HomeMy WebLinkAboutMinutes - 05/02/2011 - City Council REGULAR MEETING MAY 2, 2011 Mayor Low called the regularly scheduled May 2, 2011 meeting of the McHenry City Council to order at 7:30 p.m. In attendance were the following Aldermen: Santi, Glab, Schaefer, Blake, Wimmer, Peterson, and Condon. Absent: None. Also in attendance were City Administrator Black, Assistant City Administrator Hobson, City Clerk Jones, City Attorney McArdle, Construction and Neighborhood Services Director Schwalenberg, Public Works Director Schmitt, Parks and Recreation Director Merkel, Chief of Police Jones. OATH OF OFFICE—NEWLY ELECTED OFFICIALS Mayor Low invited City Clerk Jones to administer the Oath of Office to the newly elected officials. City Clerk Jones swore in the following: Alderman Ward 2 Andrew Glab, term expires 4/30/2015; Alderman Ward 4 Geoffrey Blake, term expires 4/30/2015; Alderman Ward 6 Robert Peterson, term expires 4/30/2015; Alderman Ward 7 Geraldine Condon, term expires 4/30/2015. Mayor Low congratulated the newly elected Aldermen and noted her appreciation of their willingness to serve the McHenry community. Mayor Low noted she is proud to serve with them. Voting Nay: None. Absent: None. Motion carried. Regular Meeting Page 3 May 2,2011 SPECIAL USE PERMIT REQUEST SUBMITTED BY RIVERVIEW THEATER COMPANY FOR ANNUAL SHAKESPEARE FESTIVAL TO ALLOW: 1. USE OF VETERANS MEMORIAL PARK ON JULY 13, 17 20 22 23 AND 24• 2. USE OF CITY SERVICES AS REQUESTED' 3. OVERNIGHT PARKING OF EQUIPMENT TRAILER ADJACENT TO THE PARK; 4. POSTING OF TEN ADVERTISING SIGNS IN MUNICIPAL RIGHTS-OF-WAY AS PRESENTED. Assistant Administrator Hobson stated the Riverview Theater Company has submitted a request to host their fourth annual Shakespeare Festival in the Veterans Memorial Park on July 13, 17, 20, 22, 23 and 24, 2011. All performances will occur from 7:00 p.m. until 9:00 p.m. with a proposed attendance of 100 persons per performance. City services required would include setup and breakdown of the stage. Assistant Administrator Hobson noted the application included a request to place advertising signs in the municipal rights-of-way as well as allowing the overnight storage of an equipment trailer in a stall adjacent to the park. Staff has reviewed the request and recommends approval as presented. Motion by Schaefer, seconded by Santi, to accept Staffs recommendation to approve the special use permit request submitted by Riverview Theater Company for the 4th Annual Shakespeare Festival in the Park as follows: 1. To allow the use of Veterans Memorial Park on July 13, 17, 20, 22, 23 and 24 for the event; 2. To allow the use of City services as requested; 3. To permit overnight parking of an equipment trailer in a stall adjacent to the park for the duration of the event; 4. To allow posting of ten advertising signs in municipal rights-of-way in locations as presented. Voting Aye: Santi, Glab, Schaefer, Blake, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried. REQUEST FOR FENCE VARIANCE—AARON AND ROSANNA KLEKOVICH 3006 BEACH DRIVE Director of Construction and Neighborhood Services Schwalenberg stated a request for a fence variance was submitted by Aaron and Rosanna Klekovic, owners of the property located at 3006 Beach Drive. The request is for a variance to allow the construction of a 4' chain link fence in the required front and side yards on their property which is located at the northwest corner of the intersection of Riverside Drive and Beach Drive in McHenry Shores Subdivision. Staff supports a variance allowing for the installation of the fence along the five-foot setback from the front yard and corner side yard property lines as presented. Alderman Glab inquired if there would be a sight line matter for the neighbor to the west of the subject property. Director Schwalenberg responded the neighbors have approved of the installation of the fence in the requested location. Regular Meeting Page 4 May 2,2011 Motion by Wimmer, seconded by Santi, to accept Staff's recommendation to approve a fence variance for the property owners of 3006 Beach Drive to allow the construction of a 4' high non-opaque chain link fence to be set back five feet from the front and corner side yard property lines along Riverside Drive and Beach Drive as presented. Voting Aye: Santi, Glab, Schaefer, Blake, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried. MAYOR STATEMENT AND REPORT Mayor Low reported on Tuesday, May 10tn, the City is celebrating its 175tn birthday. Several events have been planned as part of the celebration. • Robin Prendergast will be doing an aerial photograph of the City between 12 p.m. and 12:30 p.m. on that day. Everyone is asked to go outside, to wear red, white and/or blue, and wave a United States flag. Mayor Low stated outside group events are planned for both the Municipal Center and the Public Works facility on Industrial Drive. • Birthday cake will be served at the Municipal Center throughout the day on May 10tn • The City is hosting a program and McHenry High School Jazz Band Concert at Veterans Memorial Park at 7 p.m. on May 10tn Mayor Low also announced many events have been planned throughout the summer. ' She acknowledged the unique painted "foxes" around the business district which are on display. COMMITTEE REPORTS Finance and Personnel Committee Chairman Alderman Schaefer announced a committee meeting has been scheduled for Monday, May 9, 2011 at 4 p.m. in the Aldermen's Conference Room. STAFF REPORTS Director of Public Works Schmitt reported the annual spring cleanup is scheduled for the week of May 16-May 19. Additional information is available in the March City Newsletter and on the City's website located at www.ci.mchenry.il.us. FUTURE AGENDA ITEMS There were no Future Agenda Items discussed.
