already
mentioned. He had a passion for the city of McHenry and the people who lived here.
Jim helped so many people, quietly, without need for recognition.
The significant event in his police career took place on Riverside Drive. He grew up
on Court Street and spent much of his childhood at Pearl street Park, now known as
Veterans Memorial Park. He lived on Riverside Drive for at least 20 years. In his
retirement he enjoyed his life there and he affectionately became known as "The
Mayor of Riverside Drive."
A lifetime of service to our city, most notably the apprehension of a murder suspect,
later convicted of two murders in our city.

Kay Rial Bates has been an employee of the McHenry Area Chamber of Commerce
from 1991-2020 and has served as President since 2003. During this quarter-
century of service to our community, chamber, and all businesses large and small
we have seen the economy, culture, and spirit of fun and service to others flourish. I
hear leaders around McHenry talk about how our community is an ideal one in
which to LIVE, WORK, and PLAY. Kay has not only exemplified that but has helped
to make that mantra come to fruition for so many families and businesses because
of her tireless work that far exceeded any of her job descriptions. Great
communities, businesses, and organizations prosper when people give of
themselves. Kay has done that for our entire community, all our businesses, and our
schools. Her time, sweat, and efforts are part of the very fabric of our city. Almost
every business owner, leader, and organization has been personally impacted by
her.
Kay is a long-time resident of the City of McHenry and has raised her three children
who have all attended McHenry Community High School. Kay has been an
employee of the McHenry Area Chamber of Commerce since 1991 and its President
since 2003. Kay has become a well known McHenry icon because of her ever-
present servanthood in so many community endeavors.
Lower Green Street south of Elm to Waukegan is the economic downtown and
center of McHenry. It is also the location of the home office of the MACC, the
location of so many events over the years, close to many of our businesses and the
Riverwalk. We are suggesting either one of the southern corners of Green and Elm
or one of the northern, highly visible corners of Green and Waukegan.

The impacts and accomplishments of the McHenry Area Chamber of Commerce
under Kay’s leadership are too numerous to name. Fundamentally, Kay’s
stewardship, vision, and fiscal responsibility has enabled the MACC to grow into one
of the premier chambers in the area. The MACC is financially stable and has grown
in membership and impact over the decades. Its work and initiatives has also
changed the landscape of McHenry. Kay and the MACC has been a driving force
behind all the periods of economic prosperity in our community. The leadership on
the Riverwalk project has also been part of the long-term vision and revitalization for
the future connecting business to our most precious natural resource. Kay and the
MACC has grown Fiesta Days into a premier summer festival and continues to look
for new ground to break partnering on other community events like McHenry
Shamrocks the Fox and philanthropies like St. Baldrick’s. Kay has also been a
fervent supporter of our school systems and has helped McHenry High School foster
an annual MTI (Manufacturing, Trades, and Industry) Career Expo. Kay has worked
to coordinate other manufacturing week events and tours to inspire our young
people to important careers that are the foundation of our industrial and trades
workforce.

Judy Walsh Smith was born and raised in Mchenry, IL. She attended St. Patrick's
school k-8, then McHenry East High School, where she graduated in 1960. Judy
continues to live in McHenry, as she has her entire life. Judy worked as a teenager
at Waddle's drug store on Green Street. She was a beautician after high school. She
was a stay at home mom, while her children were growing. She then became a
community service officer at the McHenry Police Department from 1989-2006. She
is a member of St. Patrick's Church. She also has been a volunteer for the FISH
pantry in McHenry for many years.
Judy Walsh Smith's childhood home is 814 Center Street. She still owns this family
home. She is the second daughter of Quentin and RoseAnn Walsh, who was the
first nurse in McHenry. She currently resides on Kama Ave, in the McHenry
Township.
Judy Walsh Smith was the crossing guard at Edgebrook school for many years. I
believe this would be a huge honor for her to have a street honorarily named after
her at this location. Many children looked forward to seeing her smiley face
everyday.
As stated above, my mom, Judy, is a lifetime resident of McHenry. Her heart is a
part of this city. As a community service officer, many would say hi to her as she
would mark tires on Green and Main street. Children at Riverwood and mostly
Edgebrook school looked forward to seeing her everyday. During her time at the
police department, she only took 1 full week off of sick days. She LOVED working
there. As her child, I hated going anywhere with her, as she knew (knows) everyone
in this town. And now her work at St. Patrick's in the Lady's guild and working at the
FISH food pantry, she loves to help. I truly think it would be honor to the city to name
a street after her.

Criteria for Designation
I was in a network group with Mike years ago and he was always quick to volunteer
and help out. He led by example when people were in need, he was the first to step
forward.
When the city began the Shamrock Fest celebration and needed sponsors to offset
the cost, Mike/All Pro Plumbing was the primary sponsor the first couple years.
Without his financial support we would have been challenged getting this amazing
event initiated. Mike/All Pro Plumbing has also donated to the Police Department,
along with Wayne Jett/Jett's Hearing, for the Ballistic helmets. He has donated to
Special Olympics, did the Polar Plunge both for the Police department. sponsored
the Night Out with the police, donated to the Shop with a Cop program. Mike has
also sponsored major events of Fiesta Days.
Family residence
Because Mike's business is on 120 and close to the VFW, it makes more sense to
honor him my his home, where his family and neighbors can see this tribute.
When he heard Girl Scout money had been stolen, he donated a replacement
contribution. He has sent 200 care packages to the troops for the VFW along with
donating turkeys for the VFW. He donated hot chocolate for the Holiday light display;
sponsored a night with the Santa house. He has donated to the food pantry.
