HomeMy WebLinkAboutMinutes - 04/06/2009 - City Council REGULAR MEETING APRIL 6, 2009 A—rdgular meeting of the McHenry ity ouncil was called to order by Mayor Low at 7:30 p.m. on Monday, April 6, 2009 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson and Condon. Absent: None. City Staff in attendance were: City Administrator Maxeiner, City Clerk Jones, City Attorney McArdle, Deputy City Administrator Martin, Assistant City Administrator Hobson, Finance Director Black. PUBLIC INPUT SESSION There was no one who signed in to speak during the Ten Minute Public Input Session. RENEWAL OF LEASE AGREEMENT WITH D'S MARINE SERVICES FOR RIVIERA MARINA, 3302 WEST WAUKEGAN ROAD City Administrator Maxeiner stated Jerry Danko, proprietor of D's Marine Service Inc., has leased the City's Riviera Marina property located at 3302 Waukegan Road since 2001. Mr. Danko has been a diligent caretaker of the City's property. It is Staffs recommendation to renew the lease subject to the terms outlined in the agreement with Mr. Danko. Motion by Glab, seconded by Wimmer, to accept Staffs recommendation to approve the renewal of the lease agreement with D's Marine Services for the Riviera Marina property located at 3302 Waukegan Road as presented. Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried AWARD OF BID FOR PETERSEN FARM HOMESTEAD FOUNDATION REPAIR AND RESTORATION — CA_RMICHAEL CONSTRUCTION INC. IN THE AMOUNT NOT-T0- EXCEED $28,726 Assistant City Administrator Hobson stated Council authorized the bid of the foundation repair and restoration of the Petersen Farm Homestead. Bids were sought and opened on March 31, 2009. The lowest responsible bidder was Carmichael Construction Inc in the amount of$28,726. Assistant City Administrator Hobson noted the project includes the utilization of steel beams and support posts which will relieve the load on the natural stone foundation of the building. The stone walls will be tuck-pointed and will remain visible as an example of 1840's architecture. It is Staffs recommendation to award the bid for the repair and restoration of the Petersen Farm Homestead foundation to Carmichael Construction Inc., in the amount not-to-exceed $28,726. Alderman Murgatroyd stated he is pleased the work on the foundation is moving forward at this time. Alderman Peterson expressed pleasure that the bid came in lower than the anticipated cost of$47,150. April 6,2009 Page 4 Alderman Condon noted the building is a McHenry treasure which should be -1 preserved and protected. Alderman Santi concurred with Aldermen Murgatroyd and Condon. He stated he is happy that at some point the building will be open to the public. Alderman Glab, referencing the current state of the economy, expressed surprise there were only two bids submitted for the project. Assistant City Administrator Hobson noted that although six bid packets were requested for the project, only two bids were submitted. Alderman Schaefer requested confirmation that the project would be paid for from the Parks Developer Donation Fund. Assistant City Administrator Hobson responded in the affirmative. Motion by Schaefer, seconded by Condon, to accept Staffs recommendation to award the bid for the repair and restoration of the Petersen Farm Homestead foundation to Carmichael Construction in the amount not-to-exceed $28,726, as presented. Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried .--- MAYOR STATEMENT AND REPORT Mayor Low publicly expressed the City's condolences to the family of Johnsburg Village President Dave Dominguez. COMMITTEE REPORTS Chairman Alderman Murgatroyd reported the Finance and Personnel Committee has completed the 2009-2010 budget review. The proposed budget will be coming before Council for consideration at the Annual Meeting. STAFF REPORTS City Administrator Maxeiner announced the first District 156 High School baseball game to take place at the newly-renovated Petersen Park Field #2 will be held on April 14tn FUTURE AGENDA ITEMS Alderman Glab expressed concern regarding the presence of debris at various locations throughout town. He also noted a constituent called regarding the distribution of The Advertiser. The constituent believes the publication should be considered trash. Alderman Glab opined the distribution of the publication should be regulated by the City. City Administrator Maxeiner noted the City has looked at this issue on a number of occasions. The customer service route has been most productive. The City is limited April 6,2009 Page 5 legally as to what can be restricted with regard to first amendment rights. City Administrator Maxeiner requested City Attorney McArdle investigate the matter and advise Council of his findings.
