December 17, 2012
Mayor Low called the regularly scheduled December 3, 2012 meeting of the McHenry City
Council to order at 7:30 p.m. In attendance were the following Aldermen: Santi, Glab, Schaefer,
Blake, Wimmer and Peterson. Absent: Alderman Condon. Also in attendance were City
Administrator Morefield, Assistant City Administrator Hobson, City Clerk Jones, City Attorney
McArdle, Public Works Director Schmitt and Chief of Police Jones.
PUBLIC INPUT SESSION
Mr. William Busse, 1205 Matanuska Trail, McHenry, continued to express concern
regarding the proposed plan for the ongoing Route 31 improvement project and the access
inhibition to the First National Bank location on Route 31.
Mr. Busse stated that while he supports and encourages development of roads, the
design of said roads should be thoughtful and intelligent. He opined that the current design by
IDOT is draconian, over-engineered and will change the landscape of the City of McHenry. Mr.
Busse stated that a minimum build option would be a more accommodating, viable option. He
requested the support of Mayor Low and the Council to consider alternative options.
Dr. James Mowery, 3705 W. Clover Avenue, McHenry, addressed the Council stating he
shares Mr. Busse's concerns and is troubled by IDOT's proposed plan for the Route 31
\., improvement project, which is more than halfway into the Phase I stage.
Dr. Mowery expressed concern that there are no cross walks, nor are left hand turns
indicated on the proposed plan, due to the permanent median strips. Dr. Mowery asked if the
City of McHenry wants to encourage this level of restriction. Dr. Mowery proposed that a
bypass is a better alternative.
CONSENT AGENDA
Motion by Wimmer, seconded by Blake, to approve the Consent Agenda, as presented:
A. Renew farm lease agreements with:
a. Tom King for approximately 20 acres south of McCullom Lake Road (PIN 09-27-228-002) for an annual
payment of$2,940;
b. James Finch for approximately 24.5 acres located off Curran Road (PIN 09-33-100-003) for an annual
payment of$2,328;
C. CNS Farms for approximately 64 acres of a portion of Petersen Farm for an annual payment of$6,720;and
d. Charles Schaefer for approximately 12 acres on Riverside Hollow Outlot A(PIN 09-24-351-004)for an annual
payment of$1,260.
B. Renew lease agreement with Michael Sikula, Jr. to operate a horse boarding training stable and farm hayfield at
Hickory Creek Farm from 2/1/13 to 1/31/15 for the amount of$2,400 per month;
C. Special event liquor license from Imabridge Africa of St.Patrick Church,3500 W.Washington Street;
D. Authorize to seek bids for printing Parks&Recreation brochure and City Newsletter;
E. November 19,2012 City Council meeting minutes;

Motion carried.
Alderman Peterson inquired about the difference in pricing per acre regarding the farm
leases. Assistant City Administrator Hobson informed the Council that the price per acre is
based upon the quality of the soil. Some of the land is more valuable than others.
REQUEST FOR TRANSFER OF CLASS A-4 LIQUOR LICENSE FROM B&A THE CORNER TAP TO KJ &
SALOON D/B/A CORNER TAP, LOCATED AT 3901 WEST MAIN STREET
Mayor Low advised the Council that she met with Mr. Cosentino, President of KJ &
Saloon, who is purchasing The Corner Tap, located at 3901 Main Street, McHenry, Illinois and
feels confident in recommending the transfer of the Class A-4 liquor license currently issued to
B&A The Corner Tap, Inc.
Mr. Cosentino has been fingerprinted by the McHenry Police Department. The $250
transfer fee has been paid and all paperwork has been satisfactorily submitted. All employees
of the restaurant involved in the sale and service of alcohol are required to obtain Beverage -,
Alcohol Sellers and Servers Education &Training Education.

Motion by Schaefer, seconded by Blake, granting the transfer of the Class A-4 liquor
license to KJ & Saloon d/b/a The Corner Tap, located at 3901 West Main Street, McHenry,
Illinois, as presented.
Voting Aye: Santi, Glab, Schaefer, Blake, Wimmer, Peterson.
Voting Nay: None.
Absent: Condon.
Motion carried.
MAYOR STATEMENT AND REPORT
Mayor Low stated that in view of the sad events of Friday, December 14, 2012, she has
received many inquiries from residents regarding the City's safety measures. Mayor Low
informed the Council that in August a meeting was held to go over safety plans in place, as
mandated by the State of Illinois.
Mayor Low wished everyone a Merry Christmas.
