JANUARY 4, 2012
Mayor Low called the regularly scheduled January 4, 2012 meeting of the McHenry City
Council to order at 7:30 p.m. In attendance were the following Aldermen: Santi, Glab, Schaefer,
Blake, Wimmer, Peterson, and Condon. Absent: None. Also in attendance were City
Administrator Black, Assistant City Administrator Hobson, City Clerk Jones, City Attorney
McArdle, Construction and Neighborhood Services Director Schwalenberg, Public Works
Director Schmitt, Parks and Recreation Director Merkel, Chief of Police Jones.

There was no one who signed in to speak during the Ten Minutes of Public Input.

Motion by Wimmer, seconded by Schaefer, to approve the Consent Agenda as

A. Resolution authorizing an increase in water/sewer usage fees;
B. Purchase of two used utility vehicles for the Police Department from Buss Ford in an amount not-to-exceed$30,700;

REQUEST TO HOST MCYSA/USSSA SUMMER INTERNATIONAL CHAMPIONSHIP AT PETERSEN
PARK ON JULY 28, 2012 THROUGH AUGUST S. 2012, INCLUDING WAIVER OF ALL ASSOCIATED
FEES
In attendance was McHenry County Youth Sports Association (MCYSA) President Jack
Sebesta.
Assistant Administrator Hobson stated a request was submitted by President Jack
Sebesta of the MCYSA to use Petersen Park for its Summer International Championship series
from July 28, 2012 through August 5, 2012. Most games would occur between the hours of 8
a.m. and 5 p.m. The MCYSA would like permission to collect a daily entry fee and to sell
tournament passes for all games to be held at the park. The association is also requesting
waiver of associated park rental fees.
Assistant Administrator Hobson noted the CABA World Series will not be held at
Petersen Park and the park facilities are therefore available for the MCYSA tournament. Staff
has considered the request and supports the use of the park and waiver of fees as presented.

Mr. Sebesta addressed Council noting the MCYSA is considering bringing additional
games to the VFW fields. He noted there are 48,000 registered baseball teams in the country.
He thanked Staff for their assistance is presenting this matter to Council for consideration. Mr.
Sebesta provided Council with information about the MCYSA as it supports the development of
youth including a scholarship program which is available to all participants who have played in
any tournament of the organization.
Alderman Condon stated this is a great opportunity for the community and she believes
this to be an exciting new venture.
Alderman Santi stated this is an excellent way to showcase Petersen Park. He inquired
as to the cost of daily entry fees to the event. Mr. Sebesta responded typical fees are as follows:
Daily entry fee $ 5.00
Adult tournament passes $25.00
Child tournament passes $15.00.
Mr. Sebesta noted the fees have not changed in years and he does not foresee the fees being
increased this year.
Alderman Glab inquired about the waiver of fees.
Alderman Schaefer stated this is the type of event the City would like to see taking place
in Petersen Park. He expressed his appreciation for the event being scheduled in the City. -�
Alderman Blake concurred with Alderman Condon.
Alderman Wimmer concurred with Aldermen Blake and Condon.
Alderman Peterson inquired if there would be local teams involved in the tournament.
Mr. Sebesta responded offers are being made to 11, 13 and 15-year olds. Invitations have been
extended to some local Crystal Lake and Lake in the Hills teams.
Mayor Low thanked Mr. Sebesta for bringing the event to the City.
Motion by Condon, seconded by Schaefer,to accept Staffs recommendation to approve
the use of Petersen Park from July 28, 2012 through August 5, 2012 by the McHenry County
Youth Sports Association for the MCYSA/USSSA Summer International Championship
tournament, and to waive all associated park rental fees for the event as presented.
Voting Aye: Santi, Glab, Schaefer, Blake, Wimmer, Peterson, Condon.

MAYOR STATEMENT AND REPORT

COMMITTEE REPORTS
Chairman Alderman Wimmer announced a Public Works Committee Meeting has been
scheduled for Monday, January 9, 2012 at 5:30 p.m. in the Aldermen's Conference Room to
discuss the City's waste hauling services for residential customers.
Chairman Alderman Condon announced the Character Counts! Coalition is hosting a
joint meeting of all coalition participating agencies on Thursday, January 12, 2012 at 11 a.m. in
the Council Chambers of the Municipal Center. She noted there would be a presentation
regarding St. Baldrick's Day fundraiser.
