HomeMy WebLinkAboutMinutes - 01/16/2012 - City Council REGULAR MEETING January 16, 2012 Mayor Low called the regularly scheduled January 16, 2012 meeting of the McHenry City Council to order at 7:30 p.m. In attendance were the following Aldermen: Santi, Glab, Blake, Wimmer, Peterson, and Condon. Absent: Schaefer. Also in attendance were Deputy Administrator Martin, Assistant City Administrator Hobson, City Clerk Jones, City Attorney McArdle, Construction and Neighborhood Services Director Schwalenberg, Public Works Director Schmitt, Chief of Police Jones, City Engineer Pieper. PUBLIC INPUT SESSION There was no one who signed in to speak during the Ten Minutes of Public Input. CONSENT AGENDA Alderman Santi questioned where the bid for Consent Agenda item B, printing of three seasonal Parks and Recreation brochures and two city newsletters, came in with regard to the budget. Assistant Administrator Hobson replied the bid was$100 under budget. Motion by Santi, seconded by Blake, to approve the Consent Agenda as presented: A. Temporary Use permit,First United Methodist Church,3717 Main St.; B. Award of bid,John S. Swift Co., Inc.,three seasonal Parks and Recreation brochures and two city newsletters in an amount not to exceed$11,691; C. Special Event Liquor License,Holy Apostles annual Bunco Bash; D. Voting Nay: None. Absent: Schaefer. Motion carried. REQUEST FROM MCHENRY ROTARY CLUB FOR THE FOLLOWING ON SUNDAY MARCH 11, 2012: 1. USE OF VETERANS MEMORIAL PARK FOR ST. PATRICK'S DAY COMMUNITY SERVICE EVENT: 2. INTERMITTENT STREET CLOSURES FOR ST. PATRICK'S DAY COMMUNITY SERVICE GROUP AWARENESS PARADE: 3. WAIVER OF ALL ASSOCIATED FEES Assistant Administrator Hobson stated a request was submitted by Georgene Sergeant of the McHenry Rotary Sunrise Group to host their annual "St. Patrick's Day Community Service Group Awareness Parade" and use Veteran's Memorial Park for related activities on Sunday, March 11, 2012. The parade would begin at East Campus at 1:00 p.m. and continue on to Veterans Memorial Park. Road closures would be necessary on Waukegan Road, Green Street, Pearl Street and Park Street from 1:00— 1:30 p.m. Additionally, there would be park activities, including self-contained food vendors, ending by 6:00 p.m. The Rotary Club is also requesting waiver of associated park rental fees of approximately$510.00. Staff has considered the request and supports the use of the park and related road 16� closures along with the waiver of fees as presented. Motion by Wimmer, seconded by Blake, to approve the "St. Patrick's Day Community Service Group Awareness Parade" on Sunday, March 11, 2012; temporary closure of Waukegan Road, Green Street, Pearl Street and Park Street between 1:00-1:30 p.m.; special use for associated activities in Veteran's Memorial Park until 6:00 p.m.; and waiver of all associated costs for the event. Voting Aye: Santi, Glab, Blake, Wimmer, Peterson, Condon. Voting Nay: None. Absent: Schaefer. Motion carried. REQUEST FOR SIGN VARIANCE FOR MCHENRY COMMUNITY HEALTH CENTER AT 3901 MERCY DRIVE Construction and Neighborhood Services Director Schwalenberg stated a request was submitted by McHenry Community Health Center for a sign variance allowing installation of a second wall sign on the exterior of their new facility at 3901 Mercy Drive. Staff has no reservations or issues with this request and supports approval of the variance as presented. Regular Meeting Page 4 January 16,2012 Alderman Wimmer inquired if this is the same building that was approved for temporary ,..� use of a free-standing sign to be located near Route 31 previously. Construction and Neighborhood Services Director Schwalenberg responded in the affirmative but noted the McHenry Community Health Center never erected the free-standing sign. Alderman Glab noted the sign requested fits in well with the architecture of the building. Motion by Wimmer, seconded by Santi, to approve a variance for the property at 3901 Mercy Drive to allow the installation of a second wall sign on the south face of the building as presented. Voting Aye: Santi, Glab, Blake, Wimmer, Peterson, Condon. Voting Nay: None. Absent: Schaefer. Motion carried. REQUEST FOR FACADE IMPROVEMENT GRANT, BIKE HAVEN, 3318 W. PEARL ST. In attendance were Josh and Jessica Arnold, owners of Bike Haven. Deputy Administrator Martin stated a request was submitted by Josh and Jessica Arnold, owners of Bike Haven at 3318 W. Pearl Street for a Facade Improvement Grant for the purchase -� and installation of new windows similar to the style that existed on the building in its original state over 60 years ago. The cost of the renovations was $4,925 and work has already been completed. Deputy Administrator Martin noted that staff has considered the request and recommends approval of a Facade Improvement Grant as presented. Alderman Condon stated this is why the City has this type of grant. Alderman Santi asked if$4,925 is the total cost of all renovations or if there is still more work to be done. Mr. Arnold informed Council that $4,900 is the cost of the glass only. Alderman Glab stated it is his understanding there is no additional money in the Fagade Improvement Grant fund. Deputy Administrator Martin responded the money actually comes from the General Fund on a case-by-case basis and there is not a specific budget line item for the Fagade Improvement Grant fund. Alderman Glab opined that a precedent would be set to provide money that hasn't been budgeted and every effort to stay within the budget should be made in the future. Pearl Street as presented. Voting Aye: Glab, Blake, Wimmer, Peterson, Condon. Voting Nay: Santi. Absent: Schaefer. Motion carried. MAYOR STATEMENT AND REPORT There was no Statement or Report by Mayor Low. COMMITTEE REPORTS Chairman Alderman Condon announced there is a Community Development Meeting tomorrow, Tuesday January 17, at 7:00 p.m. in the Aldermen's Conference Room. Chairman Alderman Condon announced there was a good turnout for the Character Counts Meeting on Thursday, January 12, 2012. A number of pledges toward the St. Baldrick's Fundraiser were received, including Chief of Police Jones, Construction and Neighborhood Services Director Schwalenberg, Public Works Director Schmitt, Alderman Peterson, and Mayor Low. She thanked everyone for their pledges and donations. Mayor Low added City Engineer Pieper has also started a team of 8 people so far at H.R. Green. Chairman Alderman Condon stated the City is full of people with good character. STAFF REPORTS There were no Staff Reports. FUTURE AGENDA ITEMS There were no Future Agenda Items discussed.
