Resolution supporting an ordinance adopting "Gang Free Zones" in the Town of Cicero.
WHEREAS, the Town of Cicero under President Betty Loren -Maltese established an ordinance on
April 27, 1999; and
WHEREAS, said ordinance sets criteria for identifying gang members, established procedures for
administrative hearings which can result in the revocation of gang member residency and creates penalties for
non-compliance; and
WHEREAS, the Town of Cicero has expressed frustration in its attempts to combat gang influence and
the violence and drug abuse it brings into the community; and
WHEREAS, they have initiated many innovative youth -oriented activities through schools, park
districts, and youth commission, as preventative measures; and
WHEREAS, the American Civil Liberties Union has announced its intention to combat this ordinance
as unconstitutional; and
WHEREAS, it would be beneficial to all communities including the City of McHenry to enhance the
environment for our youth through the efforts outlined in the Town of Cicero "Gang Free Zones" Ordinance.
NOW, THEREFORE, BE IT RESOLVED that the City of McHenry goes on record as supporting and
endorsing the Town of Cicero's "Gang Free Zones" Ordinance.

BE IT FURTHER RESOLVED that this Resolution be incorporated into the minutes of this meeting
and that a copy be presented to the Town of Cicero President Betty Loren -Maltese.
