October 29, 2012
Mayor Low called the regularly scheduled October 29, 2012 meeting of the McHenry City
Council to order at 7:30 p.m. In attendance were the following Aldermen: Santi, Glab, Schaefer,
Blake, Wimmer, Peterson, and Condon. Absent: None. Also in attendance were City
Administrator Morefield, Deputy City Administrator Martin, Assistant City Administrator
Hobson, City Clerk Jones, Public Works Director Schmitt, Chief of Police Jones.
PUBLIC INPUT SESSION
There was no one who signed in to speak during the Ten Minutes of Public Input.
PRESENTATION: 2012 WASTEWATER TREATMENT PLANT OF THE YEAR
Mayor Low stated The City of McHenry is the recipient of an award from the Fox Valley
Operator's Association (FVOA) for the 2012 Treatment Plant of the Year. Mayor Low
recognized Russell Ruzicka, Wastewater Superintendent, and members of his department.
Public Works Director Schmitt introduced all members of the department, recognizing that the
City is appreciative of their hard work and dedication to their job. Additionally, Public Works
Director Schmitt noted that the company that designed the South Wastewater Treatment Plan,
Maxim out of Volo, IL, received an honorable mention for the project.

REQUEST TO APPROVE THE TEMPORARY CLOSURE OF CORPORATE DRIVE TO PRIME
PARKWAY FOR THE HUMAN RACE 5K RUN ON APRIL 21,2013
Assistant City Administrator Hobson stated Not-For-Profit Resources is organizing the
third annual Human Race 5K Run in the McHenry Corporate Center on Sunday, April 21, 2013.
Individuals and organizations who participate in the event raise funds for a non-profit of their
choice serving McHenry County.
The proposed route begins and ends at the northern terminus of Corporate Drive
primarily utilizing Prime Parkway and Ridgeview Drive with a turnaround on Century Court. To
start the race safely, it will be necessary to close Corporate Drive to Prime Parkway for
approximately 15 minutes from 8:00 a.m. to 8:15 a.m. while runners transition from a mass
start to single file. Minor traffic management by McHenry Police will be necessary and event
organizers will reimburse the city for services required for the event.
Motion by Schaefer, seconded by Santi, to approve the temporary closure of Corporate
Drive to Prime Parkway for the Human Race 5K Run on April 21, 2013, as presented.

AWARD OF BID FOR HOLIDAY LIGHTING IN VETERANS MEMORIAL PARK—TEMPLE DISPLAY IN
AN AMOUNT NOT TO EXCEED$15,000
Assistant City Administrator Hobson stated Council, at its September 24, 2012 regularly
scheduled meeting, authorized the request for bids for the installation and removal of holiday
lighting in Veterans Memorial Park. Bids were sought and opened on October 16, 2012. The
sole bid submitted was presented by Temple Display in the amount of $15,000. The contract
includes maintenance throughout the holiday season and removal of the lights by no later than
February 7, 2013. It was noted that the 2012/2013 budget included an expenditure of$17,500
for this line item. The project is scheduled to be completed by Saturday, November 17, 2012, in
preparation for the Downtown Christmas Walk and Toys for Tots Parade.
In response to an inquiry by Alderman Glab, Assistant City Administrator Hobson stated
roughly the same number of lights would be used this year as compared to last year.
Alderman Peterson opined $15,000 is excessive for this expense and the City does a fine
job decorating.

in Veterans Memorial Park to Temple Display in an amount not to exceed $15,000, as
presented.

REQUEST TO ACCEPT A PROPOSAL FROM STUDIO 222 ARCHITECTS FOR THE ARCHITECTURAL
DESIGN/PROJECT MANAGEMENT FOR THE REPLACEMENT OF THE ROOF AND SHOP
FURNACES AT THE PUBLIC WORKS FACILITY LOCATED AT 1415 INDUSTRIAL DRIVE FOR A
LUMP SUM OF $67,500 PLUS REIMBURSABLE EXPENSES AND AUTHORIZATION TO PUBLICLY
BID THE PROJECT
City Administrator Morefield stated at the August 27, 2012 regular City Council meeting,
Council authorized staff to issue a Request for Qualifications (RFQ) for architectural
services/project management for the replacement of the roof and shop furnaces at the Public
Works Facility located at 1415 Industrial Drive. The RFQ requested submittals from architects
showing they have specialized experience in designing projects of this type as well as
experience in bidding public projects and providing contract administration during the entire
removal/installation process.
`- Staff received 10 RFQs from architects interested in providing the architectural
services/project management. After evaluation of the RFQs three architectural firms were
interviewed. Staff determined Studio 222 Architects is the most qualified due to their previous
experience in roof replacement projects and installation of infra-red heating systems. The
proposal from Studio 222 Architects includes: design development, construction documents,
bidding, bid recommendation, and construction administration for a lump sum fee of $67,500,
plus reimbursable expenses, such as deliveries, duplicating and computer plotting.
Alderman Glab opined $1,000,000 for a roof seems like an excessive amount of money.
Alderman Peterson inquired about negotiations in the pricing. Public Works Director
Schmidt stated the accepted bid is firm, but the contractor would be looking over all the figures
making certain they are correct and reasonable.
Motion by Wimmer, seconded by Condon, to authorize staff to accept the proposal

MAYOR STATEMENT AND REPORT
Mayor Low stated on Saturday October 27, 2012, there were 89 participants in the
Running Scared event, sponsored by the McHenry Police Officer's Association. Together, they
raised $1,200 for Special Olympics.
Mayor Low announced that Trick or Treating in the City of McHenry would take place on
Wednesday, October 31, 2012 and the hours are 4:00 p.m.to 7:00 p.m.
