A RESOLUTION SUPPORTING THE DEVE
INTERGOVERNMENTAL AGREEMENTS RESULTING
OF DISPATCH SERVICES AT AN EXPANDED MCHE?
OPMENT OF
THE CONSOLIDATION
V DISPATCH CENTER.
WHEREAS, the City of McHenry, under the organizatio al structure of the McHenry
Police Department, currently operates an emergency dispatch enter ("McHenry Dispatch
Center"): and,
WHEREAS, the City of McHenry has entered into various Intergovernmental
Agreements to provide police and fire dispatch services for the McHenry Township Fire
Protection District, McCullom Lake Police Department, Johnsburg Police Department, Marengo
Fire, Marengo Rescue, and Union Fire: and,
WHEREAS, the City of McHenry has a strategy in pl e for the expansion of the
McHenry Dispatch Center within the physical structure of the Mc my Municipal Center: and,
WHEREAS, the State of Illinois has adopted certai legislation mandating the
consolidation of emergency dispatch services with the impact of reduction in the number of
emergency dispatch centers in the County of McHenry from six (6 o three (3): and,
WHEREAS, it is in the best interest of the City of McHenr to work collaboratively with
other jurisdictions in the County of McHenry, including those that currently provide emergency
dispatch services, to partner in the development of a plan for t a consolidation of dispatch
services through an expanded McHenry Dispatch Center; and,
WHEREAS, it is recommended that this plan for the cor
be characterized by: 1) a collaborative decision -making mode
administrative oversight structure that provides for an equal pa
McHenry and partner organizations in order to collaboratively (
and procedure, define best operational practices, oversee the hiri
develop and recommend the annual budget and rate structu
expansion/growth of the physical dispatch center; and 3) guarante

NOW THEREFORE, BE IT RESOLVED BY THE CIT COUNCIL OF THE CITY
OF MCHENRY, MCHENRY COUNTY, ILLINOIS, AS FOLLO S:
SECTION 1: That there is support for maintaining emer ency dispatch services and for
the location of a consolidated and expanded McHenry Dispat li Center within the physical
structure of the McHenry Municipal Center.
SECTION 2: That there is support for efforts to wo collaboratively with other
jurisdictions to develop a plan for the consolidation of emerg ncy dispatch services in the
County of McHenry.
SECTION 3: That there is support for the establishment Of an administrative oversight
structure comprised of representatives of partner organizations for the expanded McHenry
Dispatch Center.
SECTION 4: That the Mayor and City Staff have the auth rity to continue to discuss the
development of a consolidated emergency dispatch center through e expansion of the McHenry
Dispatch Center.
SECTION 5: That the resulting plan be furthered 1
implementation of Intergovernmental Agreements between the
organizations.
