Since 2009, staff has reduced the cost of printing the seasonal park brochures and city newsletters in an effort to comply with reduced budget allowances. Currently, the city newsletter is printed and mailed in March and June and posted online on the city website in September and December. Approximately 15,500 copies are printed and mailed for each issue (March and June). For the past two-years, the number of parks brochures printed has been reduced as well as brochures have been mailed only to program participants. To increase interest in parks and recreation programs, staff is proposing to mail a copy of the brochure to all residents. The city’s current publisher quoted a price of $2,000 to print the summer edition of the parks brochure to all residents. Analysis. The anticipated cost of printing these two documents including the expanded distribution of the summer brochure is approximately $12,500 based on the 2013 contract with Woodward Printing, current provider of these services: If the City Council concurs then it is recommended to approve staff’s request to advertise for bids for printing of the city newsletter and parks and recreation brochure as presented. On November 11, 2013, the Parks and Recreation Committee discussed a proposal submitted by a group of individuals from McHenry High School Class of 1964 to install a memorial monument in Veterans Memorial Park recognizing classmates from McHenry who died in the Vi etnam War. The group would like to install the monument in the southeast corner of the park adjacent to the current location of the drinking fountain. Although this is their preferred location, they are not bound to this exact spot in the park. A complete proposal is attached along with an email from a member of the group further explaining their desire to install the monument in this park. The group would perform all fundraising and contract the installation of the monument. They are requesting a 14’ x 14’ area. The monument is estimated to be 3’ wide, 5’ high, and 8” thick. Surrounding the monument is a proposed brick area that would enable the group to sell engraved bricks as a fundraising effort. Analysis. The Parks and Recreation Committee had a thorough discussion on the request and minutes from the meeting are attached. The committee made no motion for or against the proposal however all agreed the design was tasteful and the monument would be a nice addition to the park. The group feels a very close connection to this particular park for its recognition as Veterans Memorial Park and because it was the center of most of their activities when they were growing up and the park was known as Pearl Street Park. From a staff perspective, two concerns regarding the proposed monument are its location in regards to maintaining the continuity of the park and precedent. Veterans Memorial Park continues to be one of the city’s most active parks hosting numerous community events and weddings. Maintaining that continuity as it currently exists is vital to the flow and setup of events. Secondly, if approved, there should be thought given to a location that could accommodate other potential requests or discussion on potential limitations of future requests. However these concerns are not significant enough to delay Council’s consideration of this existing privately–funded project. If the City Council concurs, then it is recommended a motion is made to approve the installation of a memorial monument in Veterans Memorial Park as presented and specify a location to install the proposed monument. With assistance from the city attorney, the Foundation acquired easements from the next two contiguous residents to the north and they are working with IDOT to complete the improvements under Illinois Route 120. On November 18th, the City Council approved a request to advertise for bids for construction of Riverwalk Phase 2A-1 and Phase 2A-2. A bid opening was held on December 4th, with five bids submitted. Based upon HR Green’s review of the bid documents, it is recommend the city award construction of the project to the apparent low bidder, Landmark Contractors, Inc. for $313,859.00. All construction costs associated with this portion of the Riverwalk will be paid by the McHenry Riverwalk Foundation. If Council concurs, then it is recommended a motion is made to approve the recommendation made by HR Green, Inc. and award the bid for construction of Riverwalk Phase 2A -1 and Phase 2A-2 to the apparent low bidder Landmark Contractors, Inc. for $313,859.00.
